OceanGate's "critically flawed" safety practices contributed to a "preventable" implosion killing five people aboard its Titan submersible, according to a US Coast Guard report released Tuesday. The submersible imploded 90 minutes into a dive to the Titanic wreckage on 18 June 2023, killing CEO Stockton Rush and four passengers including a British-Pakistani father and son. The report identified eight primary factors contributing to the fatal implosion, including inadequate design and testing processes, insufficient data analysis and the use of carbon fibre construction, which rendered the craft incapable of withstanding deep-sea pressure. The report also found a "toxic workplace environment" at OceanGate where dismissal was routinely used as a means to prevent staff from speaking out about safety concerns. In addition to the eight primary factors for the tragedy, the report listed a further four that could have contributed. The coastguard calls OceanGate's operational practices "critically flawed" and highlights "glaring disparities between their written safety protocols and their actual practices." The report also says that OceanGate lacked comprehensive regulations for the oversight of its submersibles. Arguably the most damning finding in the report is OceanGate using "intimidation tactics" to avoid regulatory scrutiny. "By strategically creating and exploiting regulatory confusion and oversight challenges, OceanGate was ultimately able to operate Titan completely outside of the established deep-sea protocols," the report says. Jason Neubauer, with the Marine Board of Investigation, said that the findings will help prevent future tragedies. "There is a need for stronger oversight and clear options for operators who are exploring new concepts outside of the existing regulatory framework," he said in a statement. The family of two of the passengers who were killed on the Titan sub have called for tougher regulation following the publication of the coastguard's report. British-Pakistani businessman Shahzada Dawood, 48, and his 19-year-old son Suleman were two of the three customers killed when Titan imploded. "No report can alter the heartbreaking outcome, nor fill the immeasurable void left by two cherished members of our family," a statement from the family said. "We believe that accountability and regulatory change must follow such a catastrophic Shahzada and Suleman's legacy can be a catalyst for regulatory change that helps prevent such a loss from ever happening again, it will bring us some measure of peace." Who else was on board? In addition to the Dawoods and OceanGate's CEO Rush, British adventurer Hamish Harding who ran the Dubai-based private jet dealership Action Aviation was among those killed. Rounding out the five-person crew was former French submariner and Titanic expert Paul-Henry Nargeolet. In a bid to boost prices, the wider OPEC+ group -- comprising the 12-nation Organization of the Petroleum Exporting Countries (OPEC) and its allies -- in recent years had agreed to three different tranches of output cuts that amounted to almost 6 million barrels per day (bpd) in total. Analysts expect the V8 group -- namely Saudi Arabia, Russia, Iraq, United Arab Emirates, Kuwait, Kazakhstan, Algeria and Oman -- to agree on another output increase of 548,000 bpd for September, a target similar to the one approved in August. According to UBS analyst Giovanni Staunovo, the likely "quota increase is largely priced in" already, with the price of Brent, the global benchmark for oil, expected to remain near its current level of around $70 per barrel after Sunday's decision. Since April, the V8 group has placed increased focus on regaining market share over price stability, a policy shift after years of enforcing production cuts to prop up prices. Likely pause in output hikes But it remains unclear which strategy the group intends to pursue after Sunday's meeting. According to Warren Patterson, an analyst at ING, the V8 nations will likely "take a pause in supply hikes after September". Crude prices have held up better than most analysts had predicted since the production increases began. Experts say that is mainly due to traditionally high summer demand and significant geopolitical risk premiums being built into prices, particularly since the 12-day Iran-Israel war. Moreover, the actual increase in production between March and June was less than the increase in quotas during the same period, said Staunovo, quoting OPEC sources. However, the market is "set to move into large surplus" of oil supply from October, Patterson noted, warning that OPEC+ should remain careful not to be "adding to this surplus". Trump had previously hinted to an indirect 100-percent surcharge on countries that continue to buy Russian products, particularly hydrocarbons, in order to dry up Moscow's revenues. He has specifically targeted India, the second largest importer of Russian oil at around 1.6 million bpd since the beginning of the year. The developments could prompt OPEC+ to make further policy decisions. However, "OPEC+ will react only to real supply disruptions" and not to price increases linked to risk premiums, said Staunovo.

"As we enter the second half of the year, travel activity is expected to accelerate," it added. The top countries for passenger traffic to and from Dubai were India, Saudi Arabia, and the United Kingdom. The Emirati city, located between Asia, Europe and Africa, has been ranked the world's busiest air hub for international passengers for a decade. Dubai is planning a $35 billion expansion and relocation of the airport to Al Maktoum International, on the city's outskirts, in 2032.
