In a decisive move to enhance waste management in Andhra Pradesh, Chief Minister Chandrababu Naidu has tasked officials with finalising a comprehensive policy on circular economy within two months. This initiative aims to establish circular economy parks in three locations across the state within the year and to incorporate advanced machinery in waste-to-energy plants.
During a high-level review meeting at the Secretariat in Amaravati, Naidu emphasised the urgent need to eliminate single-use plastics in Visakhapatnam, Vijayawada, Tirupati, Rajahmundry, and 17 other corporations by October 2. He also called for the establishment of 157 reduce-reuse-recycle centres in 87 areas throughout the state.
In recognition of excellence in waste management, the Chief Minister announced the introduction of 'Swachhata' awards. Naidu directed that the backlog of accumulated waste be cleared immediately and demanded an actionable recycling and waste segregation plan within 90 days. The meeting focused on converting waste into wealth and optimising resource reuse, while also reviewing proposals from the Material Recycling Association of India regarding the establishment of Circular Economy Parks.

Chief Minister Nara Chandrababu Naidu in a letter urged Union Home Minister Amit Shah to reconsider Centre's decision to reduce import duty on crude palm oil. A delegation led by Telugu Desam Party Lok Sabha floor leader Lavu Sri Krishna Devarayulu along with other TDP MPs and Union Civil Aviation Minister K. Rammohan Naidu called on Union Home Minister in New Delhi on Tuesday (June 17). The delegation submitted Mr. Naidu's letter urging the Centre to reconsider it decision to reduce import duty on Crude Palm Oil (CPO) by 10%, as per Gazette notification released on May 30. In his letter, Mr. Naidu highlighted that the timing of the duty reduction — announced during the peak plantation season — could seriously disrupt the success of the National Mission on Edible Oils – Oil Palm (NMEO-OP) and hurt farmer income. 'The reduction in import duty will lead to an immediate drop in the price realisation for existing Oil Palm growers, thereby eroding their confidence and potentially dissuading prospective farmers from adopting this high-potential crop,' the CM said. 'This decision, while perhaps intended to address short-term concerns, stands to seriously undermine the long-term vision and efforts being made by both the Government of India and the States, including Andhra Pradesh, to promote oil palm cultivation under the NMEO-OP,' he said. Andhra Pradesh accounts for over 50% of the total oil palm cultivation area in India, with 1.74 lakh farmers cultivating across 2.49 lakh hectares. The State has already achieved 67,727 hectares of oil palm coverage from 2021–2025, and targets an additional 50,000 hectares this year under the NMEO-OP, the letter mentioned. The Chief Minister further said, 'Andhra Pradesh has taken proactive steps to promote Oil Palm expansion, including provision of incentives as per NMEO-OP, infrastructure development and farmers' outreach through awareness programmes and deep technologies with AI tools. However, such policy decisions at the national level risk undoing the momentum that has collectively built.' Meanwhile, Mr. Devarayulu reinforced the need for policy revision and support to farmers. 'Given the vital role these groups play in implementing NMEO-OP, I urge the Ministry of Cooperation to take cognizance of the issue and work with stakeholders to ensure price support and stability,' he urged Mr. Shah.

A.P. govt. to announce circular economy policy in two months
The Andhra Pradesh government will announce a new circular economy policy in the next two months as part of its efforts to strengthen the waste management system in the State. The government would also set up three Circular Economy Parks within a year. Disclosing this at a review meeting held at the Secretariat on Tuesday, Chief Minister N. Chandrababu Naidu stated that single-use plastic would be banned in 17 Municipal Corporations, including Vijayawada, Visakhapatnam, Tirupati and Rajamahendravaram, from October 2. Additionally, 157 Reduce-Reuse-Recycle (RRR) centres would be set up in 87 urban areas, and the government would encourage the use of cloth bags in these cities. It would also present 'Swachhta Awards' to the outstanding performers in waste management, he said. Mr. Naidu asked the officials to prepare a comprehensive plan focusing on 11 sectors identified by the Central government under the circular economy framework: municipal waste, vehicles, lithium batteries, gypsum, tyres, rubber, electronics, agriculture, industry, and aqua waste. Additionally, the departments of mining, handlooms, and animal husbandry would also be included. Urban and rural local bodies should strive to achieve the goal of zero waste, he said. 'Swachhta' Awards To encourage the best practices, the Chief Minister proposed that 'Swachhta' Awards should be introduced from October 2 next year for individuals and institutions demonstrating excellence in waste management. Awards will be distributed across categories such as local bodies, self-help groups, anganwadis, schools and colleges, bus stands, hospitals, NGOs, and other organisations. The officials informed Mr. Naidu that 52 waste clusters had been formedd across the State—two in each district, covering urban and panchayat areas. Every year, Andhra Pradesh generates 36,588 tonnes of battery and automotive waste, 61,996 tonnes of plastic and PET bottle waste, 23,928 litres of engine and hydraulic oil waste, and 59,654 tonnes of tyre and rubber waste. Agriculture contributes over 4 million metric tonnes of waste annually, while the livestock, aquaculture, and poultry sectors together generate 34.7 million metric tonnes. In rural areas, 1,329 tonnes of waste are generated daily from 8.8 million households. The officials presented incentives provided for circular economy initiatives in Rajasthan, Karnataka, and Maharashtra. Effective implementation of the circular economy model in Andhra Pradesh could boost the State's Gross State Domestic Product (GSDP) by an estimated ₹15,000 crore annually. Additionally, it would allow the supply of materials worth ₹10,000 crore to the manufacturing sector. This value addition is expected to generate ₹3,000 crore annually in GST revenue. The initiative could also create direct employment for 100,000 people and support 10,000 micro-entrepreneurs, indirectly providing livelihoods to over 1 million individuals. The environmental benefits include reduced carbon emissions and significant control over land, water, and air pollution, they said.
