Talks fail, sanitary staff stir continues

Time of India5 days ago
Chennai: After parleys between state govt and protesting sanitary workers failed, 200 workers continued their sit-in for the 10th day outside Ripon Buildings. The number of people who abstained from work has dropped from 3,000 to 1,500 in five zones managed by Greater Chennai Corporation (GCC) and this has improved garbage clearance.
Private operations by Chennai Enviro have begun in Royapuram and Thiru Vi Ka Nagar, with GCC clearing 18,000 tonnes in three days. Residents in GCC-run zones back the move, citing chronic inefficiency, uncollected waste, zero segregation, and better results in south Chennai's six privatised zones.
The govt held talks with the protestors multiple times, including on Sunday, but it did not yield results. HR&CE minister P K Sekarbabu, who led negotiations, said the workers shifted demands from opposing wage cuts to insisting on permanent jobs now.
"How can the govt provide permanency when many are above 60," he told TOI.

The issue, he said, concerns not just 1,500 protestors but 20 lakh residents in these zones. The govt, he added, has instructed the contractor to absorb those aged 60 on compassionate grounds.
Sekarbabu said protestors have been allowed to agitate at Ripon Buildings despite being asked to shift to Rajarathinam Stadium or Sivananda Salai. "The govt has not used any force despite Ripon Buildings being a sensitive area.

This shows the govt is keen to ensure everyone gets a job with the contractor," he said.
The protest gained political backing with DMK ally CPM's state secretary P Shanmugam and NTK leader Seeman joining in. Shanmugam said CPM would work with their unions, who are spearheading the stir, for a solution. Seeman warned that low wages would push private contractors to hire migrant workers, costing locals their jobs.
GCC officials said concerns over wages dropping from 21,700 to 18,000 are being clarified.
Parisutham Vedamuthu, project head of Chennai Enviros, said while take-home may be lower, the CTC with PF, ESIC, gratuity, and allowances will be 22,500, higher than current pay. "We have begun work in full flow."
Privatisation is not new to Chennai. GCC earlier engaged Onyx, Ramky, and Urbaser for different zones. Now, after two decades of experiments and protests, it is firm on privatising the entire city. Residents from Royapuram and Thiru Vi Ka Nagar said for past three days, waste clearance improved. "Earlier in zone 5, workers would play truant. They mark attendance, pay bribes to conservancy inspectors, fudge muster rolls, and skip work.
This can't happen with private contractors," said R Avinash of Old Washermenpet.

The India Of His I-Day Speech

Modi's Independence Day speech offers us an opportunity to have a slightly long-term overview of the Modi era – a period that has significantly changed the contours of Indian politics. Although economic self-reliance, technological development, national security and patriotism were the core themes of yesterday's address, Modi also underlined some serious issues of contemporary public life, which makes this speech analytically relevant. More specifically, there were three important considerations that were invoked rather indirectly to provide a context to proposed policy initiatives: State's role as a facilitator; nationalism as a driving force of politics and finally, the idea of transformation. State as a facilitator | Modi govt inherited a state that was already committed to a liberalisedglobalised market economy. There has always been consensus that free market can regulate itself, hence there is no need for any outside intervention in the economic sphere. The state, in this framework, is expected to function as a facilitator in two ways. Read full story on TOI+ Facebook Twitter Linkedin Email Disclaimer Views expressed above are the author's own.

Bandhwari legacy waste cleanup in Gurgaon to begin only in Jan, deadline set at 2028

Gurgaon: The city will continue to stare at the toxic mountain of garbage at Bandhwari landfill for at least two more years and the clean-up won't even begin until Jan 2026. In a glaring admission of delay, MCG has submitted a timeline of its action plan to National Green Tribunal, saying the new completion date for clearing legacy waste is Feb 2028, more than two years later than earlier commitments. MCG commissioner Pradeep Dahiya told TOI, "We are going to clear all the waste within 18 months after the work commences. We are working sincerely on it." More than a month later, the approval is still pending. MCG's timeline reads like a bureaucratic slow march: state approval only by Aug 20, tender on Aug 25, opening of bids on Sept 20, technical evaluation on Sept 27, another approval round by Oct 10, final clearance by Oct 31, contract signing by Nov 20 and then, a further two-month wait before any work starts. Officials requesting anonymity told TOI the delayed approvals from the headquarters (urban local bodies department) remain a big challenge, delaying the paperwork to start the legacy waste treatment at Bandhwari. "The proposal to deploy agencies for the legacy waste treatment was sent to the HQ for its approval on July 14. However, the approval is still awaited. How can we move forward without approval? The timeline that we have submitted depends a lot on the approvals from the ULB department," said an official privy to the matter. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo The official also said that the rainy days during which the waste processing is halted are also taken into account while determining this timeline of Feb 2028. MCG recently terminated the contract of two agencies earlier deployed by the civic body for the legacy waste treatment due to their sluggish pace of work. The two agencies were deployed to process 14 LMT of legacy waste. According to data accessed by TOI, MCF currently transports between 400 and 1,000 metric tonnes (MT) of fresh waste to the landfill each day, while in July, the MCG's daily fresh waste transported to Bandhwari ranged from 1,100 MT to 1,800 MT daily. Fresh waste dumping is also happening at the same site where the legacy waste is dumped. In these five months before the waste processing begins in Jan 2026, fresh waste too is accumulating at the site. Stay updated with the latest local news from your city on Times of India (TOI). Police given free hand to maintain harmony in DK: Dinesh Gundu Rao

1 2 3 4 5 6 Mangaluru: Minister for health and family welfare Dinesh Gundu Rao said that the govt has taken recent murder cases in Dakshina Kannada district seriously and has established a Special Action Force to prevent communal clashes. During the Independence Day celebration held at Nehru Maidan on Friday, the minister said that the police department was given full responsibility to maintain peace and order in the district without any external pressure. "To understand the root of communal issues, peace and harmony meetings have been held with district representatives and leaders from various fields, and several measures are being implemented based on the consensus reached in these meetings," he said. To maintain peace and order in the district, religious leaders from temples, mosques, and churches should educate people at their respective religious centres, he suggested. "It is important to make the community understand that development is possible through harmony. Artistes in fields such as art, drama, and Yakshagana should focus more on conveying messages of harmony. Everyone should join hands for the comprehensive development of the district without allowing violence," the minister said. The district, known for its unique features in education, healthcare, tourism, and religion, also made significant contributions to the freedom movement, which is a matter of pride. The govt has been responding positively to the development of Dakshina Kannada district. Priority has been given to strengthening basic infrastructure and providing better civic amenities in all towns and rural areas of the district. Notably, there was an unprecedented response from the Dakshina Kannada district to all five major guarantee schemes of the state govt. Under the Gruha Lakshmi scheme, a total assistance of Rs 1,377 crore was sanctioned to 3.7 lakh women in the district so far, he said. At the Kukke Sri Subrahmanya Temple, under the Hindu religious endowment department, various infrastructure development and other necessary facilities are being undertaken in the third phase of the master plan at a cost of approximately Rs 400 crore this year, said Rao. The tourism department has approved various projects to develop infrastructure at Ullal Beach. Efforts are being made to attract tourists to the district by providing funding for various tourism programmes, he added. Dakshina Kannada MP Capt Brijesh Chowta, MLC Ivan D'Souza, MLA D Vedavyas Kamath, DC Darshan HV, Mangaluru City police commissioner Sudheer Kumar Reddy, SP Arun K and others were present.
