VIENNA: Assistant Foreign Minister for Human Rights Affairs Ambassador Sheikha Jawaher Ibrahim Al-Duaij Al-Sabah has reaffirmed Kuwait's unwavering commitment — alongside fellow Gulf Cooperation Council (GCC) member states — to strengthening regional and international cooperation in the fight against trafficking in persons. This came during a speech delivered by Ambassador Sheikha Jawaher at a side event organized by GCC countries in partnership with the UN Advisory Committee on Combating Human Trafficking, held on the sidelines of the 34th session of the Commission on Crime Prevention and Criminal Justice in Vienna.
Ambassador Sheikha Jawaher commended the constructive role played by the UN Advisory Committee in supporting collective Gulf efforts to address this transnational crime. She highlighted several key initiatives spearheaded by Kuwait to counter trafficking, notably the hosting of the Sixth Regional Government Forum on Combating Trafficking in Persons, the establishment of a shelter for male migrant workers, the creation of labour cities aimed at improving workplace conditions, and the launch of the National Strategy to Combat Trafficking in Persons and Smuggling of Migrants 2025–2028 under the slogan 'Towards Defense'.
Underscoring Kuwait's commitment to protecting rights and promoting justice, Sheikha Jawaher also reviewed the country's legal advancements, including the implementation of Law No (91) of 2013 and Law No. (114) of 2024. She noted Kuwait's close cooperation with the United Nations Office on Drugs and Crime (UNODC), particularly in the areas of knowledge exchange, professional visits to shelters and correctional facilities, and capacity-building.
In light of evolving global challenges, the Ambassador called for enhanced collective action, advocating for the creation of a unified Gulf digital platform to align national strategies and streamline the exchange of information and best practices. Sheikha Jawaher also stressed the importance of active Gulf participation in the upcoming high-level meeting of the United Nations General Assembly next November, aimed at reviewing the Global Plan of Action to Combat Trafficking in Persons.
She underlined the necessity of addressing emerging threats, including the misuse of modern technologies and artificial intelligence in human trafficking activities. The Ambassador concluded by reaffirming the State of Kuwait's steadfast dedication to upholding human dignity, advancing justice, and working closely with regional and international partners to combat this cross-border crime. — KUNA

'The official high-level communications with the Chinese government are progressing rapidly,' said Assistant Foreign Minister for Asian Affairs, Ambassador Sameeh Johar Hayat, in a statement published by Kuwait News Agency (KUNA). 'Next month, Kuwait will welcome four official delegations representing major Chinese state-owned enterprises to discuss avenues for cooperation and investment with the Kuwaiti government in areas such as infrastructure, logistics, and other development sectors.' The meeting reviewed the latest developments in implementing a number of MoUs between the two governments, covering strategic sectors like Mubarak Al-Kabeer Port, renewable energy, low-carbon waste recycling, public housing development, wastewater treatment, and free economic zones. Discussions also touched on joint efforts to combat desertification. He added that the deepening collaboration with China 'represents an important step toward expanding major development projects in the country and strengthening economic ties between the two nations.' As part of recent collaborative efforts, a high-level technical delegation from Kuwait's Ministry of Public Works was set to travel to China early this week to discuss the launch of a major wastewater treatment initiative, the committee noted during its meeting last week. However, no further details were provided on the visit in this week's press statement. The meeting was attended by senior government officials, including Foreign Minister Abdullah Al-Yahya, Housing Minister Abdullatif Al-Meshari, Electricity and Renewable Energy Minister Dr Sabeeh Al-Mukhaizeem, and Director General of the Kuwait Direct Investment Promotion Authority Sheikh Dr Meshaal Jaber Al-Ahmad Al-Sabah. Telecom deal Kuwait's Minister of State for Communications Affairs, Omar Al-Omar, held talks this week with Liu Xiang, the Chargé d'Affaires at the Chinese Embassy in Kuwait, to explore deeper cooperation in the fields of telecommunications and technology. In a press statement issued Thursday, the Ministry of Communications said the meeting reviewed a proposed memorandum of understanding between the two countries and stressed the importance of aligning joint initiatives with Kuwait's national strategic goals. Both sides emphasized the value of strengthening their technical partnership, the ministry noted. The Chinese diplomat praised Kuwait's current presidency of the Digital Cooperation Organization, saying it reflects the country's active role in promoting innovation and shaping digital policy across the region and globally. 