Home Affairs Committee Makes Decisions on Interest of Justice Criterion and Other Matters Contained in Immigration Amendment Bill
The Portfolio Committee on Home Affairs yesterday made concrete decisions on various contentious issues within the Immigration Amendment Bill, including the acceptable location to codify the interest of justice criterion of the Bill. This brings the Bill closer to completion to bring it in line with Constitutional Court judgements.
The committee has resolved that the interest of justice criterion that guides immigration officials in making detention decisions for undocumented immigrants will now be codified in the Bill's regulations. Despite various views on the matter, the decision was premised on the view that the department's standard operating procedure are inaccessible to the public and can be amended without stakeholder interaction. Also, the committee was of the view that codifying it in the regulations would enable oversight accountability by Parliament.
Meanwhile, the committee has resolved that the Bill directly and adequately addresses the unconstitutional provisions identified by the Constitutional Court and, at this juncture, will be ideal to remedy those defects. As a result, the committee has decided that some of the recommendations identified by the stakeholders during the public participation process, including the protection of the rights of immigrant children, should be deferred to the ongoing process to review of the White Paper on Citizenship, Immigration and Refugee Protection.
'The committee reiterates its view that the White Paper is even more urgent now to ensure policy certainty on immigration issues, hence its call for the department to expedite its processing. To avoid a piecemeal approach to legislation development, the White Paper should provide a clear framework of the migration system in the country.
As a result of the committee's decision, which consequently requires the amendment of Section 7 of the principal Act and is not in the Bill, the committee will write to the National Assembly in line with NA Rules 286 (4)(c) to seek permission to amend a section of the principal Act that is not in the Bill.
The Parliamentary Legal Unit, together with the Office of the State Law Advisor, have been mandated to draft the A list of the Bill reflective of the committee's resolutions. The A list will be considered in the scheduled meeting on 10 June 2025. The committee remains committed to concluding the process and ensuring the closure of gaps identified by the Constitutional Court judgement.

Uganda: 11th Parliament Begins Final Session with Spotlight on Legislative Legacy
The 11th Parliament on Thursday, 05 June, 2025 entered its final session, with Speaker Anita Among declaring the House a 'people-centred legislature' that will leave an indelible mark on the country's governance and development landscape. Speaking during the opening of the fifth session held at Kololo ceremonial grounds, Speaker Among delivered a message of resolve and pride, highlighting an ambitious legislative record and the Parliament's expanding role in national affairs. She said that Parliament will continue to prioritise the agenda of the Executive. 'Today marks the beginning of the final year of the 11th Parliament. I will state without any fear of contradiction that this Parliament has been the epitome of the people-cantered legislature,' she said. AUDIO: Speaker Anita Among In the past year alone, Parliament held 75 plenary sittings, passed 35 bills, concluded three petitions, adopted 53 reports, and passed 45 resolutions. Among described the output as 'outstanding,' noting its responsiveness, efficiency, and legislative weight. Among the bills passed were major reforms touching nearly every sector education, agriculture, infrastructure, labour, and tax policy. The Appropriation Bills 2024 and 2025, the Higher Education Students Financing (Amendment) Bill, and the Uganda People's Defence Forces (Amendment) Bill were singled out for their strategic national importance. 'These laws are intended to foster private sector growth, rationalise pension management and improve service delivery,' she said. Among also noted a symbolic moment of the 11th Parliament's term as being its historic regional sitting in Gulu City which she described as a landmark in civic engagement. 'During the fourth session, the Parliament of Uganda held its first ever regional sitting at Kaunda Grounds in Gulu City… We take this opportunity to thank you for gracing the opening of that historic sitting,' she said. The session addressed issues specific to Northern Uganda and involved direct community engagement, signalling a potential new model for inclusive governance. Among acknowledged turbulence along the way including the deaths of two sitting MPs, Hon. Sarah Mateke and Hon. Muhammad Ssegirinya. Speaker Among also announced that at least eight MPs had crossed party lines in recent months, most notably from the opposition National Unity Platform and Forum for Democratic Change to either the ruling National Resistance Movement or the newly formed Democratic Front. 