Texas lawmakers fail to pass ban on social media for those under 18

A push in Texas to ban social media accounts for children under 18 has failed after lawmakers did not take a key vote on creating one of the nation's toughest restrictions aimed at keeping minors off platforms such as TikTok, Snapchat and Instagram.
The bill, which already passed the GOP-controlled state House, sought to go further than a Florida social media ban for minors under 14. Australia banned social media accounts for anyone under 16.
The legislative session ends Monday and early momentum behind the Texas measure slowed at the eleventh hour in the state Senate as lawmakers face a weekend deadline to send bills to Republican Gov. Greg Abbott. Abbott has not said publicly whether he supported the proposed ban, which was opposed by tech trade groups and critics who called it it an unconstitutional limit on free speech.
'There was no bill filed this session that would have protected more kids in more ways than this one,' state Rep. Jared Patterson, a Republican carrying the measure, said Thursday.
In a post on the social media platform X, Patterson blamed pushback from unnamed 'billionaires' as part of the reason for the bill's failure. Lt. Gov. Dan Patrick, a Republican who controls the state Senate, said Wednesday before the deadline he did not know if the bill had the support needed to pass the GOP-controlled chamber, and it was ultimately never brought up for a vote.
Patterson said he'll try again when the Texas Legislature meets in 2027.
Many tech companies have established a presence in Texas, including X, which is owned by Elon Musk.
Earlier this week, Abbott signed into law a separate measure requiring Apple and Google to verify the age of online app store users, as well as parental consent to download apps and make in-app purchases for users under 18. Utah passed a similar bill earlier this year.
The proposed Texas ban aimed at minors was the latest move in a growing bipartisan push nationwide to address the impacts of social media on the well-being of children. Critics accuse platforms of using addictive functions to lure children onto their site and keep them there, and of not doing enough to curb violent or age-inappropriate content, or online abuse.
Nearly half of American teenagers say they are online 'constantly' despite concerns about the effects of social media and smartphones on their mental health, according to a December 2024 report published by the Pew Research Center.
The American Psychological Association has called on tech companies and lawmakers to protect children's mental health, arguing that social media platforms are 'particularly risky' to young people who cannot disengage from sites and struggle with impulse control.
States and countries have passed various measures to address the problem, and some have run into legal challenges.
A federal judge in 2024 temporarily blocked Utah's first-in-the-nation law requiring social media companies to check the ages of all users and place restrictions on accounts belonging to minors.
California, which is home to some of the largest tech companies in the world, will make it illegal for social media platforms to knowingly provide addictive feeds to children without parental consent starting in 2027. And New York state allows parents to block their kids from getting social media posts suggested by a platform's algorithm.

Mumbai, Sacked Maharashtra police sub-inspector Ranjeet Kasle who had earlier claimed that he was offered a contract to eliminate Walmik Karad, key accused in the sarpanch Santosh Deshmukh case, has been arrested from Delhi, an official said on Sunday. The crime branch of the Mumbai police took Kasle into custody from the national capital on Friday for allegedly spreading communal hatred, defaming public officials and sharing objectionable content on social media, he said. Kasle, who was posted in Beed district before his dismissal, was produced in a court, which remanded him in police custody till June 2 , the official said. A case was registered against Kasle following a complaint by a social activist from Bhandup in eastern Mumbai last month, he said. Kasle was booked for publishing or circulating false information, defamation, criminal actions intended to insult the modesty of a woman under the Bharatiya Nyaya Sanhita , besides the IT Act, he said. In a recent Instagram post, Kasle had also made objectionable remarks against an OBC leader, he said. Cases have also been registered against Kasle in Beed district and Mumbai, the official said. Earlier, Kasle had levelled allegations against former Maharashtra cabinet minister Dhananjay Munde and his close aide Walmik Karad. Kasle had claimed that he was given a 'contract' to eliminate Karad in an encounter. In April, the Inspector General of Police of Chhatrapati Sambhajinagar Range dismissed Kasle under Article 311 of the Constitution. The article outlines an exception to the general rule requiring a disciplinary inquiry before dismissing, removing, or reducing the rank of a civil servant. Karad is a key accused in the Massajog village head Santosh Deshmukh murder case. Deshmukh, the sarpanch of Massajog village in Beed district, was abducted and tortured to death on December 9 last year apparently for attempting to stop an extortion bid targeting an energy company.

