The Supreme Court on Thursday stayed an order making Union Minister and JDS leader H D Kumaraswamy a party to the ongoing contempt proceedings over the alleged large-scale land encroachment in a Karnataka village. "The above order in the writ petition was passed by the high court on the basis of the statement by the additional advocate general wherein he stated that the state will comply with the order dated August 5, 2014, passed by the Karnataka Lokayukta within a period of three weeks," it said. Live Events The order of the Lokayuta, the bench said, was detailed but interlocutory in nature and later, the Lokayukta finally closed the proceedings on March 3, 2021. The top court recorded the submissions of senior advocate C A Sundaram, appearing for the leader, saying there cannot be contempt proceedings on an interim order of the Lokayukta when the case was closed later by the ombudsman itself. "The second submission is, that at the relevant time, the petitioner was not a party to the contempt proceedings but even then, the actions were taken against them for eviction. Therefore, this court vide order dated May 28, 2025 disposed of the SLP preferred by the petitioner with liberty to bring to the notice of the high court that he has been deleted from the contempt proceedings," it recorded. Sundaram said an application was filed by Kumarwaswamy in the high court following the apex court direction, but he was made a party in the ongoing contempt proceedings instead. "The submission is, he has not filed for impleadment but has brought it to the notice of the court as directed by this court. Issue notice," the bench ordered. Any response the the leader's plea was directed to be filed within four weeks. "In the meanwhile, the effect and operation of impugned order dated 17 April 2025 will remain in abeyance," the top court added. The bench, however, did not issue notices to other parties including the Karnataka government on the plea of the minister. The present contempt proceedings arose from the NGO's plea, which refers to a 2011 Lokayukta interlocutory report flagging illegal occupation of government land. The state government later constituted a special investigation team which reportedly found prima facie evidence supporting the allegations. The high court, acting on a 2020 assurance from the then advocate general that the state would act upon the Lokayukta's findings, closed the case. Later, the Lokayukta also formally closed its own proceedings in 2021 due to jurisdictional limitations. However, a contempt petition was later admitted by the high court against state authorities for allegedly failing to reclaim the encroached lands, as initially recommended. During the course of the proceedings, eviction notices were issued to Kumaraswamy, even though he was not a party to the contempt case at the time. Kumaraswamy moved the Supreme Court, which disposed of his plea on March 28, 2025, directing him to take the matter up with the high court. He then filed an application clarifying that he should not be subjected to eviction since he had not been impleaded in the proceedings. The high court subsequently added him as a respondent on April 17 which he has challenged in the top court.

The EV giant has also unveiled prices for its cars, listing the on-road cost of the much-anticipated Model Y at Rs 61 lakh. The rear-wheel drive variant will be offered at a cash price of Rs 59.89 lakh, as Tesla gears up to launch its first-ever showroom in the country, Reuters reported. Earlier on Friday, the company had teased the launch via its India-focused X handle with a post reading "Coming soon," accompanied by a graphic indicating its India debut in July 2025. Despite widespread speculation about Tesla's long-term plans for India, Union minister for heavy industries, HD Kumaraswamy, said last month that the company currently has no interest in manufacturing vehicles in the country. "They want to sell their car in India. There is no further development about Tesla," Kumaraswamy had said in a media interaction, confirming the brand's focus on opening showrooms rather than production facilities. While reports have suggested Tesla intends to import vehicles and sell them through Indian showrooms, the company has remained tight-lipped about its broader operational strategy in the region. H D Kumaraswamy (File photo) NEW DELHI: Union minister H D Kumaraswamy on Friday launched the first scheme to provide customer facing incentives on purchase of electric trucks of up to Rs 9.6 lakh per vehicle as part of govt's PM E-DRIVE initiative, which has earmarked Rs 500 crore for electric trucks out of its Rs 10,900 crore outlay. Industries including ports, logistics, cement and steel will be the key beneficiaries of the scheme, which envisages support of up to 5,600 electric trucks. "Diesel trucks, though constituting only 3% of the total vehicle population, contribute to 42% of transport-related greenhouse gas emissions and significantly worsen air pollution. This pioneering scheme ...represents India's first dedicated support for electric trucks. It will drive our nation toward sustainable freight mobility," minister for heavy industries and steel Kumaraswamy said. The scheme reserves incentives for approximately 1,100 e-trucks registered in Delhi, which will address the air quality concerns in the national capital. An approximate outlay of Rs 100 crore has been earmarked for this, officials said. Scrapping of old polluting trucks is mandatory to avail incentives for e-trucks. India is working on a ₹ 1,345-crore scheme to encourage the local production of rare earth magnets, at a time when Chinese curbs on these critical items threaten large swathes of the automobile industry. The subsidy scheme is being discussed by various ministries, heavy industries minister H.D. Kumaraswamy said, adding the final proposal will be sent to the Union cabinet. "We have sent the first outline for inter-ministerial consultation," Kumaraswamy said in response to a query about rare earth magnets. Mint had reported on 17 June that an incentive programme for processing rare earth oxides and producing permanent magnets was in the works. Heavy industries secretary Kamran Rizvi said that incentives will be given to two manufacturers who can process rare earth magnets from rare earth oxides. The scheme will be for end-to-end processing of rare earth magnets, he said. The scheme comes as a response to an export control order issued by the Chinese commerce ministry in April, which led to a massive supply crunch of rare earth magnets widely used in electronic gadgets, automobiles and heavy machinery. China commands 90-95% of the world's rare earth metal processing capacity, allowing it to use its exports to its own advantage. Rare earth elements and their products are used in strategic sectors such as renewable energy, clean mobility and electronics. India has also flagged the disruption of supply chains on the global stage. Prime Minister Narendra Modi said on 7 July at the 17th Brics conference that making critical mineral supply chains reliable is critical, and that no one country uses these resources for its own selfish gains or as a weapon against others. "We need to work together to make supply chains for critical minerals and technology secure and reliable. It's important to ensure that no country uses these resources for its own selfish gain or as a weapon against others," Modi had said. India is also part of the Quad Critical Minerals Initiative, where the US, Australia, Japan and India have pledged to work together to secure and diversify supply chains on 2 July. IREL, a state-owned company, is the sole refiner of rare earths in India, with a capacity to make about 1,500 tonnes of rare earth magnets a year. Mint reported on 24 June that the government had received proposals during consultations with stakeholders for funding about 20-50% of the cost of processing rare earths to make magnets. 'Rare earths are relatively abundant in the earth's crust, but mineable concentrations are less common than for most other mineral commodities,' said the 2025 US Geological Survey, adding that substitutes to rare earths are available for many applications but generally are less effective.

The ₹500-crore scheme is expected to support deployment of approximately 5,600 e-trucks across the official statement said a dedicated provision for 1,100 e-trucks registered in Delhi has been made with an estimated outlay of ₹100 will need to submit scrapping certificates of old trucks to be eligible to claim subsidies under the scheme. Officials said these certificates can be purchased through authorised retailers from scrapping centres.
