Ban on movement of Kukis in Naga areas suspended

A Manipur group has suspended its ban on the movement of the Kuki people within the territories of four Naga communities.
The Committee on Protection of Indigenous People's Ancestral Land (COPIPAL) said that the ban, which was to have taken effect on June 2, was withdrawn 'for some time' in the 'interest of maintaining peace' in the State.
The COPIPAL, formed during a people's consultative meeting convened by the Joint Tribes Council on April 14 in the Kangpokpi district's Konsaram village, had announced a 'complete restriction on the movement of Kukis' within the territories of the Inpui, Liangmai, Rongmei, and Zeme Naga communities.
Konsaram is one of the oldest Naga villages in Manipur. According to the committee, the Kukis attacked the Liangmai Naga inhabitants of the village in an 'unprovoked and orchestrated act of aggression' on April 5, severely 'undermining the peace and dignity' of the indigenous Naga people.
The COPIPAL described the attack as a threat to the safety, rights, and cultural identity of the Naga communities.
Reacting to the COPIPAL decision on May 28, the Regional Naga Council of Manipur directed the Naga leaders and frontal organisations concerned to uphold the declaration of ban within their respective jurisdictions.
However, the apex United Naga Council and the Joint Tribes Council later sought relaxation of the ban to facilitate people in the conflict-scarred State.
The Nagas have been largely neutral in the conflict between the tribal Kuki-Zo and the non-tribal Meitei communities that broke out on May 3, 2025, claiming more than 250 human lives and displacing some 60,000 others.
Manipur has been under the President's Rule since February 13, days after N. Biren Singh resigned as the Chief Minister.

