Punjab, Sindh clash over local governance
Information ministers from Punjab and Sindh clashed on Wednesday, exchanging barbs over the state of local governments and governance styles in their respective provinces, both ruled by coalition partners — the PML-N in Punjab and the PPP in Sindh.
The war of words comes amid increasing pressure for local government (LG) elections in Punjab, which have been overdue for months. CEC Sikandar Sultan Raja last week warned that an impending order on the matter could embarrass the provincial government.
Sindh Senior Minister and Information Minister Sharjeel Inam Memon questioned the PML-N's reluctance to hold LG elections despite claiming to represent Punjab's mandate. "If the Punjab government fails to recognise local institutions, it is undermining the Constitution," Memon said, adding that managing the province through the commissioner system was regrettable and undemocratic.
Memon accused Punjab's government of denying people grassroots representation and vowed that the PPP would continue to push for LG elections in Punjab. "We will not abandon the people of Punjab," he said, denouncing the PML-N's "arrogant attitude" and "politics of rights violations".
He stated that the perception of Punjab as "the fiefdom of a single party" must be dispelled. He also lamented the Punjab government's "politics of hatred and division."
Memon's statement drew a sharp rebuke from his Punjab counterpart, Azma Bukhari. The Punjab information minister stated that the PML-N had previously established a strong LG system in the province and would do so again.
Bukhari mocked the PPP, saying the partywhich secures 400 votes in a provincial assembly constituency and 50 votes in a union council seat contest would soon be put to the test.
"The arrogant rulers in Sindh should have mercy on the province's suffering people. They have been in power for three consecutive terms, yet their performance remains zero," the information minister said.
Meanwhile, PPP Parliamentary Leader in the Punjab Assembly, Syed Ali Haider Gilani, entered the fray, reminding the PML-N-led provincial government that the PPP is a coalition partner and that without its support, the government could not pass the upcoming budget.
"The foundation of this [provincial] government rests on the PPP's support," Gilani said. He praised the PPP's "unparalleled services" in Sindh over the years in infrastructure, health, education, and social protection.

The country's defense minister, Khawaja Asif, started the controversy on Wednesday as he decried a phenomenal raise in the salaries and allowances of the custodians of the upper and lower houses of parliament. "The massive increase in the salaries and financial perks of the (National Assembly) speaker, deputy speaker, Senate chairperson and deputy chairperson falls under the category of financial obscenity," Asif said in a post on X. "Please keep the life of the common man in mind - our honour and dignity are all owed to him (the common man)," the minister who belongs to the ruling PML-N added. A report citing sources said Senate Chairman Yousaf Raza Gillani, who belongs to the PPP, presided over a meeting of the House Finance Committee a few months back to approve a phenomenal raise in his own salary as well as that of the deputy chairman, Sardar Syedaal Khan Nasar, who belong to the PML-N Similarly, National Assembly Speaker Sardar Ayaz Sadiq of the PML-N chaired a meeting of the NA's House Finance Committee to "quietly" greenlight a raise in his own salary and that of the NA deputy speaker, a post held by PPP's Syed Ghulam Mustafa Shah. After these approvals, the salary and allowances received by each of the parliamentary officials increased from a little more than Rs200,000 to around Rs2 million. This controversy whipped up a storm with the prime minister taking notice and ordering an inquiry. The National Assembly and Senate secretariat, however, later denied reports that the custodians of the upper and lower houses approved this increase on their own, claiming that only the PM and his cabinet have the authority to approve such raises and the government approved this raise. A gazette notification issued by the Ministry of Parliamentary Affairs on May 29 for the increase in salaries of the NA speaker and the deputy speaker and the Senate chairman and deputy chairman also came to the fore on Thursday. According to this notification, amendments had been made to the Salaries and Allowances Act of the Speaker and Senate Chairman, while discretionary allowances had also been increased by 50%. Interestingly, the government has also proposed an increase in salaries for members of parliament and the federal cabinet in the new budget. According to the budget documents, an allocation of Rs16.29 billion has been proposed for the National Assembly and Rs9.05 billion for the Senate. According to the details obtained by The Express Tribune, the Chief Justice of Pakistan's gross salary is Rs2,815,387 while the gross salary of each Supreme Court judge is Rs2,747,361. The chief justices of high courts receive a gross salary of Rs2,653,418 while the total salary of each of the high court judges is Rs2,606,000. The gross salary of a federal secretary is Rs818,000, while a chief secretary gets Rs1,401,000. The salary of an inspector general of police is Rs1,045,000 while each member of the National Assembly and Senate receives a gross salary of Rs705,000. In the proposed budget, Rs5.08 billion has been allocated for salaries and allowances of the MNAs — Rs2.58 billion specifically for salaries, Rs2.5 billion for travel expenses, Rs1.24 billion for the allowances of standing committee chairpersons, and Rs393.4 million for salaries and allowances of the NA speaker and deputy speaker.

