Ludhiana: PSPCL employees warn of mass leave protest
The protest is being jointly led by several associations including the PSEB Employees Joint Forum, Bijli Mulazam Ekta Manch Punjab, Association of Junior Engineers, Grid Sub Station Employees Union, Powercom and Transco Pensioners Union (AITUC Punjab), and the Pensioner Welfare Federation.
Employees said their frustration stems from a meeting chaired by power minister Harbhajan Singh ETO on June 2 at the PSPCL guest house in Mohali, during which several demands were agreed upon. However, nearly two months later, they allege that the power management has deliberately delayed issuing the necessary notification and beginning the implementation process.
The unions have flagged several key issues, including the non-payment of the pending 13% dearness allowance, non-restoration of the Old Pension Scheme, unresolved salary and pension anomalies, unpaid arrears, and what they term as the 'stealth' privatisation of the power sector. Protesters also criticised the delay in compensating families of workers who died during last year's paddy season, the lack of a cashless treatment facility for injured employees, and the imposition of Central Pay Scales in place of the power corporation's agreed scales.
Further grievances include a rise in workplace fatalities, politically motivated transfers, denial of promotion-linked benefits, and the continued exploitation of in-house contract workers due to non-regularisation. Pensioners are particularly upset over a monthly deduction of ₹200 under the development tax, calling it arbitrary and unjustified.
Union leaders have stated that if the government fails to respond promptly, the responsibility for any disruption in electricity services during the mass leave protest period will lie entirely with the state government and the power corporation's management.

NIA denies phone call facilities to Tahawwur Rana
The National Investigation Agency (NIA) has declined permission to the Tihar jail authorities to let 26/11 Mumbai terror attacks accused Tahawwur Hussain Rana avail regular phone call facilities to speak to his family, people familiar with the matter said. Tahawwur Rana, through his legal aid counsel, Piyush Sachdeva, made an application seeking a regular phone call facility from jail.(HT Photo) The development came after the deputy inspector general (DIG) of Delhi Prisons, in a status report filed before special judge (NIA) Chanderjit Singh on Saturday, submitted that the federal agency refused a no-objection certificate (NOC) on Rana being allowed to speak to his family once every month on a regular basis, citing a security threat. HT has seen a copy of the report. The court listed the matter for hearing on August 1, when it is likely to take a call on whether to accept NIA's contentions against the phone calls or not. Earlier this month, Rana, the 64-year-old Pakistani-origin Canadian businessman, through his legal-aid counsel Piyush Sachdeva, moved an application, seeking a regular phone call facility from jail. The plea said Rana wanted to speak to his family in Canada as part of his fundamental right as an undertrial. It also argued that the phone call facility would allow Rana to consult his family on the further legal course in the case. On June 9, special judge Singh of the Patiala House court permitted Rana to make a one-time phone call from Tihar jail to speak to his family, under the condition that it be conducted strictly in accordance with Tihar's jail manual and rules. Notably, the court also sought Tihar jail's stand on granting Rana monthly phone call access and directed the jail administration to submit a detailed report on the feasibility and conditions of such access within 10 days.

Last Updated: The police said that while the 59-year-old slowed down to dodge potholes on Powai's Jogeshwari-Vikhroli Link Road, the dumper driver hit him from behind In what may be Mumbai's first pothole death of the season, Andheri resident Lalu Kamble, 59, was run over by a dumper after he fell off his scooter when it hit a water-filled pothole on Powai's Jogeshwari-Vikhroli Link Road on Saturday. The Powai police arrested the dumper driver, Sajid Khan, 25. He is out on bail. The incident took place around 2.25pm on Saturday at NTPC junction, when the deceased, Lalu Kamble, was on his way towards Vikhroli. The police said that while Kamble had slowed down his bike to dodge the potholes, Shaikh did not gauge the state of the road and hit Kamble from behind, the TOI reported. Lalu's son, Vijay Kamble, 32, said the doctors said that his father had died due to severe headache injuries. Lalu's friend Rajan Mankikar, a social activist, said that there was a delay of nearly two hours in rushing the injured to the hospital. 'It took one hour for the ambulance to arrive and then the vehicle was stuck in traffic," Mankikar told HT, adding that he would approach the police to book even the civic officials responsible for the maintenance of the road. Vijay said that there is a nearly one-foot deep pothole along that road. He alleged that his father lost balance on that pothole and was then hit by the dumber. 