The meeting was held at Indira Bhawan in New Delhi. Congress MP Angomcha Bimol Akoijam and KC Venugopal, General Secretary of the All India Congress Committee, were present at the meeting. On its official handle posted on X, Congress said, 'Congress President Kharge today convened a meeting with the Manipur leadership, wherein LoP Rahul Gandhi and Congress General Secretary (Org) KC Venugopal attended.' Recently, the state has witnessed incessant rainfall that led to waterlogging at several places, prompting authorities to launch rescue operations. Torrential rains led to a massive breach of the Imphal River's embankment at four points, causing extensive flooding in Imphal East. Recently, nearly 25 Bharatiya Janata Party (BJP) MLAs met at the residence of party MLA Thongam Biswajit Singh in Imphal to push for the formation of a popular government in Manipur. On May 28, nearly 10 MLAs, including eight from the BJP, one from the National People's Party (NPP), and one Independent MLA, met Manipur Governor Ajay Kumar Bhalla at the Raj Bhavan in Imphal to stake a claim to form a government in the state. New Delhi: Former Minister of State for External Affairs Rajkumar Ranjan Singh has written to Prime Minister Narendra Modi on the need for a draft policy framework on internal security in the northeast region, considering the situation in Myanmar and Bangladesh and China's "deliberate geopolitical strategy to expand its influence and reduce India's strategic depth in the region." In the letter, the former Union minister said the northeast region is seeing a renewed wave of security challenges triggered by instability in India's neighbourhood, particularly Myanmar and Bangladesh. "After the Pahalgam terrorist attack and India's response to it, China is trying to increase its strategic partnership with Bangladesh and Myanmar. We need to analyse how these external dynamics are impacting our internal security," Mr Singh said. He highlighted three concerns linked to the northeast region - ethnic armed groups along India-Myanmar border, radical Islamist resurgence in Bangladesh, and China's strategic encirclement as a geopolitical strategy. Myanmar Mr Singh said the Myanmar military coup in 2021 encouraged ethnic armed groups such as the Arakan Army and Kachin Independence Army to intensify their struggle for independence, affecting India's border states like Mizoram, Manipur, and Nagaland. "Over 68,600 Myanmar nationals, mostly Chin-Kuki-Zomi people from Sagaing region and Chin State, have fled into Manipur and Mizoram, straining local resources and complicating inter-ethnic relations and also culminating a war-like situation in Manipur," the former Minister of State for External Affairs said in the letter. "Taking advantage of Myanmar's fragility, some Indian insurgents' groups operating from Myanmar are also trying to destabilise northeast India. Myanmar's weak governance and its limited military reach along the India-Myanmar border increases cross border rebel activities, arms running, drug dealings, and human trafficking, resulting in further jeopardization of the region," Mr Singh, who represented Inner Manipur constituency in the Lok Sabha in the last term, said. Bangladesh Drawing attention to the situation in Bangladesh, Mr Singh said the rise of the groups such as Jamaat-e-Islami and remnants of HuJi-B (Harkat-ul-Islami Bangladesh) has made the situation "hydra-headed". "There have been past instances of militants and rebels crossing into India from Bangladesh. States like Assam, Meghalaya, and Tripura remain vulnerable... During his recent visit to China, Bangladesh's interim Chief Adviser Muhammad Yunus made statements regarding India's northeast region which had propagated diplomatic concern. "... Yunus emphasised the potential for Bangladesh to facilitate China's access to the Indian Ocean, highlighting the strategic importance of the region. The statement has been perceived as an invitation for China to extend its influence into India's northeastern states via Bangladesh," Mr Singh said in the letter to PM Modi. China Explaining what he called "China's strategic encirclement", the former MoS for External Affairs said this is seen through military, economic, and diplomatic manoeuvres in neighbouring countries like Myanmar, Bangladesh, Nepal, and Bhutan. "For China, it is part of a border String of Pearls strategy - creating a network of assets (ports, roads, bases, and allies) around India... Chinese influence in and around the northeast region should be countered properly in all respects," Mr Singh said. Considering all these factors, he said, India needs to create a draft policy framework on internal security in the northeast. "... Current ethnic conflict particularly between the Meiteis and the illegal intruders of Chin-Kuki tribes from Sagaing and Chin Hills of Myanmar should also be looked into seriously. An aggressive diplomatic channel needs to be opened for Myanmar based on mutual reciprocity," Mr Singh said in the letter to PM Modi. He suggested four points for consideration: deport undocumented immigrants and recheck identity documents of all bonafide citizens; all law enforcement agencies should be used while carrying out this massive exercise; maintain an authentic databank of Indian citizens in the region, and bring all insurgent groups to the negotiating table for dialogue.

Imphal: The 48-hour office picketing enforced by the All Naga Students' Association, Manipur (ANSAM), since Monday has disrupted the normal functioning of govt offices across the Naga-inhabited hill districts of Senapati, Tamenglong, Ukhrul, Chandel, Kamjong, and Noney. In Senapati district, tensions escalated on Tuesday at the district headquarters when a vehicle belonging to the superintendent of police (SP) was reportedly damaged during a confrontation. According to sources, the incident occurred after a scuffle broke out following the SP's alleged non-compliance with the protest. A heated exchange ensued between the officer and the protesters, leading to further unrest. Protesters claimed that the SP ordered a CRPF personnel to load their weapon and threatened the protesters, which, in turn, provoked them to overturn the SP's official vehicle. The picketing in Senapati district is being led by the Senapati District Students' Association (SDSA) along with its federating student unions, including the Mao Students' Union (MSU), Maram Students' Union (MKS), Poumai Naga Students' Union (PNTM), Thangal Students' Union (TAJ), and Zeliangrong Students' Union, Senapati Zone (ZSU-SZ). Meanwhile, ANSAM has reaffirmed its opposition to any decision that undermines the historical and traditional rights of the Naga people, particularly concerning unrestricted movement across the India-Myanmar border. The student body emphasized that the ongoing protest is part of a broader campaign aimed at securing recognition and respect for these rights. Sources confirmed that the picketing of govt offices has severely impacted administrative operations across the Naga-inhabited districts, adding to concerns over governance and public services.
