Haryana introduces model online transfer policy to ensure fairness, transparency across govt cadres

The Haryana government has notified a 'Model Online Transfer Policy' to ensure fair, transparent, and efficient employee transfers across government cadres to enhance administrative efficiency and job satisfaction through a merit-based online system.
Chief Secretary Anurag Rastogi issued the notification on Friday, marking the withdrawal of all previous transfer policies, including the General Principles for Online Transfers (2020) and related departmental notifications.
The policy covers employees in cadres with 50 or more sanctioned posts, excluding All India Services, Haryana Civil Services (Executive Branch), and Allied Services, unless exempted by the Human Resource Department (HRD). 'Smaller cadres with fewer than 50 posts may be included at the competent authority's discretion. All cadre posts, including positions at headquarters, are part of the transfer drive. Within 15 days of notification, departments must publish a list of covered cadres, specifying Prescribed Tenure, Minimum Tenure, and Unit, with provisions for periodic revisions with HRD approval,' the policy mentions.
According to the policy, 'The post allocations shall be based on a composite merit score out of 80 points. Age contributes up to 60 points, calculated as age in days divided by 365 (up to four decimal points). For example, a 40-year-old employee scores approximately 40 points. Up to 20 points are awarded for special circumstances: 10 points for all female employees; 10 points for female employees who are unmarried and over 40, widows, divorced, or judicially separated; 10 points for male employees who are divorced, widowers with minor children, or judicially separated with minor children; 5 points for employees whose spouses work in State or Central Government if the transfer reduces posting distance; 10 points for spouses of military or paramilitary personnel; 10 points for employees or their immediate family with debilitating disorders (certified by authorized medical boards like AIIMS or PGI Chandigarh); 10 points for those with 100 per cent differently-abled or mentally challenged children; and up to 20 points for employees with disabilities under the RPWD Act 2016, based on disability percentage starting from 40 per cent.'
Apart from this, an employee who has been awarded a major penalty under the HCS (Punishment & Appeal) Rules, 2016, will invite a penalty of '-10 (minus 10) marks' during the currency of the punishment.
The policy supports employees with personal challenges such as women, those with medical conditions, or disabled children, enhancing access to preferred postings. Departments must comply with the 15-day deadline, and employees should ensure documentation like medical certificates.
Employees may file grievances within 15 days of order issuance, but only after joining at the new place of posting. Complaints must be submitted through intraHaryana.nic.in and will be addressed within the same time frame.
The Chief Minister retains the authority to relax or modify provisions in the public interest or administrative exigency. The Human Resources Department will also be the final authority on clarifications. General online transfers will be made preferably once a year. However, transfer/posting necessitated by promotion, direct recruitment or administrative exigencies can be made anytime with the prior approval of the CM.
'The department will undertake rationalisation to redistribute or ascertain the number of posts in any unit based on administrative requirements and efficiency. This entire stage will be completed within 15 days. Within the first seven days, the department will undertake the preliminary rationalisation exercise. There may be a possibility that the number of employees posted in any unit is in excess of the administrative requirement.
Such surplus employees will be required to participate in the ongoing transfer drive. Amongst such surplus employees, the employee with the longest stay shall have to participate in the transfer drive. In the case where more than one employee has the same period of stay, then the younger employee shall have to participate in the transfer drive. Further surplus employees, who belong to the Protected Category shall not be transferred without their consent subject to the condition that not more than 50 per cent of such excess employees in that unit belong to the Protected Category,' a government spokesperson explained.

CHANDIGARH: A day after the state vigilance bureau issued a summons to the Congress candidate for the Ludhiana (West) assembly seat Bharat Bhushan Ashu in connection with an alleged Rs 2,400 crore scam, the Punjab government suspended Jagatpreet Singh, Senior Superintendent of Police (Vigilance) at Ludhiana, claiming that he issued the summons in connivance with Ashu to benefit him in the ensuing bypoll. The summons issued by Jagatpreet Singh directed Ashu to appear for questioning on Friday. The summons related to a First Information Report (FIR) registered on January 8 in which Ashu and others were accused of cheating, criminal breach of trust, forgery, and conspiracy. The investigation was transferred to the Vigilance Bureau owing to the suspected involvement of government officials. The alleged scam pertains to 4.7 acres of land given to New Senior Secondary School in Sarabha Nagar at a subsidised rate strictly for educational purposes by the Ludhiana Improvement Trust (LIT) decades ago. However, during investigations it came to light that parts of this land are being illegally used for commercial activities. Additional Chief Secretary, (Home) Alok Shekhar, issued the order which states that Jagatpreet Singh has been placed under suspension with immediate effect under Rule 4(1) (a) of the Punjab Civil Services (Punishment and Appeal) Rules, 1970, for his "grave misconduct and dereliction of duty". Meanwhile, the state Congress leadership has trashed the allegations of a nexus between Ashu and the suspended police officer. Calling it a 'a calculated attempt to intimidate' Ashu ahead of the Ludhiana West bypoll, senior Congress leader and leader of the opposition Partap Singh Bajwa said, "It's clear that the AAP government first tried to use state machinery to scare Ashu into silence. Summons were issued to him by the Vigilance Bureau just weeks before polling—not as part of any genuine investigation, but as a crude, desperate tactic to gain political advantage." Bajwa questioned the intent behind the timing, calling it a 'desperate, dictatorial move' and a gross misuse of power. 'This is not governance; this is vendetta politics at its worst,' he said. "When their intimidation attempt backfired and public backlash intensified, the AAP shifted gears in a bizarre U-turn. In an unbelievable twist, Vigilance Bureau SSP Jagatpreet Singh—who had issued the summons to Ashu—was suddenly suspended," he said.

