Delhi PWD to witness historic reform, dept to create its own engineering cadre

India Gazette11-07-2025
New Delhi [India], July 11 (ANI): In a historic move that will permanently change the way Delhi's infrastructure is managed and built, the Public Works Department (PWD) of Delhi is set to establish its own engineering cadre. This marks the biggest administrative reform in the department's history, ending decades of dependence on borrowed officers from the CPWD (Central Public Works Department).
According to an official release, until now, PWD has relied on engineers, executive engineers (EEs), superintending engineers (SEs), and junior engineers (JEs) deputed from CPWD or other central agencies. But with the creation of an independent PWD cadre, Delhi will finally have its own permanent, dedicated technical workforce trained, appointed, and promoted under its own rules and oversight.
'This is a turning point not just for Delhi PWD, but for the entire city. When engineers are accountable only to the people of Delhi, their performance and commitment automatically rise. We are building a stronger, cleaner, and faster Delhi, and we need our own team to do it,' said Parvesh Sahib Singh Verma, Delhi's PWD Minister.
The proposal for cadre formation has been finalised and will be placed before the Delhi Cabinet in the coming days. Once approved, the PWD will initiate the recruitment and structural realignment process, ensuring that each level, from Junior Engineer to Chief Engineer, is staffed by officers exclusively under Delhi PWD's control.
Importantly, all existing CPWD-deputed officers currently serving in Delhi PWD will be given the option to either return to their parent cadre or permanently opt into the new Delhi PWD engineering cadre, subject to conditions set by the department and administrative rules.
This reform is expected to increase departmental efficiency, strengthen accountability, and ensure continuity in leadership and project delivery, something often disrupted by transfers and deputations from CPWD.
As per the official release, this reform is important because it creates administrative independence; no more delays or disruptions due to CPWD deputation issues. It also creates project continuity; engineers will stay with long-term projects from start to finish. Skill development as cadre engineers will receive targeted training suited to Delhi's needs. Accountability, a self-governed system ensures better performance tracking and discipline and speed & efficiency, decision-making will be faster and more localised
For decades, PWD projects in Delhi, ranging from roads and flyovers to hospitals and government buildings, have been implemented by engineers on deputation from CPWD. These officers often face conflicting loyalties, frequent transfers, and limited accountability to the Delhi government, leading to project delays, cost overruns, and mismanagement. By building its own cadre, the PWD will finally overcome these bottlenecks, ensuring smoother, faster implementation of critical infrastructure works.
This structural reform is part of a broader effort by the Delhi PWD to modernise operations. Over the past year, the department has launched initiatives focused on, real-time monitoring of road projects, anti-corruption mechanisms through third-party audits, massive pothole repair and flyover completion drives and drainage and flood management upgrades, the official release states.
Now, with the formation of a permanent cadre, the department will be even better positioned to carry out these responsibilities. Once implemented, this change will bring Delhi PWD in line with other modern city infrastructure bodies such as MCD, NDMC, and DDA, which already have dedicated engineering services. This is not just a bureaucratic shift, it's a bold signal that Delhi is serious about delivering world-class infrastructure with world-class accountability. (ANI)

Vizhinjam port: State govt to decide on cloverleaf interchange within a month

Thiruvananthapuram: The state govt is expected to take a final decision within a month on the proposed cloverleaf interchange at Vizhinjam port approach road and NH 66 intersection. The detailed project file was handed over to public works department (PWD), which will issue the required govt order soon. Once approval is granted, the Vizhinjam International Seaport Limited (VISL) will initiate proceedings to acquire nearly 30 acres for the project, with an estimated cost of Rs 360 crore. Earlier, a high-level meeting chaired by fisheries special secretary Abdul Nazar, who is in charge of ports, examined the proposal and concluded that the interchange was essential for the smooth movement of trucks and trailers, especially when gateway cargo operations begin at the port. As per the decision taken in the meeting, the four-loop cloverleaf will be executed jointly — National Highways Authority of India (NHAI) will construct two loops and the remaining two will be built by Adani Vizhinjam Port Private Ltd (AVPPL), the private operator of the port. The land acquisition cost will be equally shared by state govt and NHAI. A senior official close to the port development stated that a portion of govt land earlier earmarked for a truck terminal would also be used for the cloverleaf project. "We plan to use the truck terminal land in a way that serves both the interchange and the logistics infrastructure. It will strengthen the overall port ecosystem," the official said. Meanwhile, a crucial meeting chaired by chief secretary is scheduled for Monday to discuss port-led industrialisation around Vizhinjam. The meeting will also deliberate on VISL's proposal to acquire land for developing supporting infrastructure such as warehouses, container freight stations and logistic parks. These facilities are expected to boost the operational efficiency of the seaport and support economic activity in the region. In another key development, VISL identified a site near railway line between Neyyattinkara and Parassala stations to establish a railway container terminal. However, discussions are still in the preliminary stage, and no final decision has been made. According to officials, a temporary 1.7km road connecting the port to NH 66 was already under construction to support initial cargo movement, expected to start later this year. Land acquisition for the temporary road was completed, and it is expected to function as an interim solution until the full interchange becomes operational. The port's gateway cargo phase is expected to be launched by the end of 2025, but delays in infrastructure approvals could push this timeline further. Industry experts have supported the cloverleaf design over earlier proposals like a trumpet interchange, citing better traffic handling and long-term utility. The port authorities and govt alike view the cloverleaf project as critical to ensuring seamless cargo flow and unlocking the full potential of the Vizhinjam port.

