"TTDF is our flagship fund to support R&D and innovation in telecom technologies. Since launch, ₹499.6 Cr approved for 120 projects in 5G, 6G, chipsets & quantum tech," Pemmasani said on social media platform X.

(DBN), TTDF supports cutting-edge research in areas such as 6G, quantum communication, secure chipsets, and intelligent rural connectivity.
Since inception, the scheme has received over 1,340 proposals, with 120 R&D projects approved and ₹499.6 crore sanctioned, of which ₹187 crore has already been disbursed.
DoT sources, who were aware of the developments at the meeting, shared that the minister emphasised the need for measurable outcomes from public investments in R&D and suggested a series of reforms to strengthen TTDF's implementation framework.
"He highlighted that projects supported under TTDF should be closely aligned with real-world objectives, backed by clear monitoring mechanisms. To expedite decision-making, he suggested that the structure of evaluation committees may be streamlined and timelines clearly defined," a source said.
He also encouraged greater involvement of reputed private equity professionals and domain experts to enrich the assessment process and improve sectoral relevance, the source added.
The review came shortly after the TTDF Symposium 2025, held at IIT Madras Research Park from June 19-21, where 112 funded projects were evaluated across 12 technology verticals by over 40 expert mentors.
Recognising the importance of sustained oversight, Pemmasani is learnt to have proposed monthly reviews of TTDF's progress at his level to enable timely feedback and course correction.
"In a bid to boost participation from emerging enterprises, he suggested simplifying the scheme guidelines to reduce entry barriers for startups and MSMEs. Structural streamlining of existing committees and feedback mechanisms were also recommended to ensure improved execution and support," an official source said.

Centre working on framework to help panchayats become financially-autonomous
New Delhi: The government is working on a framework to help village councils (panchayats) generate their own revenue and become financially autonomous, carrying out development works without relying on funds from the Centre or states. The Union Panchayati Raj ministry has set up a panel, consisting of senior officials from various state governments, which is tasked with formulating a blueprint that can act as a guide for states and Union territories (UTs) in creating and amending their model OSR (Own Source of Revenue) rules. "We have constituted a committee comprising senior officials from various state governments, to prepare a model OSR framework of panchayats, which can serve as a benchmark for the states in formulating and amending their OSR rules," Vivek Bharadwaj, secretary, ministry of panchayati raj, said. The template, to be shared with states and UTs, aims to plug the gaps in existing regulations and guide local bodies in mobilising revenue, which mainly comes from taxes, fees and other charges. The development assumes significance, as nearly a dozen states and UTs don't have OSR rules. The 22 states and UTs that have already formulated the rules need to update them, said Bharadwaj. Own Source Revenue (OSR) refers to the revenues that panchayats generate on their own, from sources such as property tax, water charges, market fees, trade licence fees and building permit fees. OSR rules help regulate, standardize, and empower panchayats to collect and manage the revenues efficiently. The OSR rules are crucial to panchayat as they empower them to function independently and also reduce over-dependence on central and state grants. Additionally, they support local development projects with locally-generated funds. According to Bharadwaj, there are 11 states and UTs that have not yet framed OSR rules. These include Arunachal Pradesh, Bihar, Jharkhand, Manipur, Nagaland, Sikkim, Uttar Pradesh, Andaman & Nicobar Islands, Dadra and Nagar Haveli and Daman and Diu, Ladakh and Lakshadweep. Twenty two states and UTs have already developed and implemented OSR-based regulations, allowing panchayats to levy and collect taxes, fees, tolls, or other local sources of revenue. Among these states are Andhra Pradesh, Assam, Chhattisgarh, Goa, Gujarat, Haryana, Kerala, Maharashtra, Tamil Nadu, and Karnataka. Some States have detailed guidelines on fixing OSR rates. In many instances across the states, it has been observed that much more efforts need to be made towards fulfilment of these requirements. "Financial rules related to OSR generation were prepared long ago in states, and hence have been suffering from various deficiencies like use of incomprehensible legal jargons and lack of updating," Bharadwaj added. Panchayats, which act as grassroots-level bodies to implement government programmes and for achieving the sustainable development goals, get grants from the Centre, state governments, as well as raise their own revenue in a limited way through internal sources like local-tax revenues and user charges. "Self-sufficiency is an ideal state for gram panchayats as they can have more funds to carry out developmental works. However revenue collection is conditional as it depends on economic activities in a particular area," said Sri Hari Nayudu, economist, National Institute of Public Finance and Policy (NIPFP), New Delhi. "Most of the time we are dependent on state government grants for developmental works, since most of us doen't know how to increase revenue. The proposed rules can guide us in that direction," said Gurcharan Singh, Panch-Charik Patti Sarkar, a rural local body in Moga district of Punjab. In 2021-22, the average per capita OSR collected by panchayats at all-India level was ₹ 100. Also, the average OSR for gram panchayat was ₹ 230,000 per year, with 42% of gram panchayats having less than ₹ 100,000 revenue per year. "The key reasons behind low revenue collection are over-dependence on grants, underutilization of tax powers, weak administrative systems and trust deficit with citizens which limit the revenue," said an economist who requested not to identified.

