RM1 billion allocation to boost Kedah's padi yield, says PM

PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has reiterated that the government has approved RM1 billion as an incentive to implement a programme aimed at boosting padi production in Kedah.
He said the allocation would be disbursed in stages.
"We've already allocated RM1 billion on-going," he said when met at the 2025 Hari Raya Aidilfitri celebration hosted by the Health Ministry here today.
He said this in response to a statement by Kedah Menteri Besar Datuk Seri Muhammad Sanusi Md Nor.
The latter had said the state would continue to demand RM200 million annually from the federal government as a special incentive for maintaining padi cultivation areas to ensure the country's rice supply.
Sanusi was also reported to have rejected a proposal by the Town and Country Planning Department, which suggested an annual payment of RM41 million to Kedah under the National Food Resources Land Usage Masterplan.
In February, Anwar announced that RM1 billion had been approved for the Muda Agricultural Development Authority as an incentive to implement a programme to boost rice productivity in Kedah.
"The additional RM1 billion is expected to ensure increased productivity and at least meet local demand from 56 per cent to 70 per cent," he said during the Prime Minister's Question Time session in the Dewan Rakyat.

(MRT pic) PETALING JAYA : Instead of attempting to build homes directly on top of train stations, an urban design expert is proposing a more practical alternative: construct high-density residential units on their adjacent park-and-ride lots. Keith Tan of Taylor's University said constructing houses over existing stations was unfeasible due to major structural limitations, but many park-and-ride lots offered untapped potential. Keith Tan. 'It is very difficult to build new buildings directly on top of existing MRT or LRT stations unless the station was originally designed to accommodate vertical expansion within its footprint under a second phase,' the associate professor of architecture told FMT. Modern high-rise buildings typically rely on deep pile foundations topped with thick concrete rafts, which were impossible to install without closing or demolishing parts of a functioning transport terminal, he explained. 'In the case of park-and-ride lots, new elevated podiums or basement levels can be constructed to replace the lost parking and support both the public transport station and the residential building,' said Tan. Tan's comments come on the heels of Prime Minister Anwar Ibrahim's proposal to develop new public housing atop or next to transport stations to improve urban accessibility and sustainability. However, this idea of transit-oriented developments (TODs) isn't entirely new in Malaysia, according to Siva Shanker of Rahim & Co International Sdn Bhd. Siva Shanker. Siva said the demand for TODs had surged in recent years, with some projects marketed as TODs even when the nearest station was 500 metres away. He said these homes often come with steep price tags, but that affordability could be achieved if the government intervened, especially on land costs. 'If the government owns the land and gives it to developers at a lower cost — say, RM10 per square foot instead of RM50 — that savings can be passed on to the buyers,' he said. With new rail lines planned in Johor Bahru and Penang, Tan said it was time to rethink how TODs are designed.

'Systemic reform is never instantaneous, and for good reason. As policymakers, our duty is to ensure that every reform is not only ambitious but also implementable. The prime minister said that incorporating educational elements into residential development is part of the Madani Government's initiative to build compassionate neighbourhoods and foster community development based on Madani values. Anwar said this approach underscores the government's commitment to promoting holistic well-being for the people, rather than focusing solely on physical structures and architectural design. "The planned vertical school element, integrated with the housing project, aims to ensure student safety, and I believe it can also help families save on transportation costs," he said in a Facebook post yesterday. He also stressed that the Madani Government places strong emphasis on expediting project approvals through collaboration across ministries, agencies and with the involvement of state governments. Anwar said the project is an initiative involving private developer SkyWorld, aimed at enabling low- and middle-income groups to own affordable homes. "I was informed that the development will also include essential infrastructure and comprehensive facilities such as schools and childcare centres, surau, commercial spaces, as well as landscaped areas and parks," he said. Earlier, the prime minister attended a presentation session on the project concept with the developer's representatives in Putrajaya.
