Nationwide strike on July 9: Ten trade unions protest labour codes
The unions have said that an estimated 300 to 400 million workers are expected to join the strike, supporting the 17-point charter of demands, which opposes the Union government's policies. The ten trade unions, including the Centre for Indian Trade Unions (CITU), All India Trade Union Congress (AITUC), Hind Mazdoor Sabha, and Indian National Trade Union Congress (INTUC), have announced that their preparations for the strike, likely to be one of the biggest in recent years, are on course.
However, the government holds that it is ready to discuss all provisions if unions offer 'constructive feedback,' rather than engaging in consultations with a zero-sum game approach.
'If we talk about labour codes, a majority of states have already made amendments in their laws, aligning them with the spirit of the Centre's codes. It's not just the National Democratic Alliance (NDA)-governed states. Many opposition-ruled states have also made these changes, indicating their recognition of the importance of investments, especially in the manufacturing sector,' official sources told Business Standard.
In a statement issued on the eve of the strike on Tuesday, the Rashtriya Swayamsevak Sangh-affiliated Bharatiya Mazdoor Sangh (BMS), the largest trade union in the country, announced it would not participate in the strike, alleging the action was politically inspired. Of the four labour codes, the BMS welcomed the Code on Wages, 2019, and the Code on Social Security, 2020, noting that the latter provided for the social security of platform and gig workers for the first time.
However, the BMS said it had consulted with stakeholders and suggested amendments to the other two labour codes — the Industrial Relations Code, 2020, and the Occupational Safety, Health and Working Conditions Code, 2020 — submitting its suggestions to the government.
'In recent days, the government has discussed the amendments with owners and trade unions, but that is insufficient. The government needs to address the issue of amending these codes with more seriousness,' BMS General Secretary Ravindra Himte said, adding that other trade unions were misleading workers, and the strike was 'purely politically inspired.' In addition to the BMS, the National Front of Indian Trade Unions (NFITU) also announced it would not participate in the strike.
In a joint statement, the ten trade unions stated that the government's economic policies were resulting in increased unemployment, rising prices of essential commodities, stagnant wages, and cuts in social sector spending, contributing to growing inequality.
'This strike call opposes the anti-worker, anti-farmer, and anti-national pro-corporate policies of the government,' the unions said. They have been fighting against the privatisation of public sector enterprises, outsourcing by government departments and public sector enterprises (PSEs), and the pro-employer four labour codes, which they argue aim to suppress trade union movements, erode the right to collective bargaining, and decriminalise violations of labour laws by employers while criminalising trade union activities.
The unions have demanded that the government address unemployment, recruit in sanctioned posts, create more jobs, increase workdays and remuneration under the rural employment guarantee scheme, and introduce a similar scheme for urban areas. 'Instead, the government is focused on imposing the Employment Linked Incentive (ELI) scheme to incentivise employers,' the unions said.
Workers in sectors including mining, insurance, power, postal, telecom, public transport, defence, and railways will strike on July 9, while unions in construction, beedi, Anganwadi, ASHA, mid-day meal workers, domestic workers, hawkers, and vendors will participate in mass mobilisation actions. The Samyukta Kisan Morcha and a joint front of agricultural workers' unions have extended support to the strike.
'We don't see any impact from the proposed strike. It is politically motivated, and the people behind it have been discredited. In fact, we have received support from over 200 worker unions across the country, many of which are affiliated with central unions like AITUC and INTUC, demonstrating that their own house is not in order,' official sources added.
Trade unions had previously observed similar nationwide strikes in November 2020, March 2022, and February 16 last year.
In a related development, Kerala Transport Minister K B Ganesh Kumar said state-run Kerala State Road Transport Corporation (KSRTC) buses would continue operating on Wednesday, despite central trade unions calling for a nationwide strike. The KSRTC had not received any formal notice from trade unions about their participation in the strike.
"As far as KSRTC is concerned, employees are happy and content. The unions have not issued any notice. KSRTC buses will run as usual," he added.

