Chandigarh: A public interest litigation (PIL) filed in the Punjab and Haryana high court has alleged large-scale financial irregularities in the purchase of 144 Toyota Hilux vehicles by the Punjab govt in Dec 2023 for its 'Sadak Surakhya Force'. The case was listed for hearing on Thursday, but it did not come up for hearing. It is now expected to be heard on Friday. The petitioner, Ludhiana resident Satnam Singh Dhawan, compared the price at which these vehicles were purchased by the state govt from the manufacturer directly with the price at which such vehicles were available in the market with the dealers during Dec 2023. The petitioner claimed that he found the price at which the state of Punjab purchased these vehicles directly from the manufacturer cost the exchequer an amount to the tune of Rs 10.7 lakh for every such vehicle. He claimed that in other words, for purchasing 144 vehicles, the state paid a minimum of Rs 15.44 crore extra, even if the bulk discount was not available. "Although the financial loss to the state must be, if investigated, much more, in case the bulk discount on the purchase of such a huge quantity of vehicles directly from the manufacturer is available. Thus, it is clear that the middlemen/concerned officer who are party to the purchase of the aforesaid Toyota Hilux vehicles have embezzled a part of the funds meant for purchasing the 144 vehicles," the petition mentioned. The petitioner also claimed to have submitted representations to the director, CBI, seeking investigation but he had not received any response. Steps were taken to wipe out evidence," he alleged. The parents also plan to meet senior leaders including Home Minister Amit Shah. To mark the first anniversary of the tragic incident, two public events are scheduled in Kolkata in which protesters are expected to march to Kalighat area, where Chief Minister Mamata Banerjee resides. 'Abhaya Mancha', a forum formed in the wake of the incident, will observe Raksha Bandhan that day. On August 14, it plans a 'Reclaim the Night' march across Kolkata and the suburbs from 9 pm to midnight. Roy was handed life term by Additional District and Sessions Judge in Sealdah, Anirban Das. The court had also ordered Roy to pay a fine of ₹50,000 and directed the state government to pay compensation of ₹17 lakh to the family of the deceased. Judge Das stated that the crime did not fall under the "rarest of the rare" category, which justified the decision to not impose the death penalty on the convict. Roy, a former civic volunteer with the Kolkata Police, was found guilty under Sections 64 , 66 , and 103 of the Bharatiya Nyaya Sanhita .