'The state of the road there is pathetic. When we went with the police to the spot, a biker was about to fall due to the same pothole. This is complete negligence on the part of the government," Vijay told HT. What has BMC done to address pothole menace? News18 had reported how to address the pothole menace swiftly and efficiently, the Brihanmumbai Municipal Corporation (BMC) has launched a mobile application called Pothole QuickFix, along with a dedicated WhatsApp chatbot (number: 8999228999). Both platforms aim to make pothole reporting faster, easier, and more transparent for citizens. The app was launched on June 9 by BMC commissioner and administrator Bhushan Gagrani. It is now live on both Android and iOS platforms and offers a simple, user-friendly interface. Citizens can click a photo of a pothole, tag the location, add a short description, and submit the complaint—all in under five clicks. Once a complaint is filed, it goes directly to the concerned department, triggering the repair process immediately. The app also allows users to track the status of their complaint, check estimated repair times, and even give feedback once the work is completed. If users are unhappy with the response, they can reopen the complaint. The BMC has set a clear target: fix potholes within 48 hours of complaint registration. If a pothole isn't fixed on time, the issue is escalated to senior officials for urgent action. Citizens also receive SMS updates about the progress and final closure of their complaints. Has it helped? The FPJ reported how over 6,758 cases of potholes were reported from June to mid-July. Andheri West (K/West ward) topped the list with 488 complaints, closely followed by Bhandup (S ward) with 453. Even as the BMC achieved 49 per cent completion in its Rs 17,000-crore mega road concretisation drive, the total number of potholes and thereby their complaints have, in fact, witnessed an 8 per cent rise this year, in comparison to the same period last year, the Indian Express reported. Bihar electors' number may dip for 1st time since 2005
The Election Commission of India on Sunday said that 72.4 million enumeration forms were collected during the enumeration phase of the Special Intensive Revision (SIR) of the electoral roll in Bihar. This number is 6.5 million (8%) short of the number of registered electors in the state on June 24, the day before the SIR exercise began in the state; 4.8 million (6.2%) short of the number during the 2024 Lok Sabha elections; and 1.2 million (1.6%) short of the number during the 2020 state assembly election. (File Photo) The apparent decline in the number of electors in Bihar – the final electoral roll is scheduled to be published only on September 30 – is the first between two consecutive elections in the state since the two assembly elections held in 2005. This trend holds true whether one is looking at two consecutive assembly elections or assembly elections and Lok Sabha elections taken together. Data on registered electors in Bihar for assembly and Lok Sabha elections shows that it generally increases. HT checked this number for all assembly elections held in the state since 1977 (after removing the assembly constituencies that became part of Jharkhand in 2000), the first election after the third delimitation exercise; and all Lok Sabha elections held since 2004, the first Lok Sabha election after the creation of Jharkhand. Registered electors increased in the state between all consecutive elections analysed in this period except between the February and October 2005 assembly elections. Between the two 2005 elections, the number of electors declined from 52.7 million to 51.3 million (2.5%). The trend in 2005 shows that it is not impossible for registered electors to decline in Bihar. However, it would still be a rare occurrence in the state if the final electoral roll shows the number of registered electors lower than in the 2020 assembly election (73.6 million) or the 2024 Lok Sabha election (77.3 million). In fact, the 8% decline from 78.9 million electors on June 24 to 72.4 million electors on July 27 is also a bigger proportional decline in a period shorter than a year than the 2.5% decline between February and October 2005 elections. To be sure, a decline in the number of registered electors in a state with a high fertility rate like Bihar is puzzling even in 2005 (two years and one Lok Sabha election after the last SIR in 2003). Given its high fertility rate, the number of adults in the state increased by 28.5% between the 2001 and 2011 census, although the rate of migration from the state is also expected to have accelerated in this period, as HT reported on July 7. The decline seen in the SIR exercise in 2025 so far, however, still has some time for correction. The ECI's press note on July 27 says that genuine electors can still be added back to the elector rolls in the claims and objections period from August 1 to September 1. Young electors, who attain the age of 18 years on or before October 1, can also be added to the electoral roll in this period. One possible reason for the decline in electors in 2005 could be that that the ECI had launched a new campaign for issuing Electors Photo Identity Card (EPIC) between the two elections in the year. 'Under this campaign, permanent online EPIC centres are being set up in the offices of all Electoral Registration Officers and additional teams are being mobilized to cover maximum number of electors in rural areas. The endeavour of the Commission is to maximize the coverage under EPIC programme so that there is no necessity to prescribe alternative documents for voter identification at the time of poll,' an ECI press note from July 23, 2005 says. Between the start of the campaign and the announcement of the schedule of the elections on September 3, EPIC coverage increased from 57% to 67%.