PPP says will protest against ‘oppressive & cruel' budget
ISLAMABAD: Pakistan People's Party (PPP) has termed federal budget-2025-26 as 'oppressive and cruel' and announced to hold countrywide protest against it in collaboration with trade unions. 'This is a budget by the rich, for the rich. The working class and salaried employees have been crushed. There is nothing in it for the common man. Every segment of the elite has received financial relief, while the burden continues to fall on the underprivileged. We will present the concerns of salaried employees and the working class regarding the federal budget to the top leadership of the People's Party,' PPP Labour Wing chief Chaudhry Manzoor Ahmed said, while addressing a news conference at party secretariat on Thursday. PPP urges govt to increase salaries, EOBI pension He said PPP Labour Wing urged the government for a 50 percent increase in the salaries of government employees. 'We are not asking for a 500 per cent raise, just a reasonable 50 per cent to help workers survive,' Chaudhry Manzoor Ahmed noted. He also demanded an increase in the minimum wage to Rs50,000 per month. 'We seek a 100 per cent increase in the EOBI pension, currently hovering around Rs10,000, better healthcare facilities for industrial workers, raising the death grant from Rs800,000 to Rs1 million, and the marriage grant from Rs400,000 to Rs500,000,' the PPP leader said. 'The National Assembly Speaker and the Chairman Senate have received a massive hike in salaries, while the labourers are told that their raise must align with the inflation rate,' he remarked. 'Is this not economic injustice?' 'The government's economic policy is anti-people. We will resist it on all fronts. The responsibility of any political instability will rest with the rulers,' he said. He claimed that the government has increased the budget for each of its institutions manifold but claims to have no money for poor labourers, industrial workers, farmers, elderly pensioners, and salaried employees. The PPP leader said, 'The salaries of ministers have been increased by 215.28 percent, and their allowances have also been increased. The budget of the Prime Minister's Office has been increased by over 124 million rupees. The Supreme Court's budget has been increased by nearly two billion 10 crore rupees. Similarly, the National Assembly's budget has also been increased by three billion 55 crore 33 lakh rupees. But when it comes to low-ranking government employees, ministers mock them. A mere 10 percent and seven percent increase in salaries and pensions is shameful.' Chaudhry Manzoor Ahmed said 'we are contacting trade unions and labour organisations across the country and will hold a nationwide protest against the budget together. He demanded that the budget proposals be reviewed, salaries and pensions be increased by at least 50 percent, and all ad hoc allowances be merged into the basic salary. 'All privatisation, outsourcing, and the process of closing down important national institutions like Utility Stores, PASC, NFC, Pak PWD etc. be immediately stopped. All terminated employees, including the 5,000 employees of Utility Stores, should be immediately reinstated, and all contract and daily wage employees be regularised. Industrial workers and labourers should be given flats with ownership rights for housing. All types of workers and peasant labourers should be registered in EOBI and Workers Welfare Fund, as the Sindh government has already done. Chaudhry Manzoor Ahmed said the government did not consult the PPP during budget preparation, nor were the proposals of the People's Labour Bureau included. He said that due to two wrong decisions of the government, the circular debt for electricity and gas had exceeded 6,400 billion rupees. 'What kind of injustice is it that people have to pay for electricity without even using it? Electricity consumers are crying, workers are crying, teachers and doctors are crying, farmers are crying, even the provinces are crying. Agriculture is being deliberately destroyed so that the unemployed from villages come to the cities, providing cheap labour for the capitalist class's industries,' he claimed. He said in Pakistan's history, the highest salary increases were given by the PPP. He said that a historic increase of 135 percent was made during the tenure from 2008 to 2013. Chaudhry Manzoor Ahmed said 'we will present the concerns and objections of the salaried and working class regarding the federal budget to the top leadership of the PPP and will try to ensure that the Finance Bill presented by the government is not passed by the parliament in its current form.' The PPP leader said the People's Labour Bureau also presented its 11-point Charter of Demands for the federal and provincial budgets including increase in house rent and conveyance allowances according to market rates. Punjab Unwanted Cooperative Societies (Repeal, Reorganization) Bill passed
