Reeves takes gamble on patience in an era of impatience
The hours, days, weeks and even months after a Spending Review can feel like peeling away the layers of an onion.
First, there is the speech from the chancellor in the Commons: the political rhetoric and the numbers often designed to sound big but which are often incomprehensible.
Then there are accompanying documents - in this instance in particular a blue-covered, 128-page tome crammed with words, numbers and graphs.
The work of months, much of it conducted privately with intermittent blasts of authorised and unauthorised briefing, talking up and grumbling, then suddenly bursts out in public demanding digestion. But that takes time.
And as the detail is pored over, elements that were not put up in lights by the chancellor become clearer.
A good example is the expectation many, many people in England and Wales will be paying higher council tax to help fund the police - something not set out explicitly by Rachel Reeves at the dispatch box.
More details on what is planned are expected in the coming weeks - with the government's infrastructure plans due to be set out shortly.
But other elements could take much longer to play out: for example, an obscure budget in a particular department that was culled, only for an outcry in six months time. Or, conversely, a budget that hasn't been culled but is later determined to be a waste of money.

The government is seeking to badge this moment as a turning point.
The prime minister told the Cabinet and has now written in the Guardian that "this week we bettered a new stage in the mission for national renewal. Last autumn we fixed the foundations. Today we showed Britain we will rebuild."
Let's see.
The curiosity here is the standard critique of political leaders is turned on its head with much of this Spending Review.
So often the grumble is one of short-termism, the quick win, the lack of strategic long term thought.
And yet the gamble the government has taken is a willingness for patience in an era of impatience.
Long term, so called capital spending, can - the argument goes - transform the public realm and in so doing transform economic potential.
But it doesn't happen quickly and day-to-day spending is limited, even cut in places.
And this at a time of volatile politics and a restlessness among an electorate, many of whom feel squeezed and have done for years and years.
The Chancellor Rachel Reeves acknowledged to me there was an impatience for change - the very thing Labour promised - and pointed to an expansion of entitlement to free school meals and breakfast clubs in England, for instance.
The big bet though remains on economic growth - finding it and sustaining it.
The lack of it is the shackle on so much within government and beyond: the national mood, taxes, you name it.
And yes the prospect of more tax rises in the autumn will hang in the air all summer.
But the big test of this Spending Review is the contribution it can make to delivering growth - and when.

EPA announces unprecedented rollback on air pollution limits for power plants — health experts warn this could lead to biggest increase in pollution
The Environmental Protection Agency disclosed plans to roll back a crucial rule limiting power plant pollution, the Guardian recently reported. In April 2024, the EPA finalized a set of rules curtailing greenhouse gases emitted by coal-powered plants. The rules would "significantly reduce greenhouse gas (GHG) emissions from existing coal-fired power plants and from new natural gas turbines, ensuring that all long-term coal-fired plants and base load new gas-fired plants control 90% of their carbon pollution," per an archived copy of the guidelines hosted on the agency's website. As of June 12, text on the same page had been updated, reading in part: "On June 11, 2025, EPA Administrator Lee Zeldin proposed to repeal all 'greenhouse gas' emissions standards for the power sector under Section 111 of the Clean Air Act." Citing what he called the "climate change cult," Zeldin spoke at a June 11 event disclosing the proposed rollbacks. "We choose to both protect the environment and grow the economy," Zeldin said. In an April 2024 fact sheet, the EPA provided projections for how much the new rule would lower pollution. As written, the guidance was "projected to reduce CO2 emissions in the power sector to more than 62% below 2022 levels, and more than 75% below 2005 emission levels (the historical emissions peak) by 2035," the EPA calculated. CBS News emphasized a concerning angle in their coverage of Zeldin's announcement. In an accompanying press release, the EPA acknowledged plans to "work [on and] publish a finding that greenhouse gas emissions from fossil fuel power plants 'do not contribute significantly to dangerous air pollution.'" As NASA reiterated in 2024, scientific data "continues to show that human activities (primarily the human burning of fossil fuels) have warmed Earth's surface and its ocean basins, which in turn have continued to impact Earth's climate." Without oversight, corporations tend to prioritize profits over reducing pollution and limiting the industry's known adverse impact on clean air and drinking water. On June 11, over 200 health experts signed a letter addressed to Zeldin. "As health experts, we write to share our grave concern at EPA's effort to rescind dozens of pollution protections for millions, a direct contradiction to the Environmental Protection Agency's mission of protecting public health and the environment and your expressed promise to ensure every American's access to clean air," it began. Rescinding the rules "would lead to the biggest pollution increases in decades and is a blatant give-away to polluters," they added. "Everyone knows that climate and clean air protections improve public health. Combined, the air pollution standards finalized by the EPA … between 2021 and 2024 will save over 200,000 lives and avoid over 100 million asthma attacks in the U.S. through 2050, and these standards will deliver more than $250 billion in net benefits each year," the letter continued. According to the Guardian, the EPA's planned rollback will include a period for public comment, and the outlet anticipated that the agency will face significant "legal challenges" over the repeal. 'This development is welcome news for Welsh jobs and transport'