New Delhi: In a relief to property taxpayers in Delhi, Municipal Corporation of Delhi has updated its property tax portal to make the controversial 'user charge'—a garbage collection fee—optional. This move aims to resolve confusion that had prevented many from paying their taxes in advance and allows taxpayers to continue availing a 10% discount on early payments, valid until June 30. The user charge had been added to property tax bills from April 1 under solid waste management regulations. A base fee of Rs 600 was imposed on residential properties, while commercial establishments faced substantially higher rates. The inclusion of this fee sparked considerable public backlash, with many residents arguing that they already pay private contractors for waste collection and questioning why only 13 lakh registered taxpayers were being charged, when more than 35 lakh households across the city produce daily waste. In response to public pressure, MCD passed a private resolution in the House on May 21, proposing to defer the user charge and review its implementation. The resolution also called for the charge to be de-linked from the main property tax bill to simplify the payment process. Many RWAs supported this move, especially those representing colonies designated as zero-waste or those actively cooperating with municipal waste segregation policies. They contended that it was unfair to penalise compliant taxpayers while others continued to use civic services without contributing. Following the resolution, MCD revised the online payment system to allow property owners to opt out of the user charge with a single click. According to an MCD official, the portal changes were made in direct response to the House's decision. The official confirmed that any user charges already paid would be adjusted in future tax bills. The final call on permanently delinking the fee will rest with the commissioner, who is reviewing the matter and will present it again to the House after further evaluation. Meanwhile, the general amnesty scheme for property tax payments has gone live on the portal as of June 1. Under this one-time initiative, taxpayers must clear outstanding dues for the last five years along with the current fiscal year's bill. Once these payments are made, all earlier dues dating back to 2004 will be waived. Those who avail of the scheme will receive an NOC, formalising their clearance of liabilities.

New Delhi [India], June 1 (ANI): Actress and BJP MP Kangana Ranaut on Sunday urged for the release of 22-year-old influencer Sharmishta Panoli, who was remanded to judicial custody by a court in Kolkata, a day after West Bengal Police arrested her from her Gurugram in Haryana. 'Harassing someone in the name of law and order is not good. When someone has apologised and deleted the post, but putting her in prison, torturing her, ending her career and raising questions on her character is very wrong. This should not happen with any daughter,' Kangana told ANI. Further, she said, 'I urge the West Bengal government not to try to make the state into North Korea. Everyone has democratic rights. She has apologised for her indecent remarks. She had said everything in general and today's generation uses such language very normally- both in English and in Hindi. She should be released soon because she is a very young woman. She has her whole career and life ahead of her...' North Korea is ruled by a dictator Kim Jong Un. Kolkata Police arrested Panoli from Haryana's Gurugram on Friday night. She is a law student in Pune, Maharashtra. On Saturday, Panoli was produced before the Alipore Court in Kolkata, which remanded her in judicial custody for 14 days. According to the Kolkata Police, several attempts were made to serve legal notices to Panoli and her family, but the attempts were unsuccessful because Panoli and her family absconded. Subsequently, an arrest warrant was issued by the court, based on which she was arrested from Gurugram on Friday. 'The case relates to an Instagram video by a lady named Sharmishta Panoli that hurt the religious sentiments of a particular community. FIR was lodged in Garden Reach Police Station. Attempts to serve notice as per law couldn't be successful since the accused, with her family absconded. Subsequently, warrant of arrest was issued by the court of law, based on which she was arrested from Gurgaon yesterday,' as per the Kolkata Police. However, Panoli had deleted the video and issued an apology on May 15. (ANI)