LAHORE: The Punjab Assembly on Thursday passed the Punjab Unwanted Cooperative Societies (Repeal and Reorganization) Bill, 2025, presented by Law Minister Sohaib Ahmad Bherth. The Punjab Assembly session began one hour and 48 minutes late under the chairmanship of Speaker Malik Muhammad Ahmad Khan. During the session, Hina Arshad Warraich, the newly elected member of the provincial assembly from PP-52 in the recent by-election in Sialkot, took the oath of membership. Speaker Malik Muhammad Ahmad Khan administered the oath to Hina Arshad Warraich. During the session, Parliamentary Secretary Sultan Tariq Bajwa answered questions regarding the Housing, Urban Development, and Public Health Engineering Department. In response to a question, the parliamentary secretary stated that due to road damage, traffic problems and accidents have become common on Sheikhupura Road in Faisalabad. Speaker Malik Muhammad Ahmad Khan remarked that urban development design maps have been prepared across Punjab, and societies have been established accordingly. Government member Amjad Ali Javed pointed out that there is no electricity supply in Toba Tek Singh Housing Colony No. 3, to which the speaker responded that if there is no electricity in the colony, the residents must be managing somehow, and a solution should be found. In reply, the parliamentary secretary stated that if the department receives two billion rupees in funds, the issue in the area will be resolved. Regarding the water treatment plant installed in 2022-23, 25 million rupees were spent on it, but it remains non-operational due to the lack of electricity. Talks are ongoing with WAPDA, and he will provide updates on when electricity will be restored. He further stated that the government is committed to provide sewerage facilities in villages where they are currently lacking at the earliest. Government member Amjad Ali Javed stated that presenting bills in the Assembly in any language other than Urdu is a violation of Pakistan's Constitution. The Speaker had ruled that no bill would be presented without an Urdu version, and the responsibility for this would lie with the department, not the Secretariat. In response, Law Minister Sohaib Ahmad Bherth assured the House that in the future, whenever an agenda is presented, an Urdu version would also be included. Newly elected Punjab Assembly member Hina Arshad, in her first speech after taking the oath, said that this was not just her victory but the entire party's election, and she expressed gratitude to Maryam Nawaz for allowing her to contest. She stated that she defeated her opponent by a lead of 38,000 votes on the platform of PML-N. Addressing those who raise slogans about Form 47, she challenged them to first demonstrate their own performance. Instead of mere talk, they must now prove themselves through actions, just as Maryam Nawaz has done by delivering results rather than empty rhetoric. Speaking on a point of order, PPP member Mumtaz Ali Chang challenged PTI's Sajjad Ahmed to resign and contest elections from Sadiqabad, declaring, "If I lie or make false allegations, may I be cursed; otherwise, may the liar be cursed." He announced his own resignation and demanded that PTI member Sajjad Ahmed also resign, saying, "If my party has done good work, it will win; otherwise, he will win." He reminded that PTI had previously lost a by-election by 30,000 votes and asserted, "I am not a thief of flour, sugar, or diesel." He further stated that when Asif Ali Zardari and his sister were in jail, no one spoke up, but now he would not remain silent. He criticized PTI leaders for commenting on others while their own leader has been in jail for a year. He dared PTI to face him in the electoral field, questioning whether PPP or PTI would win in Sadiqabad. He also accused corrupt police officers of being "black sheep" who wear uniforms while betraying their duty, vowing to respond forcefully if PTI members attacked PPP's