
Scarborough emergency care centre to open after five-month delay

Northamptonshire council fined after child's Send provision delay
A council has been asked to pay a family £3,000 after a child with special educational needs and disabilities (Send) suffered delays to their care plan and missed out on specialist Local Government and Social Care Ombudsman (LGSCO) found that West Northamptonshire Council was late issuing the young person's Education, Health and Care Plan (ECHP), causing them "avoidable distress and delay".The ombudsman said the child missed out on occupational therapy and one-to-one support activities as a Reform UK-controlled council apologised and said it had expanded its teams to meet increased demand for EHCP assessments. As reported by the Local Democracy Reporting Service, the child, referred to in the report as 'Y' was also late in receiving speech and language to the analysis in the LGSCO report, the council said it believed that Y was receiving the required provision. It pointed to an annual review undertaken in July 2023 which suggested appropriate provision was being the child's school also reported difficulties in delivering support in 2023 and parental views recorded at the time did raise problems with proper Send provision not being ombudsman said there was no evidence following the 2023 annual review that the council made any enquiries or investigations at the time into whether the Send provision had been delivered or report concluded: "On the balance of probabilities, Y missed Send provision contained in her EHC Plan throughout the period June 2023 to September 2024."The LGSCO has asked the council to apologise to the family for the fault found and pay £3,000 in respect of the 16 months of missed Send council said it did not comment on individual cases, but acknowledged the complaints upheld by the said it remained "fully committed to making the necessary improvements" to ensure that provision meets the needs of children within the authority. Eight-month wait for £4.5m hospital ward in Gainsborough to open

Award for Bradford breast surgery tattoo artist's work
The founder of a charity which offers breast cancer patients nipple tattoos after reconstructive surgery has been given a national award. Lucy Thompson, who runs the Nipple Innovation Project (NiP) in Cullingworth, Bradford, has received a British Citizen Award (BCA).The awards, dubbed the People's Honours, are for people who make an outstanding contribution to Thompson, who was among 27 people receive the accolade at the Palace of Westminster on 24 July, said: "It's the ultimate affirmation." The 35-year-old has been a tattoo artist for more than 12 years and set up the charity in 2018. "I run it on a volunteer basis," she said."We work very, very hard in and amongst our daily work and life commitments, to reach more people. "To have recognition, and an award, for all the hard work that we've done collectively over the past nearly eight years is just the ultimate reassurance that we're on the right track." About 300 patients are treated for breast cancer in Bradford each year, with the majority retaining their areola, the area of skin around the nipple, can be tattooed to improve its appearance after year the Bradford Teaching Hospitals NHS Foundation Trust announced a partnership with Ms Thompson's mother-of-one now helps train other medical tattoo artists around the country through her charity.
