As an 8-year-old boy was surrounded chest deep in water in a Milford pond, he gripped a nearby tree trying to not go fully under. The child, who is non-verbal and autistic, escaped through the first floor window of a nearby home. His mother called 911 around 3:58 p.m. because he was nowhere to be found, according to a press release from the Milford Police Department. Patrol units began the search, with Milford Police Officer Brian Sanchioni and K-9 Titan beginning a track of the area. A stream of water located across the street from the parent's residence caught Titan's attention and the two partners followed the stream for approximately 600 feet. Then Titan jumped into the water, proceeded underneath a small bridge and found the child, who was hanging from a tree on the bank of the pond, according to the press release. The child was submerged chest deep in the water and was hanging onto the tree as to not go further beneath the water, Dispatch Supervisor Jason M. Covino told MassLive in an email. The child was rescued and then reunited with his mother. He was then taken to Milford Regional Medical Center for a precautionary evaluation. 'We're grateful for a quick and positive outcome. This speaks to the invaluable nature of resources like the K-9 unit,' Tusino said. 'With more, we're able to do more. My hats off to K-9 Officer Sanchioni, K-9 Titan and all the other units that responded to help this family in their dire hour.' When Elizabeth Ballard learned recently that Jonathan Kern of France had died she burst into tears and toasted with a glass of wine. They weren't tears of grief, but rather relief. And that wine? It was celebratory 'I didn't feel bad, but was relieved,' Ballard said. After 30 years of reminding the world and Kern of the way he allegedly conned her out of money and broke her heart, he was gone from a massive heart attack. 'I felt like I had protected other women,' she said of the journey these last 30 years. For her, there's no more looking over her shoulder wondering if he was back to harm her Her case made worldwide news when it aired in a 1996 episode of Unsolved Mysteries, she still gets emails on the episode; she wrote a self-published book; she traveled across the ocean to testify against him in court in another case and she started a now globally popular Facebook group, 'Conned But Not Conquered' to help other victims. In Milford, where the Milford Police Department had an arrest warrant on file for decades for Kern in Ballard's case, Detective Marilisa Anania wrote in an email to Ballard this week, 'I am sorry we were unable to ever serve the warrant, but your dedication to your case has helped many others in similar situations.' The charges were felony criminal impersonation, second-degree forgery and second degree larceny. Ballard never forgave nor forgot, even though she went on to have a great career, life and marriage. Kern stood accused of numerous scams around the globe involving women, luxury cars. He'd even done jail time for scams. Ballard kept the case alive and illuminated his missteps along the way, spreading the word. In Ballard's case Kern posed as Formula One race car driver Jonathan Palmer on a business trip. He wooed her with a British accent, designer clothes, luxury cars and promise of a future that included activities such as skiing in the Swiss Alps. In addition to breaking her heart Kern allegedly squandered all her money, driving her to file bankruptcy on her 40th birthday. When Ballard discovered the deceit, she had to rebuild her career and heal emotionally from the heartbreak. 'It left me financially devastated,' she said. 'I couldn't pay my rent.' In a video on his Facebook page years ago Kern admitted to impersonating famous people, said it was wrong, but wrote it off as 'youthful indiscretion.' He even once impersonated Mick Jagger, he said. Although Ballard had an intuition that something wasn't right from the beginning, she hadn't listened to that voice inside, she has said. Her 'gut' told her something wasn't right. Kern told her he came from a wealthy family, but his money was tied up in overseas banks, she said. That seemed plausible to Ballard because at one point he had a Mercedes Benz dealership deliver a car to Milford for his use. They had also allegedly been scammed. He allegedly bilked Ballard out of $15,000 through use of her ATM card and other money he 'borrowed' until his money from England could be transferred, she said. Ballard said she learned that in addition to using her ATM to withdraw up to $250 per day, he was also seeing other women during his daily trips to Manhattan. Seeing other women in New York was part of his agenda, she said. At one point, Kern reimbursed her $7,000 plus through a check from an Italian bank, but that bounced about a year later, leaving Ballard on the hook for the money, she said. When she learned he wasn't Palmer, 'That was the moment my heart just sank,' Ballard said. 'I had fallen in love with him. He conned me. It's conflicting.'

BREAUX BRIDGE, La (KLFY) — A motorists assist led to the arrest of four individuals connected to an organized crime group operating across multiple state. Authorities said they responded to a report of a disabled 2024 Jeep Compass partially in the roadway of I-10 near Breaux Bridge on Monday at 5 a.m. While assisting the passengers of this vehicle, authorities said they noticed signs of drug activity. Juvenile, 19-year-old man arrested in CT home invasion after being tracked down by police K-9

A 19-year-old man and a juvenile were arrested in connection with a home invasion last week in Milford after being tracked down by a police K-9 along the beach where one suspect was reportedly found with a large stash of cash. Police responded to a residence on Milford Point Road last Friday at 2:40 a.m. on the report of an attempted vehicle theft and were told while they were en route that the thieves had entered the home, according to the Milford Police Department. As police arrived, they spotted a black BMW being driven by a male who sped away. Officers were able to deploy stop sticks in the area of Milford Point Road and Deerwood Avenue, stopping the vehicle, police said. The occupant abandoned the vehicle and fled on foot. Officers at the residence then saw two males run out of the rear door, leading to a foot pursuit on the nearby beach, according to police. Officers were assisted by K-9 'Rip' and his handler in apprehending a juvenile. The juvenile was provided medical attention before being taken to Milford Hospital. Police alleged that he was found with multiple items belonging to the victim as well as a 'large sum of cash.' K-9 Rip and his handler then went on a track looking for the second individual who took off on foot, which took them through multiple backyards and marsh lines. As the dog searched the area, police said his behavior indicated the suspect was in the vicinity. Officers called out several times for the suspect to give himself up. The track led police to a small fence with a boardwalk behind it extending to the marsh. The K-9 alerted police to the bottom of the boardwalk, which was about six inches above the ground. Police were able to spot a suspect dressed in all black lying under the boardwalk. He did not come out despite officers telling him the K-9 was present, according to police. Police said the K-9 was able to pull the suspect out slowly before he was taken into custody and identified as 19-year-old Jahquil Louis of Newark, New Jersey. He was given medical attention and transported to Milford Hospital. Louis was later charged with first-degree burglary, conspiracy to commit first-degree burglary, second-degree larceny, conspiracy to commit second-degree larceny, larceny of a motor vehicle, conspiracy to commit larceny of a motor vehicle and interfering with an officer. He was held on a $500,000 bond. After being released from the hospital, the juvenile was arrested on the same charges as Louis. He was held on a remand to custody order and was expected to appear in New Haven Juvenile Court. Police said their investigation remains ongoing. They do not believe the incident was random. 'We would like to highlight and stress the importance of the amazing work done by Milford Police Patrol Units, especially K-9 Rip,' the police department said in a statement. 'The excellent and timely response resulted in the apprehension of these two suspects and ensured the safety of our residents.'
