
Amid word the man who conned her had died, a CT woman cried. It was not tears of grief
When Elizabeth Ballard learned recently that Jonathan Kern of France had died she burst into tears and toasted with a glass of wine.
They weren't tears of grief, but rather relief. And that wine? It was celebratory
'I didn't feel bad, but was relieved,' Ballard said.
After 30 years of reminding the world and Kern of the way he allegedly conned her out of money and broke her heart, he was gone from a massive heart attack.
'I felt like I had protected other women,' she said of the journey these last 30 years. For her, there's no more looking over her shoulder wondering if he was back to harm her
Her case made worldwide news when it aired in a 1996 episode of Unsolved Mysteries, she still gets emails on the episode; she wrote a self-published book; she traveled across the ocean to testify against him in court in another case and she started a now globally popular Facebook group, 'Conned But Not Conquered' to help other victims.
In Milford, where the Milford Police Department had an arrest warrant on file for decades for Kern in Ballard's case, Detective Marilisa Anania wrote in an email to Ballard this week, 'I am sorry we were unable to ever serve the warrant, but your dedication to your case has helped many others in similar situations.'
The charges were felony criminal impersonation, second-degree forgery and second degree larceny.
Ballard never forgave nor forgot, even though she went on to have a great career, life and marriage.
Kern stood accused of numerous scams around the globe involving women, luxury cars. He'd even done jail time for scams.
Ballard kept the case alive and illuminated his missteps along the way, spreading the word.
In Ballard's case Kern posed as Formula One race car driver Jonathan Palmer on a business trip.
He wooed her with a British accent, designer clothes, luxury cars and promise of a future that included activities such as skiing in the Swiss Alps.
In addition to breaking her heart Kern allegedly squandered all her money, driving her to file bankruptcy on her 40th birthday.
When Ballard discovered the deceit, she had to rebuild her career and heal emotionally from the heartbreak.
'It left me financially devastated,' she said. 'I couldn't pay my rent.'
In a video on his Facebook page years ago Kern admitted to impersonating famous people, said it was wrong, but wrote it off as 'youthful indiscretion.' He even once impersonated Mick Jagger, he said.
Although Ballard had an intuition that something wasn't right from the beginning, she hadn't listened to that voice inside, she has said.
Her 'gut' told her something wasn't right.
Kern told her he came from a wealthy family, but his money was tied up in overseas banks, she said. That seemed plausible to Ballard because at one point he had a Mercedes Benz dealership deliver a car to Milford for his use. They had also allegedly been scammed.
He allegedly bilked Ballard out of $15,000 through use of her ATM card and other money he 'borrowed' until his money from England could be transferred, she said.
Ballard said she learned that in addition to using her ATM to withdraw up to $250 per day, he was also seeing other women during his daily trips to Manhattan. Seeing other women in New York was part of his agenda, she said.
At one point, Kern reimbursed her $7,000 plus through a check from an Italian bank, but that bounced about a year later, leaving Ballard on the hook for the money, she said.
When she learned he wasn't Palmer, 'That was the moment my heart just sank,' Ballard said. 'I had fallen in love with him. He conned me. It's conflicting.'

British soldier arrested in Kenya over what UK media report is a rape accusation
LONDON (AP) — A member of Britain's armed forces has been arrested in Kenya and U.K. military police are investigating, the Ministry of Defense said Sunday. The BBC and other British media reported that a British Army soldier was accused of rape. 'We can confirm the arrest of a Service person in Kenya,' the defense ministry said in a statement. 'As the matter is the subject of an ongoing investigation by the Defence Serious Crime Command, we will not comment further.' A U.K.-Kenya defense cooperation agreement allows thousands of British soldiers to train in the East African country each year. About 200 U.K. troops are based there permanently to train Kenyan soldiers. Some Kenyans have long complained about the soldiers' behavior and the atmosphere around their training camp near the town of Nanyuki. There was an outcry over the 2012 death of 21-year-old Agnes Wanjiru, who was last seen alive leaving a bar with British troops near their training camp. Her body was later found in a septic tank. Wanjiru's family has campaigned for years for the suspected perpetrator, a serving British soldier at the time, to be charged. In April, U.K Defense Secretary John Healey met with Wanjiru's relatives in Kenya and vowed to 'help the family secure the justice they deserve.' The British Army has launched an inquiry into allegations of unacceptable behavior by U.K. personnel in Kenya. The Ministry of Defense said in a statement that all British personnel in the country 'have clear direction about how to behave, on and off duty, must complete mandatory training and attend compulsory briefings on conduct. We will have zero tolerance for unacceptable behavior.'