This plan will encompass the construction of new railway stations at the following locations: Newport West, Somerton, Llanwern, Magor & Undy and Cardiff East. This development is welcome news for Welsh jobs and transport. The railway line and service connecting Ebbw Vale to Newport and Cardiff has been recognised as crucial rail infrastructure for Southeast Wales. This expansion will further enhance this infrastructure, providing more individuals with the opportunity to utilise rail services. In addition to rectifying the inadequacy of HS2 consequential funding, this investment will significantly enhance transport options in Southeast Wales. This is particularly pertinent given the congestion experienced on the M4 and escalating demands on the local transport infrastructure because of much-needed housing. This significant development has the potential to influence employment opportunities and provide increased avenues for skill acquisition. This is imperative for Gwent communities. It was critically important news that the United Kingdom Government announced it was restoring winter fuel allowance payments to more than nine million pensioners across Wales and England. The payment worth £300 will be restored. Anyone with an income of under £35,000 a year will receive it automatically. Those with an income of above the £35,000 threshold will also receive the payment, but it will then be reclaimed from them in tax. The right thing to do. Rachel Reeves has announced that the United Kingdom Government will deliver to Wales £118 million over the next three financial years to keep coal tips safe across Wales. This is a particular issue for post-industrial communities throughout Islwyn. Coal tips remediated (as coal mining ended) face maintenance issues impacted by climate change. The Welsh Government has previously stated £600 million is needed to remediate and remove Wales's coal tips. Currently, Wales has around £221 million allocated to this endeavour, and it is a challenge that will take decades to address. My position though, remains clear. Whilst we aim to remediate and remove historic Welsh coal tips, this can NOT be achieved at the expense of Islwyn communities. I stand with the people of Cwmfelinfach in expressing my strong opposition to the removal of coal at Mynydd Y Grug in Bedwas. No private company should seek to make a financial gain at the detriment of the public usage of the much-loved and valued Sirhowy County Park. Finally, I was delighted to see a famous son of Islwyn recognised. Rugby legend John Dawes, a son of Abercarn, is among 288 people who have been added to the Oxford Dictionary of National Biography. John Dawes died in 2021, but his name will live forever, and his inclusion in this prestige publication acknowledges his impact within the history of the United Kingdom. Johnson, heckled by Democrats, backs censure for Padilla
Speaker Mike Johnson (R-La.) on Thursday said Sen. Alex Padilla (D-Calif.) should be censured after he tried to approach and question Homeland Security Secretary Kristi Noem during a press conference in Los Angeles, prompting federal agents to forcibly remove him from the room and handcuff him. Video of the altercation — captured by reporters on the scene — sent shock waves through the Capitol, with Democrats slamming the way law enforcement personnel handled Padilla, and Republicans condemning the senator's conduct at the media availability. Pressed on whether Padilla should face consequences, Johnson initially demurred — 'it's not my decision to make, I'm not in that chamber' — before endorsing censure for the California Democrat. 'I think that that behavior at a minimum rises to the level of a censure,' Johnson told reporters. 'I think there needs to be a message sent by the body as a whole that that is not what we're going to do, that's not what we're going to act.' 'We're not going to have branches fighting physically and having senators charging Cabinet secretaries,' he added. 'We got to do better and I hope that we will.' Just eight senators have been censured in history, the most recent being former Sen. David Durenberger (R-Minn.), who was penalized for financial wrongdoing. The punishment requires a simple majority in the Senate. The comments came during a press availability in the Capitol after House Republicans narrowly passed a bill to claw back $9.4 billion in federal spending for public broadcasting and foreign aid. Johnson staged the gaggle to discuss the legislation but was swarmed with questions about the altercation in Los Angeles. 'I saw the same video, a very brief video, that I think many people did — I think the senator's actions, my view, is it was wildly inappropriate,' he said. 'You don't charge a sitting Cabinet secretary, and everybody can draw their own conclusions, you can see it's a heated debate here.' As he delivered those remarks, a long line of House Democrats — including many in the Congressional Hispanic Caucus and from the California delegation — walked behind the Speaker and heckled him as he spoke. Rep. Sam Liccardo (D-Calif), who represents the San Francisco Bay area, shouted 'Mike, that's absurd.' Rep. Dan Goldman (D-N.Y.) yelled 'why don't you stand up for Congress?' Another House Democrat exclaimed 'that's a lie.' Asked if he would respond to some of the comments, Johnson declined. 'I'm not going to respond to that,' the Speaker said. 'I think the American people can draw their own conclusions. They saw a senator acting like a, wildly inappropriate, I'll leave it at that.' 'What I saw was agents asking him to quiet down so that the secretary could continue her press conference. He refused to do so. What were they supposed to do? They have to restrain someone who is engaging in that kind of behavior. They moved him out of the room,' Johnson later added. 'A sitting member of Congress should not act like that, it is beneath a member of Congress, it is beneath a U.S. senator. They are supposed to lead by example, and that is not a good example.' Earlier on Thursday, Padilla interrupted a press conference Noem was holding in Los Angeles amid widespread protests against the Trump administration's deportation efforts and against President Trump's mobilizing the National Guard and Marines to protect agents. Multiple men forcibly removed him from the room and handcuffed him. 'I'm Sen. Alex Padilla. I have questions for the secretary,' Padilla is heard saying as he struggled with officers holding him back. As he was aggressively moved out two double doors the senator can be heard saying 'Hands off!' 'Senator Padilla is currently in Los Angeles exercising his duty to perform Congressional oversight of the federal government's operations in Los Angeles and across California,' Padilla's office said in a statement immediately after the altercation. 'He was in the federal building to receive a briefing with General Guillot and was listening to Secretary Noem's press conference. He tried to ask the Secretary a question, and was forcibly removed by federal agents, forced to the ground and handcuffed.
