After DK Shivakumar's tunnel road, HD Kumaraswamy proposes underground roads in Bengaluru

BENGALURU: While Deputy Chief Minister DK Shivakumar has proposed the tunnel road from Hebbal to Silk Board Junction, Union Minister for Heavy Industries and Steel HD Kumaraswamy has pitched for an Ultra-Modern Underground Road Network (UMURN) to decongest the city.
On Tuesday, Kumaraswmay met Union Minister for Road Transport and Highways Nitin Gadkari at the latter's residence in New Delhi and held extensive consultations on key infrastructure projects for Karnataka, especially the development of the Peripheral Ring Road and UMURN for Bengaluru city.
During the meeting, Kumaraswamy floated the idea of UMURN, to which Gadkari reportedly responded positively. Ironically, Kumaraswamy had opposed the tunnel road proposed by Shivakumar, but is now pitching for similar project for Bengaluru city.
In a letter addressed to Gadkari, Kumaraswamy stated that the construction of an integrated underground road network connecting key zones of the city would be a transformative infrastructure and it would serve as the backbone of Bengaluru's future urban mobility, significantly easing current bottlenecks, improving connectivity and supporting long-term sustainable growth.
Kumaraswamy made the proposal at a time when Bengaluru Smart Infrastructure Ltd (B-SMILE) is gearing up to float tenders for the Rs. 42,000 crore tunnel road project to connect South to North and East to West parts of Bengaluru. Highlighting that Bengaluru is growing rapidly and attracting people from across the country for jobs and livelihoods, Kumaraswamy explained how this has led to increasing population density and traffic congestion. He emphasised that the construction of a modern underground road network and Peripheral Ring Road is essential for the city.
These projects, which aim to connect key zones across the city, will serve as permanent solutions to the traffic crisis, especially in the city centre. This transformative infrastructure will play a major role in Bengaluru's future development and contribute to long-term sustainable urban growth, he explained.

ICICI stake watch: ICICI Bank moves to retain majority in AMC, ADR rules set for tweak

ICICI Bank has approved plans to raise its stake in ICICI Prudential Asset Management Company by up to 2 per cent, as part of efforts to retain majority control ahead of a potential dilution due to stock-based compensation at the fund house. In a regulatory filing on Friday, the bank said its board has cleared the proposal to purchase up to 2 per cent additional shareholding in the asset management firm, PTI reported. 'This purchase will primarily be towards maintaining the bank's majority shareholding in the event of grant of stock-based compensation by the company,' it said. The move will be subject to requisite regulatory approvals, the bank added. ICICI Bank currently holds a 51 per cent stake in the AMC, while the remaining 49 per cent is owned by its joint venture partner, UK-based Prudential PLC. In February this year, the bank had disclosed its intention to retain majority control in the AMC even as Prudential moves ahead with a planned listing and partial stake sale in the fund house. ICICI Prudential AMC posted a net profit of Rs 1,815 crore in FY24, up from Rs 1,508 crore in the previous year. In another key decision, the ICICI Bank board also approved an amendment to the bank's ADR Deposit Agreement to grant voting rights on deposited securities to registered American Depository Shares (ADS) holders, subject to RBI approval. 'The voting rights by the registered ADS holder would be subject to it demonstrating that its holdings are in conformity with Section 12B of the Banking Regulation Act, 1949 read with applicable Master Direction & Guidelines, as amended from time to time,' the filing said. In a move to reduce travel costs for highway users, the Ministry of Road Transport and Highways has approved a major revision in toll charges for roads with significant elevated structures. Under the new rules, stretches where structures like flyovers, underpasses, and tunnels account for more than half the total length will see tolls halved. The toll cap for such sections will now be five times the standard rate, down from the existing ten times, a TOI report by Dipak K Dash stated. Highway commuters may see big savings Explaining the change, a senior official told TOI that a one-way car trip on the 28.5-km Dwarka Expressway currently costs Rs 317. Of this, Rs 306 is for the elevated section. 'With the revised toll norms, this cost is expected to fall to around Rs 153, offering substantial savings for commuters,' the official stated. Old rules charged 10x for structured sections According to the current National Highways Fee Rules, the toll for each kilometre of an elevated structure is calculated at ten times the standard highway rate. This higher multiplier accounts for the higher construction cost of such infrastructure. The new policy brings this down to five times the base toll rate for stretches where more than 50% of the road is made up of such structures. The revised toll calculation is aimed at commuters using corridors like urban bypasses, ring roads, and intercity connectors, where elevated sections form a large part of the road length. These corridors are more expensive to build and have until now carried higher toll charges. Commercial vehicles to benefit more Officials said the revised toll structure may not significantly affect private vehicle owners who opt for the proposed annual toll pass scheme. However, the impact will be more visible for commercial and heavy vehicles that use such stretches regularly. Live Events Toll rationalisation part of larger road policy reform The new measure is part of a broader effort by the government to streamline toll policies and make road use more affordable and efficient, especially in dense urban and peri-urban areas with high vehicle movement. How tolls are calculated As per the 2008 National Highways Fee Rules, tolls for a section of a four-lane or wider national highway are calculated using the formula: Toll = Length of section (km) × Base rate per km The base rate from 2007–08 is used as the reference and is revised every year on April 1. The toll multipliers vary based on the type of road and infrastructure.