British ‘service person' arrested in Kenya over rape allegation
A UK 'service person' has been accused of rape near a British Army training camp in Kenya where a soldier is alleged to have murderer a woman, it has been reported. The alleged rape happened last month close to the British Army Training Unit Kenya (Batuk), near the town Nanyuki, and the man was arrested after a group of soldiers visited a bar in the area, the BBC reports. It comes after the body of 21-year-old Agnes Wanjiru, who was allegedly murdered by a British soldier, was found in a septic tank at a Kenyan hotel, close to a British Army base, two months after she disappeared in March 2012. On Sunday, a Ministry of Defence spokesman said: 'We can confirm the arrest of a service person in Kenya. 'As the matter is the subject of an ongoing investigation by the Defence Serious Crime Command, we will not comment further.' The rape allegations come after Defence Secretary John Healey met Ms Wanjiru's family in April. They said they had been subject to 'too many empty promises' regarding investigations into her death and that they were 'grateful' for the visit. According to the Sunday Times, a soldier had allegedly confessed to Ms Wanjiru's killing and another soldier reported it to senior officers at the time – but no action was taken. In a report in 2021, the newspaper said a soldier accused of the murder had been named by his comrades. In April, Mr Healey said the Government would continue to help Ms Wanjiru's family 'secure the justice they deserve', and stressed his 'determination to see a resolution to the still unresolved case'. The Army has launched a service inquiry (SI) into allegations of unacceptable behaviour by UK service personnel in Kenya violating sexual exploitation and abuse (SEA) policy which was introduced in July 2022. It is believed the aim is to understand the nature of allegations made regarding sexual exploitation and abuse, which includes Army culture and possible contact with sex workers. The SI can make recommendations to ensure that SEA policy is being complied with by UK personnel in Kenya. A MoD spokesman said: 'The Defence Secretary recently visited Kenya to highlight our bilateral partnership and the important role of the British military presence – and personnel – in Kenya. He also clearly set out the high standards of behaviour we expect of our all our personnel. 'All soldiers who visit or train at Batuk have clear direction about how to behave, on and off duty, must complete mandatory training and attend compulsory briefings on conduct. We will have zero tolerance for unacceptable behaviour. 'To ensure the highest possible standards, the Army has launched a comprehensive service inquiry into allegations of unacceptable behaviour by UK Service Personnel in Kenya which would violate MoD and Army policy.'

New York State trooper launched over guardrail after semi-truck plowed into patrol car during traffic stop on Thruway
A New York State trooper was seriously injured when a semi-truck plowed into his parked patrol car on the side of a busy upstate highway – obliterating the cruiser and sending the cop flying over a guardrail, police said. The freakish incident unfolded around 12:39 p.m. Friday as the trooper was conducting a traffic stop on the New York State Thruway in Schenectady County, just 25 miles southwest of Albany. The trailer-less tractor was traveling westbound on Interstate 90 when it slammed into the squad car, according to state police, which shared startling images of the collision. 4 The collision obliterated the New York State Police cruiser Friday afternoon. New York State Police/Facebook Police said the impact hurled the trooper, who was standing on the passenger side of a Honda Odyssey involved in the traffic stop, over the metal barrier and tumbling down an embankment. 'The incident is a powerful reminder: New York's Move Over Law is not optional,' police said, referring to a state law that requires motorists to slow down and shift lanes when a vehicle is stopped on an Empire State roadway. 4 The disastrous incident occurred on the New York State Thruway while the trooper was conducting a traffic stop.