'We wish the members well in the exercise of their freedom of association as prescribed in Article 29 of the Constitution of Uganda, which we so do uphold,' she noted, hinting at the pre-election realignments beginning to shape the political landscape. As Uganda prepares for general elections in 2026, the Speaker closed with a commitment to national transformation. 'We undertake that the fifth session will remain steadfast in effectively executing its mandate in furtherance to the national Vision 2040 that aims in transforming Uganda into a modern and prosperous nation within 30 years,' she said. Bahrain: MPs propose introducing EVs for delivery companies
Bahrain - Delivery companies in Bahrain could be required to switch their fleets to electric vehicles within two years, under a new proposal put forward by the Strategic Thinking Bloc in Parliament. The initiative, which aims to reduce carbon emissions and support the kingdom's environmental goals, is being spearheaded by bloc president and Parliament's financial and economic affairs committee chairman Ahmed Al Salloom. If approved, delivery service providers on both cars and motorbikes would be forced to use electric vehicles (EVs) as part of a nationwide push for cleaner transportation solutions. The MP said the plan, if adopted, would mark one of the most ambitious environmental reforms in Bahrain's logistics and delivery sector to date. 'Delivery vehicles take up a huge section of cars and motorbikes on the road,' said Mr Al Salloom. 'The environmental burden from these fossil fuel-powered vehicles is significant, especially as e-commerce and food delivery services continue to grow at an unprecedented pace,' he added. Mr Al Salloom stressed that the proposal was not just about reducing emissions, but also about encouraging private-sector innovation, attracting green investment and supporting the broader energy transition efforts led by Bahrain's government. 'This isn't only an environmental concern, it's an economic and strategic opportunity,' he said. 'Shifting to electric vehicles in the delivery sector can stimulate investment in green infrastructure, reduce long-term operational costs for businesses and improve the quality of life in our cities.' He said Bahrain has 'the right foundations' to support this transformation, especially with government-led initiatives to develop EV charging infrastructure, clean energy projects and sustainable urban planning. Mr Al Salloom also indicated that consultations with industry stakeholders were already underway. 'We are not legislating in isolation,' he said. 'We are speaking with delivery companies and logistics providers to understand the practical requirements and potential barriers. Our aim is to make this transition feasible, not punitive.' Parliament's legislative and legal affairs committee vice-chairman Ali Al Dossary, a co-signee, believes the proposal is within Parliament's scope of action. 'We are witnessing a growing legal responsibility to address climate-related risks, and Parliament has a duty to enact laws that secure a healthier environment for our people,' said Mr Al Dossary. 'Requiring delivery companies to transition to electric vehicles is a logical and necessary step.' Mr Al Dossary argued that the rule, once enacted, could come with a reasonable grace period of two years, during which companies can gradually phase out internal combustion vehicles and replace them with electric alternatives. The government, he said, can play a key role in facilitating this shift through tax incentives, grants or low-interest loans for EV purchases. 'No one is trying to put an unfair burden on businesses,' Mr Al Dossary clarified. 'We are advocating for a balanced policy that serves the environment while giving companies time and support to adjust. We also encourage partnerships with electric vehicle manufacturers and local start-ups that can help accelerate the process.' Both MPs stressed the importance of dialogue with the private sector, noting that effective implementation would require collaboration with delivery app platforms, logistics companies and vehicle importers. They added that the measure would also reduce noise pollution, traffic congestion and public health risks associated with air pollution from combustion engines. Mr Al Dossary said Parliament was also looking at international best practices, citing examples from cities like Amsterdam and Singapore, where electric delivery fleets have already been successfully introduced. 'We owe it to our people – especially future generations – to build a cleaner, quieter and more livable Bahrain,' said Mr Al Dossary. 'The daily exposure to pollution and road noise affects the well-being of everyone, from schoolchildren to the elderly. Transitioning to electric delivery vehicles will have tangible benefits across the board,' he added.
