Jajpur shuts eateries, launches ‘Stop Diarrhoea' drive amid outbreak

JAJPUR: Battling an explosive outbreak of diarrhoea, the Jajpur administration on Monday ordered closure of eateries and hotels in the worst-affected areas of the district for two weeks as a preventive measure.
Tehsildars of Dharmasala and Rasulpur issued two separate directives which also mandated temporary closure of ice-cream factories, packaged water units besides fish and chicken outlets during the period. Strict action will be taken against establishments found operating in defiance of the directive.
The tehsildars also urged residents to refrain from attending or organising mass gatherings such as weddings, birthday parties, or community feasts. People were advised to avoid stale food, consume only freshly-cooked meals, and drink boiled water. The use of halogen tablets and bleaching powder for water purification was also recommended.
Similar directive has also been issued by the local administration in Vyasanagar, Binjharpur and Bari. Residents experiencing symptoms of diarrhoea have been advised to seek immediate medical attention at nearby health centres.
Meanwhile, Health secretary Aswathy S visited Jajpur to take stock of the situation on the day. Aswathy inspected Dharmasala community health centre and district headquarters hospital before chairing a high-level review meeting at the collectorate.
'Water contamination is the suspected primary cause of the outbreak. Several teams are currently investigating the source of contamination on a war-footing. Required vigilance and health safety measures have been enforced in all affected areas,' said Aswathy.
She further said the caseload has decreased and a few patients with mild symptoms were admitted to hospitals on Sunday and Monday. In response to the growing health crisis, a statewide 'Stop Diarrhoea' campaign was also launched on Monday. The campaign aims to control the spread of diarrhoea and cholera through awareness, timely treatment and sanitation interventions.
'A 14-member central team, including health experts and epidemiologists, is monitoring the situation closely. It is expected to provide expert guidelines which will be followed by local health authorities,' said Aswathy.
According to the latest data, 256 diarrhoea patients are currently undergoing treatment in different health facilities of the district. The administration is now laying emphasis on disinfection, personal hygiene and awareness campaigns to control the waterborne disease.
On the day, a 42-year-old diarrhoea patient of Jajpur succumbed during treatment at SCB Medical College and Hospital in Cuttack. So far, eight persons have died due to diarrhoea in the district.

HC directs dept to form new inspection team to tackle absenteeism, vacancies at SCB

1 2 Cuttack: Orissa high court has directed the health and family welfare department to take concrete and time-bound measures to tackle absenteeism, staff vacancies and ensure accountability among medical personnel in SCB Medical College and Hospital, Cuttack. Taking note of persistent complaints that several doctors are skipping hospital duties to attend private clinics, a division bench comprising Justices S K Sahoo and V Narasingh on Thursday asked the department to form a new inspection team. "This team, which will include officials not below the rank of deputy secretary, is tasked with conducting surprise checks and submitting sealed reports periodically to the court," the bench specified in the order after taking note of an affidavit filed by Dr Goutam Kumar Satpathy, superintendent of SCB. The court has scheduled the next hearing for Sept 18, when a further compliance report is expected to be submitted. Appearing in virtual mode, Satpathy informed the court about the steps being taken to instil discipline and improve staff attendance. According to the affidavit dated Aug 12, the hospital has implemented the Aadhaar-enabled biometric attendance system to track the entry and exit of doctors and staff. The affidavit also cited a standard operating procedure (SOP) issued on Oct 5, 2015, which recommends the formation of an internal vigilance committee to monitor conduct across departments including OPDs, surgical wards, casualty units and diagnostic centres. Following the SOP, the hospital authorities have constituted three dedicated teams to carry out surprise inspections at least twice a week across OPDs, IPDs, ICUs and OTs. These teams report their findings directly to the medical superintendent for further action. The affidavit also highlighted staff shortage at SCB, revealing that 87 faculty posts are vacant. They comprised 15 professors, 33 associate professors, 16 assistant professors, and 23 senior residents or tutors. As per hospital norms, OPD doctors are expected to maintain duty hours from 9am to 5pm, with a one-hour lunch break. Emergency and inpatient services continue round-the-clock, including on public holidays. The regional diagnostic centre also functions 24x7 under the supervision of pathology, biochemistry and radiology departments, the affidavit stated. Organ donation high order of nobility: Mahaling

Bhubaneswar: Odisha Health and Family Welfare Minister Mukesh Mahaling said enlivening others in the aftermath of one's death through organ donation is a higher order of noble act. He said this while addressing an event organised here on the occasion of World Organ Donation Day. Paying homage to the souls of the organ donors and their family members, the minister said, 'Because of your noble acts, Odisha has been honoured at the national level as an emerging State in organ donation. Your donations have not only saved the lives of others but also have brought honours to our motherland Odisha.' Welcoming the immediate family members of the organ donors, Health and Family Welfare Secretary Aswathy S said words fail to describe the humanitarian acts and courage of the organ donors and their family members. One organ donor could save the lives of eight people in critical stages of their lives. Even one organ donor through tissue donation could provide relief to around 50 people, she said. Awasthy expressed her gratitude to the families of the donors on behalf of the people of Odisha. To mark the occasion, Mahaling, on behalf of the government of Odisha, conferred the Suraj Award on 24 organ donors, which were posthumously received by their immediate family members. The award was associated with a cash reward of Rs 5 lakh to each family. The immediate family members of the organ donors were also honoured by the respective collectors of their districts after the token distribution of the awards by the minister here. The State government instituted the Suraj Award in 2020 for the organ donors after Suraj Behera from Ganjam district sustained critical injuries in a road accident and was declared brain dead by doctors, following which his relatives decided to donate his organs. Their decision helped save the lives of six people. Commemorating their inspiring humanitarian act, the Suraj Award is being presented to organ donors and organisations promoting organ donation in Odisha every year on August 13 on the occasion of World Organ Donation Day since 2020.