'This meeting comes as part of efforts to enhance constructive dialogue between the State of Kuwait and the People's Republic of China toward sustainable and fruitful digital cooperation,' Liu said in the statement. The Ninth Tokyo International Conference on African Development (TICAD9) will be held in Yokohama, Japan, from August 20-22, 2025, under the theme 'Co-create Innovative Solutions with Africa'. TICAD is a long-standing international conference and platform led by the Japanese Government since 1993. It is focused on promoting Africa-led sustainable development under the two principles, African ownership and international partnership, in the priority areas of human capital development, human security, private sector-led growth, and quality infrastructure. TICAD provides an opportunity for a wide range of stakeholders, including African countries and development partners such as regional and international organizations, donor countries, the private sector, academia, and civil society organizations, to discuss how to respond to regional and international complex challenges. Strengthening Cooperation with Kuwait: TICAD plays a vital role in uniting various nations and organizations for promoting development in Africa, with Japan playing a central role in hosting the forum. Simultaneously, Japan has been actively developing cooperative relationships with key international partners to amplify the impact of our cooperation in Africa. Notably, a strengthened partnership with Kuwait is pivotal. On the occasion of the successful visit of His Highness the Crown Prince of Kuwait Sheikh Sabah Khalid Al-Hamad Al-Sabah to Japan, in May 2025, Memorandum of Cooperation (MoC) on International Cooperation between Japan International Cooperation Agency (JICA) and Kuwait Fund for Arab Economic Development (KFAED) was signed to strengthen cooperation in the field of development. The areas of cooperation will include exchanging information and best practices, conducting consultations, and jointly identifying potential projects, and so on. The MoC also provides a foundation for various activities and collaborations, such as jointly aiding third countries in the region, including Africa, and delivering capacity-building workshops in Japan. The Significance of the Japan-Kuwait Partnership: The collaboration between Japan and Kuwait is especially important in the context of TICAD9. Japan warmly welcomes the presence of KFAED in the forum, as it represents the first meeting focused on development since the signing of the MoC between our nations, which is essential for sharing visions and finding the next step for further practical collaboration. Furthermore, the participation of KFAED, which has extensive knowledge and experience in the development sector in Africa and other regions, will further enhance the influence and importance of TICAD9 in bringing resilient and sustainable growth to Africa. Japan's Strategic Approach and Cooperation: Besides such initiatives, Japan has been developing a strategic approach and framework to engage multi-stakeholders to deliver practical cooperation in the region. The approach includes collaboration with Multilateral Development Banks (MDBs), development financial institutions, and the private sector. Furthermore, Japan newly introduced the 'Co-creation for common agenda initiative' in 2023. Under this initiative, Japan will proactively propose appealing cooperation menus to achieve development goals by the 'co-creation' of social value through dialogue and collaboration with the partner countries, while mobilizing other official flows (OOF) and private finance in combination with ODA. Sustainable development cannot be achieved solely by a single nation. Japan will continue to further deepen the partnership with Kuwait and relevant stakeholders and undertake efforts for a sustainable future in Africa and the world. With the renewed partnership between JICA and KFAED, we envision that this cooperation will contribute meaningfully to addressing economic, social, and environmental challenges and realizing sustainable development in the African continent to strengthen the partnership between the two countries.

The session was held at Bayan Palace on Thursday. The meeting reviewed the progress of key development initiatives outlined in the Kuwait-China cooperation framework, including the Mubarak Al-Kabeer Port project, expansion of the electric power system, renewable energy development, construction of eco-friendly recycling systems, housing initiatives, and environmental infrastructure for wastewater treatment plants. Discussions also covered free and economic zones, as well as strategies to combat desertification and promote sustainable agriculture. Assistant Foreign Minister for Asian Affairs and committee rapporteur Ambassador Sameeh Johar Hayat delivered a comprehensive briefing on the implementation of MoUs. He highlighted the ongoing high-level communications with Chinese counterparts, underscoring Kuwait's commitment to deepening strategic and economic ties with China. 'The close and continuous coordination between Kuwait and China reflects a deep-rooted strategic partnership, particularly in accelerating the implementation of major projects that are key to Kuwait's future economic landscape,' said Sheikh Ahmad. The meeting was attended by Minister of Foreign Affairs Abdullah Ali Al-Yahya, Minister of State for Municipal Affairs and Minister of State for Housing Affairs Abdullatif Hamed Al-Mishari, Minister of Electricity, Water and Renewable Energy Dr. Subaih Abdulaziz Al-Mukhaizeem, Director General of the Kuwait Direct Investment Promotion Authority Sheikh Dr. Meshaal Jaber Al-Ahmad Al-Sabah, Acting Head of the Prime Minister's Diwan Sheikh Khaled Mohammed Al-Khaled Al-Sabah, and Head of the Fatwa and Legislation Department Counselor Salah Ateeq Al-Majed. Meanwhile, Minister of State for Communications Affairs Omar Al-Omar met with the Chargé d'Affaires of the Chinese Embassy in Kuwait, Liu Shang, to explore ways to deepen cooperation in the communications and technology sectors. In a statement, the Ministry of Communications and Information Technology (MCIT) said the meeting reviewed a proposed memorandum of understanding and highlighted the importance of aligning initiatives with Kuwait's strategic vision to strengthen the technical partnership. Liu expressed appreciation for Kuwait's leadership of the Digital Cooperation Organization (DCO), commending its regional and global role in fostering digital innovation. He invited Minister Al-Omar to participate in the upcoming Partnership for the Industrial Revolution (PartNIR) Forum, scheduled for September, as part of efforts to expand sustainable digital collaboration.
