CAQM directs NCR agencies to eliminate landfill fires, enforce zero-tolerance for MSW burning

and biomass across

Through Direction No. 91, CAQM has mandated all concerned agencies to implement targeted actions in two broad categories—management of legacy waste at SLFs/dumpsites and prevention of fresh MSW/biomass burning—to reduce emissions of particulate matter (PM10 and PM2.5) and harmful pollutants including NO₂, SO₂, CO, dioxins, and furans.
For fire prevention at legacy waste sites, CAQM has directed identification, categorization, demarcation and risk assessment of SLFs and dumpsites. Extensive bio-mining and bio-remediation activities must be conducted to liquidate legacy waste within the timeframes submitted to the Supreme Court. The governments of NCT Delhi and other NCR states are required to review their time-bound action plans.
Mandatory measures include installation of CCTV cameras, fencing of SLFs, deployment of methane gas detectors to identify areas with high gas concentrations, and regular monitoring of windrow temperatures using infrared thermometers. Deviations from the 35°C to 59°C range must be recorded.
Patrolling during night hours, mock fire drills, quarterly fire safety audits, and maintenance of adequate firefighting infrastructure including water tankers, earthmovers, and chemical extinguishing materials have also been mandated. Agencies must provide safety gear and conduct training for workers at SLFs and dumpsites.
For the management of freshly generated MSW, the Commission has asked agencies to ensure proper collection, segregation, transport, and processing of waste as per the Solid Waste Management Rules, 2016. Surveillance must be intensified at vulnerable sites, especially during night hours and the winter season. The Commission has directed zero tolerance towards
open waste burning
at all stages including collection, transit, and intermediate storage.
Regular patrolling by enforcement teams, improved processing of horticultural waste by urban local bodies, and intensified waste collection during autumn have been prescribed. Public awareness efforts are to be conducted via RWAs, industry and shopkeepers' associations. Capacity-building programmes for sanitation staff are to be institutionalized.
CAQM stated that these directives are in addition to existing orders from the courts, MoEF&CC, and CPCB. All statutory bodies dealing with waste management must comply with the Commission's directions.
State Pollution Control Boards (SPCBs) and the Delhi Pollution Control Committee (DPCC) have been directed to submit a consolidated quarterly statewide report to the Commission on efforts taken to control SLF fires and prevent open burning of MSW and biomass.
The Commission warned that non-compliance would attract penal action under Clause 14 of the CAQM Act, 2021.

Puducherry government secures ₹4,700-crore loan for infra work in UT
The Puducherry government has secured a loan of ₹4,700 crore under the Integrated Infrastructure Development Projects-ADB Loan Assistance (EAP) for the four regions of the Union Territory (UT), Minister for Public Works K. Lakshminarayanan has said. He made the announcement while addressing the public after unfurling the national flag during the Independence Day celebrations in the Yanam region of the UT on Friday (August 15, 2025). The Minister termed securing the loan a big achievement of the government. Of the total ₹4,700 crore, the Minister said ₹210 crore has been allotted for various infrastructure projects in the Yanam region. The projects included the augmentation of the water supply scheme, strengthening of the sewerage network, improvement of urban roads, minor drains, and road connectivity to tourist centres in Yanam, he said. The Minister informed that a multi-disciplinary team from the Central Water Commission had visited Yanam to examine the proposal for the construction of a flood protection wall. The team also examined the feasibility of shore protection work, covering a distance of 1.5 km along the Gowthami Godavari river bank, in Island No 3., he said. 'The Central Water Commission will soon sanction the project proposals submitted by the Yanam PWD in this regard. Similarly, the proposal for the restoration of damaged shore protections from the upstream side of Balayogi Bridge up to the Aratikayalanka border will be sanctioned by the Commission,' the Minister said.

Bengaluru: Chief Minister Siddaramaiah on Friday said steps are being taken by the state government to frame a comprehensive 'Karnataka-specific' education policy which will lead to holistic development of the youth. A commission constituted for this purpose has recommended a two-language policy in school education and that Kannada or the mother tongue be the medium of instruction up to Class 5. In his address during the 79th Independence Day celebrations here, the chief minister also said the government was upgrading first-grade colleges and polytechnics in the state, and establishing 13 new technical education institutions. 'Recently, the State Education Policy Commission, chaired by Prof Sukhadeo Thorat, submitted its report. For the first time, steps are being taken to frame a comprehensive, Karnataka-specific education policy which will lead to holistic development of our youth,' Siddaramaiah said. The Commission had submitted its report to Siddaramaiah on August 8. It was constituted in October 2023 following the Congress' poll promise to replace the National Education Policy (NEP) of the BJP-led Centre. This year, the government is setting up 500 Karnataka Public Schools (KPS) at a cost of Rs 2,500 crore, Siddaramaiah said.

Pointing out that providing skill training and employment opportunities to youth is a top priority for his government, the CM said that under the motto "My Career, My Choice", vocational guidance programmes are being implemented in 150 government schools for students from grades 8 to 12, benefiting 35,000 students so far. "This will be expanded to train 2.3 lakh students. We are also strengthening and expanding Government Tool Room and Training Centres (GTTCs) and Multi Skill Development Centre (MSDCs) for transforming them into institutions of pride for our state and our youth," he said. Siddaramaiah said for the social and economic empowerment of women, 'Akka Cafes' run by self-help women groups are being set up across Karnataka.