leadership. Panel of Chairman Chairman Samiullah Khan intervened, noting that Sajjad Ahmed was not present in the House and therefore Mumtaz Chang should refrain from addressing remarks toward him. In the Punjab Assembly, chaos erupted over the resolution presented by government member Naeem Safdar Ansari regarding cleanliness on Eid-ul-Adha. Opposition members stood on their chairs and began shouting loudly. Panel of Chairman Samiullah Khan stated that when the "Clean Punjab" resolution was passed, no one had opposed it at the time. Provincial Minister for Parliamentary Affairs Mian Mujtaba Shuja-ur-Rehman remarked that the opposition did not stand up when it was time, and now they could satisfy their desire by holding a vote. In response, opposition member Rana Aftab argued that the assembly proceedings should not be bulldozed, claiming that their protest during the resolution was ignored. Subsequently, the resolution presented by government member Naeem Safdar Ansari was approved by a majority vote. The text of the resolution mentioned that, for the first time in Punjab, coordinated planning ensured the removal of waste and filth from the city during Eid-ul-Adha. The government's excellent policies provided the public with a better environment. The resolution demanded that Maryam Nawaz's "Clean Punjab Program" set an example of cleanliness in the city, and citizens want this policy to continue. Meanwhile, the Punjab Assembly unanimously passed a resolution to provide education, public health, and other facilities for the children of 71 members of the press gallery. Provincial Minister for Information Azma Bukhari presented the resolution, which had been forwarded by the Speaker's Office. The text of the resolution called for health facilities, special grants for bereavement and marriage, and educational scholarships to be provided to the 71 members of the Press Gallery Committee. It also demanded the formulation of a comprehensive policy, rules, and legislation to ensure annual special grants for the Press Gallery Committee. During the Punjab Assembly session, Opposition Leader Malik Ahmed Khan Bhachar stated that they would have to be heard, and if not, they should be expelled. He mentioned that when the resolution on cleanliness was being presented, three of them stood up in protest. In response, Panel of Chairman Samiullah Khan remarked that he had also been in the opposition, but if three people stand up against one, how could he listen to anyone? He swore that he did not hear any objection from the opposition regarding the resolution. Speaker Malik Muhammad Ahmed Khan noted that chairs (positions) keep changing, but they all remain custodians of traditions. Amid the opposition's uproar, the Speaker reread the resolution in the assembly. At this point, government member Ahsan Raza criticized PTI and its founder, triggering another round of noise from the opposition, who stood on their seats and continued protesting. Upon the Speaker's instructions, government member Ahsan Raza spoke on the resolution, stating that the chaos instigated by a certain ringleader, who is still in jail, had spread unrest across Pakistan. His sharp criticism of the opposition further angered the Speaker, who grew frustrated with the opposition's disruptions. Speaker Malik Muhammad Ahmed Khan then passed the resolution on cleanliness for Eid-ul-Adha with a majority vote, while opposition members remained standing and shouting. The Speaker urged the opposition to gather courage and listen. Government member Ahsan Raza claimed that Maryam Nawaz's "Clean Punjab" initiative proved to be the best plan for Eid-ul-Adha, earning global praise for her policies. He added that while filth was being discussed, they had cleaned up the NAB's mess and were still clearing the debris of the past four and a half years—eliminating political filth through politics, beautifying Punjab's political landscape. He questioned who had led Pakistan toward progress or decline, reminding everyone who saved the country from default, made it a nuclear power, eradicated terrorism, and brightened Pakistan's future. He stated that they were cleaning up the filth spread by others with their own hands, praising LMWC workers, police, local government, and district administration, saying they deserved appreciation, not just awards. He remarked that Punjab was now on its way to becoming like Europe, but some harbored hatred for Nawaz Sharif and Maryam Nawaz.
