Greater Hyderabad Municipal Corporation formulates SOP for illegal constructions
The SOP aims to ensure uniform action across all GHMC circles. Strict adherence has been mandated, and any lapses or negligence by officials may attract disciplinary action.
Inspecting officers will be required to gather comprehensive details such as the stage of construction, nature of the work, specific deviations or violations, usage and information regarding the owner or occupier. A show cause notice must be issued to the owner or occupier, detailing the violations, grounds for demolition and instructing the immediate cessation of construction.
Owners will be given 15 days to justify why the unauthorised or deviated construction should not be demolished, either in writing or by appearing in person with supporting documents. If construction continues despite the notice, the premises will be sealed. Occupied buildings must be vacated within three days to facilitate sealing.
The site will be sealed with a red ribbon and official paper tag. Utility services will be disconnected, and police and sub-registrar offices informed. Only the designated GHMC authority may remove the seal.

GHMC to implement flood mitigation measures in low-lying areas
Hyderabad: The Greater Hyderabad Municipal Corporation (GHMC) has invited agencies to prepare detailed project reports and draw up comprehensive plans to tackle the problem of inundation in low-lying areas of Ameerpet during the monsoon. The move comes days after chief minister A Revanth Reddy's assurance to residents of these areas that the govt would take urgent steps to address the issue. The civic body has invited agencies to conduct a rainfall intensity survey and study the discharge and sewerage networks in several colonies of Ameerpet. This includes the major drain running from Krishnakath Park to Buddhanagar via Madhuranagar, Harsha Mess, Maitrivanam, Aditya Trade Centre, Satyam Theatre and Gangubaibasthi. GHMC has asked agencies to utilise the latest national and international techniques for the effective completion of the works for the stormwater drain network to remove inundations during heavy rains. In order to prevent and mitigate the consequences of flooding in the future and minimise the damages to properties, a comprehensive stormwater drain network is needed. The works proposed to be taken up are of high priority, targeting primarily to permanently address the hardships experienced by the people in those localities. The focus will be on the prevention of encroachments on drains, followed by homes, businesses, and roads," said an official in GHMC's engineering wing. GIS mapping of stormwater drains In an effort to enhance urban flood management and improve stormwater infrastructure, the GHMC embarked on plans to implement a GIS-based survey and mapping of stormwater drains within its limits. The geomapping of stormwater drains entails the digital mapping of the entire stormwater drain network utilising GIS technology, based on high-accuracy base maps generated through drone surveys. The exercise will capture precise locations, dimensions, and connectivity data of all drain lines, culverts, and catch pits, linking them with geospatial coordinates. This data will contribute to the preparation of a comprehensive stormwater drain master plan. Visual maps generated through the project will be shared with communities to increase awareness of local drainage systems and encourage citizen participation in reporting issues, officials added. The University of Delhi (DU) has entered into a multi-year collaboration with Google Cloud to equip students with cutting-edge skills in artificial intelligence (AI), cloud computing, cybersecurity, data analytics, and digital literacy. The initiative will provide industry-recognised certifications, hackathons, mentorship opportunities, startup incubation support, and specialised Google workshops for education. Registrar Dr Vikas Gupta said the partnership is aligned with the objectives of the National Education Policy (NEP) 2020 and is designed to boost students' career prospects. "Technology adoption is growing rapidly. DU has already launched several courses in line with NEP 2020, and this collaboration with Google Cloud will add immense value by offering students future-ready skills," he said. Dean of Colleges, Professor Balram Pani, added, "Delhi University is the number one university in the country. This collaboration will benefit both DU and Google." Road ministry issues SoP to remove highway encroachments
NEW DELHI: As part of its ongoing efforts to make national highways safer and obstruction-free, the Ministry of Road Transport and Highways (MoRTH) has issued a fresh Standard Operating Procedure (SOP) for identification, reporting, and removal of unauthorised occupations on national highways. The new guidelines also outline the recovery of costs incurred for removal of unauthorised occupation and strengthening measures for traffic regulation. According to the directive, all regional and project-level officers of MoRTH, National Highways Authority of India (NHAI), and National Highways & Infrastructure Development Corporation Ltd (NHIDCL) must inspect highways at regular intervals; at least once every three months at the regional level and once a month at the divisional or project level. Contractors, concessionaires and supervision consultants have also been directed to remain vigilant against encroachments and report them promptly. The SoP also mandates drone surveys and aerial imaging mandatory. During highway road construction, such surveys must be carried out quarterly, while in the operation and maintenance stage, the frequency will vary depending on the location--monthly in large urban areas, quarterly in smaller towns, and once every six months in rural stretches. Reports will be uploaded to the Government's 'Datalake' portal—central repository--for record-keeping and follow-up action. The ministry has empowered highway administration officials and district magistrates (DMs) to act swiftly against encroachments. Field officers must first issue preliminary notices, with the assistance of local administrations and police if necessary. If encroachments persist, DMs will step in to enforce removal, impose fines, and recover costs. The penalties--as per the Control of National Highways (Land and Traffic) Act, 2002--include fines of up to Rs 500 per square metre of encroached land, or in cases where this is less than the land's cost, an equivalent amount to the land value. Costs for removal and repair will also be recovered from violators. The SoP also mandates the creation of a dedicated Drone Analytics Management System for monthly monitoring of encroachments using satellite imagery and drone data. 'A dedicated Drone Analytics Management System shall be built up in the designated portal for this purpose and all regional officers of Road Wing/ NHAI/ NHIDCL shall ensure monthly monitoring of the extent and removal of unauthorized occupation on the National Highways in their respective jurisdiction,' read the SoP. Unresolved cases will be escalated to state governments and, if necessary, to the Highway Administration for intervention.