The Punjab government Friday suspended Jagatpreet Singh, Senior Superintendent of Police (SSP), Vigilance, Ludhiana, a day after he issued a summons to Congress leader Bharat Bhushan Ashu. Alok Shekhar, Additional Chief Secretary, Department of Home Affairs, issued the suspension order. The order says that Jagatpreet Singh has been placed under suspension with immediate effect under Rule 4(1) (a) of the Punjab Civil Services (Punishment and Appeal) Rules, 1970, for his 'grave misconduct and dereliction of duty'. The Punjab Vigilance Bureau summoned Congress leader and Ludhiana West bypoll candidate Bharat Bhushan Ashu in connection with a five-month-old school land misuse case. The summons relate to a First Information Report (FIR) filed on January 8, 2025, at Ludhiana's Division Number 5 police station, accusing Ashu and others of cheating, criminal breach of trust, forgery, and conspiracy. The investigation was transferred to the Vigilance Bureau owing to suspected involvement of government officials. At least 25 others, including current and former school management committee members, were also summoned. Government sources alleged that the SSP Vigilance issued the summons in connivance with Ashu to give him the benefit in the ensuing by-poll slated for June 19. However, Congress leader Raj Kumar Verka trashed the allegations and said it was just an excuse of the Aam Aadmi Party (AAP) government. 'Does the AAP want to say that Chief Minister Bhagwant Mann, who is also the state home minister and to whom the Vigilance Bureau reports, is so helpless that he does not know what is happening right under his nose?' Verka told media persons. Reacting to SSP's suspension, Ashu, while speaking to The Indian Express, said it was a 'cheap tactic of the ruling AAP government' and yet another U-turn which it has taken after facing widespread criticism. On allegations that he was 'in touch with the SSP' and 'got summons issued to himself', Ashu said: 'Did I send the case file to the vigilance and ask them to send summons to me? Is Ashu so powerful in the AAP government that he can get summons issued to himself? They make police officers scapegoats as per their whims and fancies. Earlier, they had suspended Chief Director Vigilance SPS Parmar in a similar way. The AAP's cheap politics cannot get dirtier than this.' Ashu further said that since the past two weeks as the campaigning for Ludhiana West by-election gathered pace, a 'message' has been sent to all 28 police stations in Ludhiana 'to dig out if any previous/old complaints' are pending against him so that he can be 'implicated and harassed again.' 'Ashu nu phasao (implicate Ashu) is the only motive of this government,' said Ashu. Responding to the school land misuse case in which he was sent fresh summons, he said: 'It has been over a decade since I had resigned from that school's management committee. Twenty-seven others who also left the committee several years ago have been summoned just because they know me. This is the height.' Ashu also refuted allegations of any meeting being held between him and the suspended SSP in recent times. Meanwhile, addressing a press conference in Ludhiana, Ashu, along with other senior Congress leaders, released the photographs of a meeting, purportedly showing AAP Ludhiana West bypoll candidate-cum-Rajya Sabha member Sanjeev Arora addressing a group of officials, including Jagatpreet Singh. Kapurthala Congress MLA Rana Gurjeet Singh said, 'This photograph is clear evidence of how the entire administration and the police machinery are working on the orders of the AAP candidate. He has no authority to address or order government officials or the police, but he is doing that. What the AAP is doing to win this election is morally and ethically wrong.' With Eid-ul-Adha just a day away, it's time to look at Delhi Government's advisory for the festival. The authorities issued guidelines on June 5 for Bakra-Eid festival on June 7. The Government of national capital has mandated that all sacrificial rituals for Bakra-Eid must take place exclusively at designated locations. Prohibiting sacrifices on roadsides, streets, or any public spaces, the advisory requires states, 'As per Rule 3 of the Prevention of Cruelty to Animals (Slaughter House) Rules, 2001, no person shall slaughter any animal within a municipal area except in a slaughter house recognized or licensed by the concerned authority.' To uphold animal welfare during Bakra-Eid, it emphasises compliance to "Food safety and standards (Food products standards and food additives) Regulations, 2011" according to which camels cannot be slaughtered for food purpose. Besides this, it mentions that the Delhi Agricultural Cattle Preservation Act, 1994 strictly prohibits slaughtering of cows in Delhi. The Delhi Government issued advisory outlining strict guidelines for Bakra Eid. 'All concerned authorities are requested to take suitable precautionary measures for enforcing laws relating to welfare of animals to stop illegal killing of animals during Bakra-eid festival and to take stringent action against the offenders violating,' the advisory issued by DAWB Member Secretary Dr Satyavir Singh states. Emphasising the government's commitment to regulate illegal slaughter of animals, Minister of Development Kapil Mishra in a post on X in Hindi stated, "Sacrifice of cows and camels is not permitted, it will be considered a crime. Sacrifice of any animal anywhere other than pre-designated slaughterhouses is illegal. Sacrifice is not permitted in public places." 'All concerned authorities are requested to take suitable precautionary measures for enforcing laws relating to welfare of animals to stop illegal killing of animals during Bakra-eid festival and to take stringent action against the offenders violating,' the advisory issued by DAWB Satyavir Singh states.
