DMDK general secretary Premallatha kicks off State wide tour, remains non-committal on alliance

The Hindu4 days ago
Despite expressing disappointment with the AIADMK for not allotting a Rajya Sabha seat and cosying up to Chief Minister M.K. Stalin, DMDK general secretary Premallatha Vijayakant, who kicked off her State wide tour from Gummidipoondi on Aadi Perukku day (August 3), was unwilling to reveal which electoral alliance her party would join in 2026.
She was accompanied by DMDK deputy general secretary L.K. Sudhish and youth wing leader, V. Vijaya Prabhakaran and hundreds of DMDK cadres.
Speaking at Gummidipoondi market, Ms. Premallatha was careful to not give any hints about her preference for the alliance. 'The alliance that the DMDK will be a part of will post a historic victory. That alliance will be the strongest alliance. The DMDK 2.0's version has begun today. Gummidipoondi assembly constituency was won by DMDK in 2011 and we should win it back again. Wherever I go, people tell me that they missed giving Captain (Vijayakant) a chance, don't make that mistake again,' she said.
At another point en route, Ms. Premallatha, appeared to flag law and order issues underlined by Opposition parties, including AIADMK general secretary, Edappadi K. Palaniswami, and PMK leader Anbumani Ramadoss. 'The problems faced by the people in this constituency - Ganja, drugs, murders and rapes are happening across Tamil Nadu. Our alliance will put an end to it and ensure security,' she said.
The party contested 60 seats in the 2021 assembly elections as a part of AMMK led alliance and secured just 0.43% of the votes.
Ms. Premallatha had earlier said the decision regarding the alliance for the Assembly elections will be announced at the public rally planned in Cuddalore in January 2026.

India ‘takes note' of China starting mega dam on Brahmaputra in Tibet: Govt in Parliament

The Narendra Modi government informed Parliament on Thursday that India has 'taken note' of reports about China commencing the construction of a mega dam project on the lower reaches of the Yarlung Tsangpo River, in the upper reaches of the Brahmaputra, in Tibet. In a written response to a query in Rajya Sabha, Minister of State for External Affairs, Kirti Vardhan Singh, said the project was first made public in 1986 and since then, preparations have been underway in China. The government of India has "taken note of reports about commencement of construction of mega dam project by China on the lower reaches of the Yarlung Tsangpo (upper reaches of the Brahmaputra) River in Tibet," Singh said in the reply. The government 'carefully monitors' all developments relating to the Brahmaputra River, including plans by China to develop hydropower projects, and "takes necessary measures to protect our interests, including preventive and corrective measures to safeguard life and livelihood of Indian citizens residing in the downstream areas", he said. The Yarlung Tsangbo river originates in the Tibetan Himalayas and enters India as the Siang in far-eastern Arunachal Pradesh state before flowing downstream to Assam as the Brahmaputra. The river finally empties into the Bay of Bengal through Bangladesh, where it is called the Padma. Various issues relating to trans-border rivers are discussed with China under the ambit of an institutionalised expert level mechanism, which was established in 2006, as well as through diplomatic channels, Singh sad in his response. "As a lower riparian state with considerable established user rights to the waters of the trans-border rivers, the government has consistently conveyed its views and concerns to the Chinese authorities, including on the need for transparency and consultation with downstream countries, and urged them to ensure that the interests of downstream states are not harmed by any activities in the upstream areas," he added. The need for cooperation on trans-border rivers, including the resumption of the Chinese side's provision of hydrological data, has been highlighted by the government in several bilateral interactions with China, including during the recent visit of the external affairs minister to China from July 14-16 for the SCO Foreign Ministers' Meeting, the minister said.

Rajya Sabha members seek outcome of NEP 2020; govt highlights transformative impact

Hyderabad/New Delhi: In response to a joint query raised by eight Members of Parliament in the Rajya Sabha, the Ministry of Education has outlined the wide-ranging impact of the National Education Policy (NEP) 2020 over the past five years, citing data-driven reforms and measurable progress across school and higher education. The question was raised by Brij Lal, Mayankkumar Nayak, Rameswar Teli, Amar Pal Maurya, Dr. K. Laxman, Kiran Choudhry, and Lahar Singh Siroya. They sought details on whether the government had conducted an independent sector-wise evaluation of NEP 2020 and plans for future assessments. Minister of State for Education Dr. Sukanta Majumdar responded that while a formal sector-wise evaluation is not yet complete, multiple indicators reflect NEP's transformative influence. He cited the nationwide 'PARAKH Rashtriya Sarvekshan 2024,' which assessed student competencies across Grades 3, 6, and 9, involving over 21 lakh students and 2.7 lakh teachers from 74,000 schools. The survey ensured strong representation from rural and tribal areas, with 63% of participants originating from rural regions. According to UDISE+ data, India's school education system has experienced significant improvements between the years 2014–2015 and 2023–2024. Dropout rates have declined, mean years of schooling have increased, and youth literacy has risen to 97%. The number of female teachers has grown significantly, contributing to a more gender-balanced workforce. In higher education, the All India Survey on Higher Education (AISHE) 2022–23 reported a 30% rise in enrolment since 2014–15, with substantial increases among SC and ST students. India now ranks third globally in the number of PhDs awarded in Science and Engineering. The Minister also highlighted India's rising presence in global university rankings. In QS 2026, 54 Indian institutions were ranked, with 10 in the top 500. International collaborations have expanded, with foreign universities such as the University of Southampton, Deakin University, and Queen's University Belfast establishing campuses in India. Indian institutions such as IIT Madras and IIM Ahmedabad are also establishing campuses abroad. Patent filings by educational institutions have tripled in two years, with 23,306 applications in 2023–24, accounting for over 25% of total filings. India's rank in the Global Innovation Index has improved from 81 in 2015 to 39 in 2024. The Ministry affirmed that NEP 2020 continues to guide reforms with structured timelines and methodologies, aiming to make education more inclusive, holistic, and globally competitive while remaining rooted in India's cultural context.

Coastal Shipping Bill passed amid Opposition stir over voter list revision

NEW DELHI: Parliament on Thursday passed the Coastal Shipping Bill, 2025, with the Rajya Sabha giving its approval amid protests by Opposition members demanding a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar. The proposed legislation aims to promote coastal shipping as an eco-friendly and cost-effective mode of transport while reducing the compliance burden for Indian shipping operators in line with the Centre's ease of doing business initiative. The bill, cleared by the Lok Sabha on April 3, was passed by a voice vote in the Upper House amid sloganeering by Opposition MPs. Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal, who introduced the bill, said the new framework would help unlock the full potential of India's 7,500-km coastline. 'To support the goal of increasing India's coastal cargo share to 230 million tonnes by 2030, we need a legal framework that minimises regulations and maximises facilitation,' he said. Sonowal said presently, regulation and licensing of coastal shipping was governed under the Merchant Shipping Act, 1958. 'This bill provides a holistic, forward looking and progressive framework suited to today's commercial realities in line with globally prevalent practices,' the minister said. Earlier, when the Rajya Sabha convened in the morning, the House was adjourned till 2 pm after Opposition parties protested the rejection of 25 adjournment notices under Rule 267 seeking a discussion on SIR. Deputy Chairman Harivansh, while rejecting the notices, said none of them met the criteria laid out under the rule. As disruptions continued, Harivansh urged MPs to allow the House to function, stating that Zero Hour remained available for raising important issues.