War of words erupts over river linking project
Surat: Ahead of a rally on Thursday announced by the Congress party in Dharampur, to protest the Par Tapi Narmada river linking project, a war of words has begun between political leaders. Tired of too many ads? go ad free now Congress's Vansda MLA Anant Patel called for the rally and urged tribals to join in large numbers to protest the project, while BJP leaders claimed that the scrapping of the project has already been announced. Patel said the govt prepared a Detailed Project Report (DPR) and this is why the protest campaign has restarted. BJP leaders, including C R Paatil, countered by accusing Patel of misleading the public, asserting that the project has been scrapped, as was previously announced by the govt. Union water resources minister Paatil accused the Congress of spreading false information about the Par Tapi Narmada river linking project. The BJP leader urged people not to be swayed by misinformation. "The Congress has recently been raising the issue to gain political mileage among tribal people. The BJP govt is committed to safeguarding the interests of tribal communities and would never implement any plan that harms them," Paatil said. Reacting to Paatil's comments, MLA Anant Patel demanded a clarification from the govt in writing. "Over 1 lakh people are going to be affected by the project and we will continue our campaign until the govt announces it officially in writing. They should declare in a white paper in Parliament that this project is not going to take place," said Anant Patel. Valsad BJP MP Dhaval Patel weighed in, labelling the Congress MLA's allegations "misinformation". Tired of too many ads? go ad free now The BJP's assertion is that the Congress is attempting to instigate unrest among the local population by reviving a defunct project. "The scrapping of the project was announced by the govt in 2022 and no work is being done. Congress is losing elections in the region; hence, in search of support, they are misguiding tribals. This rally is being organized to save Congress's existence in this region," the Valsad MP said. The river linking project, which has been a contentious issue in the region, is seen by some as a potential boon for development, while others fear it could lead to environmental degradation and social disruption.

Legal disputes over land acquisition delay ORR project
T'puram: Outer Ring Road (ORR) project, aimed at connecting Vizhinjam to Navaikulam, has encountered a legal roadblock due to alleged irregularities in land acquisition process. Competent authority for land acquisition (Cala), responsible for acquiring land on behalf of National Highways Authority of India (NHAI), is facing criticism for issuing conflicting notifications that experts allege violate legal procedures. Cala refers to revenue officials appointed by state govt to oversee the land acquisition process for national highway projects. Cala first issued a 3A notification on Oct 28, 2022, to begin acquiring land for the project. This notification serves as a notice of intention, allowing the public to raise objections within 21 days. Once objections are settled, Union ministry of road, transport and highways (MoRTH) must issue a 3D notification, which is the final approval for land takeover. According to documents accessed by TOI, MoRTH issued 3D notification in several stages during 2023 for villages including Kulathummal, Balaramapuram, Pallichal, Pullampara, Manickal, Pulimath, Nagaroor, Koduvannoor and Kilimanoor. But Cala unexpectedly, issued a new 3A notification again on Nov 22, 2024, on the properties which were issued 3D notification. Landowners and legal experts questioned this illegal move. Once a 3D notification is issued, there is no need for a 3A notification. Repeating the process without a valid reason may make the acquisition invalid. Adding to the problem, as per rules, NHAI needs to get consent from at least 70% of affected families before taking over the land. Legal experts said the step was not followed properly, making 3D notification itself questionable. "Cala issued a fresh 3A notification for properties with same survey number, which were already issued a 3D notification. It is illegal. Not only one village. There are many survey numbers. This is sheer apathy of authorities and it has to be corrected. Otherwise, it will cause more delay in the land acquisition process," said K Raveendran Nair, a landowner and legal expert. Meanwhile, Sheeja S, deputy collector (LA (NH) and Cala, Thiruvananthapuram), told TOI that 3A notification was issued to 13 villages, excluding 11 villages which were issued 3D notification. "The 3D notification for the 11 villages is still active. The 3A notification is for remaining 13 villages. So there are no illegalities. We issued notification as per procedure," she said. Villages, which were issued 3D notification, will be compensated only after the project secures Centre's approval, said Sheeja. "Once Union ministry approves the project, we will start disbursing compensation to landowners in 11 villages," she said. The cost of acquiring land has doubled owing to the delay in land acquisition. Earlier, land acquisition was estimated at Rs 1,800 crore and it has now crossed Rs 3,800 crore. This delay is putting pressure on both govt and affected families. Stay updated with the latest local news from your city on Times of India (TOI).