Public reps most trusted link between govt, people: Yogi

Lucknow: Chief Minister Yogi Adityanath on Sunday said that public representatives are the most trusted link between the people and the govt and their ideas and suggestions should be actively incorporated in policy planning and implementation. Holding a special dialogue with MLAs from Kanpur division at his official residence here on Sunday, the CM reviewed 1,362 proposed infrastructure projects worth Rs 10,914 crore and said that priorities should be set in consultation with public representatives to ensure swift and people-centric service delivery. Public representatives from six districts — Kanpur Nagar, Kanpur Dehat, Farrukhabad, Kannauj, Etawah, and Auraiya — were invited to participate in the session. "Ideas and suggestions of public representatives are not merely means of dialogue but also reflect public aspirations, which should be actively incorporated in policy planning and implementation," the CM said. He asked officials not to treat the experiences and regional insights of legislators as merely documentary inputs, but to use them as a living basis for policymaking. The CM directed the public works department (PWD) to set priorities for proposed work in consultation with local representatives and ensure timely commencement of projects. He described the initiatives not merely as govt expenditure but as "capital of public trust". The CM asked officials to ensure prompt approval and execution of projects prioritised by public representatives. He asked the urban development department officials to ensure that the names of local public representatives were included on foundation stones and plaques related to urban development work. Yogi also sought feedback on the ground realities, public expectations, progress of development work, and administrative coordination in their respective constituencies. "Kanpur division holds a vital place in the balanced and sustainable development of the state. It is not only the industrial and educational backbone of the state, but also a centre of cultural diversity, historical awareness, and political commitment of public representatives," Yogi said. Describing the Kanpur division as a "pioneer of development", Yogi expressed confidence that it would soon emerge as a model for not just Uttar Pradesh but for the entire country. Kanpur city is set to be gifted with 426 projects worth Rs 5,006 crore, followed by Farrukhabad (308 projects worth Rs 2,476 crore), Kanpur Dehat (336 projects worth Rs 1,214 crore), Kannauj (98 projects worth Rs 1,076 crore), Etawah (128 projects worth Rs 620 crore), and Auraiya (66 projects worth Rs 524 crore).

Rajasthan govt announces closure, demolition of unsafe school buildings

Jaipur, Jul 27 (PTI) Two days after a portion of the Piplodi Government School in Rajasthan's Jhalawar district collapsed, killing seven children, the state government on Sunday announced a series of urgent measures, including closure and demolition of unsafe school buildings, GIS-mapping of all vulnerable structures, and use of Artificial Intelligence (AI) to monitor structural safety. School Education and Panchayati Raj Minister Madan Dilawar, who chaired an emergency meeting with senior officials from both the departments, said a proposal of Rs 150 crore under the disaster management fund has been prepared for repair works in 7,500 schools across 170 tehsils, officials said. The move comes amid growing concerns over the vulnerability of school infrastructure, especially during the monsoon season in southeastern Rajasthan. Dilawar said a statewide survey is being conducted by the district collectors to identify the dilapidated school buildings. 'Buildings found to be structurally unsafe will be marked with a red cross and shut down immediately. These will be demolished on priority, and temporary classrooms using container units will be arranged as an interim solution," Dilawar said. In a statement, the minister said the state will create a GIS-based application linked to the Shala Darpan portal to catalogue all dilapidated and repairable buildings. The platform will also integrate AI-based monitoring to assess building safety and guide budget allocations. The minister also announced the creation of a quality control unit within the Samagra Shiksha scheme to supervise school construction, and ordered that all construction materials and workmanship be tested through PWD-certified labs. In case of substandard construction, the contractor and engineers will be held financially liable, he said. In a move extending beyond government institutions, Dilawar said that private schools across the state will also be surveyed for safety compliance. Checks will also include fitness and medical status of school vehicles and drivers, while first-aid and fire safety training will be provided to the school management committees. To bridge funding gaps, Dilawar said all MLAs and MPs in the state will be asked to contribute 20 per cent of their development fund towards school safety measures. Additionally, a demand will be placed with the concerned ministers to use 20 per cent of funds from Dang, Magra and Mewat development schemes for the same purpose. Meanwhile, in anticipation of heavy rainfall in southeastern Rajasthan, the district collectors have been authorised to declare school holidays in the vulnerable districts. The minister also instructed Panchayati Raj officials to conduct a review of pink toilet construction, ensure uncompromised quality in all ongoing projects, and enforce regular maintenance of public toilets.