38 trains in TN to get additional stoppages from Aug 18: Union Minister
Chennai, Aug 17 (PTI) As many as 38 trains running across Tamil Nadu will have additional stoppages from August 18 based on public demand, Union Minister L Murugan said on Sunday. Talking to reporters here, Murugan also said the Centre has sanctioned about Rs 10 lakh crore in the last 10 years to implement social welfare schemes including modernisation and expansion of national highways, airports and ports in Tamil Nadu. Murugan said he received petitions from the public demanding that express trains, superfast trains and passenger trains stop at additional railway stations in different parts of the state, and that he took the matter to the attention of Railway Minister Ashwini Vaishnaw. Vaishnaw, who accepted the demands of railway passengers, issued the necessary orders for extra stoppage, the minister of State for Information & Broadcasting and Parliamentary Affairs, said. The additional stoppages include Ambur for Chennai Central-Shivamogha Weekly Superfast Express. The Dhanbad-Alappuzha Express will stop at Gudiyatham and Vaniyambadi for two minutes each. Similarly, the Coimbatore-Nagercoil Express Train will stop at Irugur and Singanallur. This train will also stop at the above mentioned stations in the opposite direction and additionally at Melappalayam. The Puducherry-Kanniyakumari Express will stop at Valliyur for the convenience of passengers. Murugan further said the Central government has given Rs 6,626 crore for the state's railway projects in 2025-26. During the Congress-led UPA regime between 2009-2014, this allocation was Rs 879 crore, he said. Under the Amrit Bharat Railway Stations Scheme, work was being carried out at fast pace to upgrade 77 railway stations in Tamil Nadu at an estimated cost of Rs 2,948 crore. Under this scheme, Rs 800 crore has been allocated for the redevelopment of Chennai Egmore Railway Station and work is being carried out. Similarly, the reconstruction work of Madurai, Rameswaram, Kanyakumari, Katpadi and Salem railway stations is underway in full swing, a press release quoted him as saying. Murugan said work of laying new tracks for a distance of 2,587 kilometers was underway at an estimated cost of Rs 33,467 crore, and 10 new railway lines, 3 broad gauge railway lines and 9 double-track lines are being constructed. Work on the Maduravoyal-Chennai Harbour elevated project was also progressing at 'full speed,' it quoted him as saying. Lok Sabha to discuss astronaut Shubhanshu Shukla's return to India tomorrow
The Lok Sabha will hold a special discussion on Monday on the subject 'India's first astronaut aboard the International Space Station – Critical role of the space programme for Viksit Bharat by 2047 – to mark Astronaut Shubhanshu Shukla's return to India. Shukla returned to India early Sunday to a rousing welcome by a large number of people waving the tricolour and beating drums at the airport here to celebrate his historic visit to the International Space Station (ISS). The Monsoon Session of Parliament will resume on Monday, 18 August after a brief break, but there are no signs of a thaw between the government and the Opposition over the demand for a debate on Special Intensive Revision (SIR) of electoral rolls. The Monsoon Session ends on 21 August. Shukla is expected to meet Prime Minister Narendra Modi on Monday and travel to his hometown, Lucknow. He is also expected to return to the capital to participate in the National Space Day celebrations on August 22-23. Shukla, who became the second Indian to undertake a spaceflight as part of the Axiom-4 mission, and his back-up astronaut-designate Prashanth Balakrishnan Nair were welcomed at the airport by Union Minister Jitendra Singh, Delhi Chief Minister Rekha Gupta, and ISRO Chairman V Narayanan. "Thank you sir. Surely feels good to be back home," Shukla posted on X in response to Singh's post welcoming after receiving him at the airport. Shukla's wife Kamna and son Kiash were also present at the airport to welcome him home after a nearly one-year stay in the US training for the space flight, which finally took place from June 25 to July 15. A large crowd waving the national tri-colour had gathered at the Indira Gandhi International Airport here to welcome Shukla to the sound of drumbeats. "India's space glory touches Indian soil... as the iconic son of Mother India, Gaganyatri Shubhanshu Shukla, lands in Delhi in the early hours of this morning. Accompanying him, another equally accomplished Group Captain Prashanth Balakrishnan Nair, one of the astronauts selected for India's first human mission Gaganyaan, who was India's designated backup for the mission to the International Space Station #ISS," Singh said in a post on X. Shukla was part of the Axiom-4 private space mission that lifted off from Florida on June 25 and docked at the International Space Station on June 26. He returned to Earth on 15 July. Along with three other astronauts - Peggy Whitson (US), Slawosz Uznanski-Wisniewski (Poland), and Tibor Kapu (Hungary) - Shukla conducted over 60 experiments and 20 outreach sessions during the 18-day mission Earlier on Saturday, Shukla had posted a smiling photograph of himself sitting in an aeroplane on Instagram, saying he was filled with mixed emotions as he left the US and looked forward to returning to India to share his experiences with everyone back home. Shukla and his backup astronaut Nair participated in the Independence Day celebrations at the Indian Consulate in Houston on Friday. Addressing the 79th Independence Day celebrations at the Red Fort, Prime Minister Modi on Friday said India was developing its own space station and noted that Group Captain Shukla had returned from a space mission. "Our Group Captain Shubhanshu Shukla has returned from the space station. In the coming days, he is returning to India," Modi had said.
