
Vimal Negi was humiliated, threatened by senior officials: ACS report
The fact-finding report filed by additional chief secretary (home) Onkar Chand Sharma has pointed out that Himachal Pradesh Power Corporation Limited chief engineer-cum-general manager Vimal Negi was humiliated and threatened by his senior officials.
The report, submitted to the state government on April 8, claims that HPPCL director (electrical) Desh Raj had sent a threatening message -- 'aap problem mein aa jaoge (you will land in trouble)' to Negi in February this year.
HT has accessed a copy of the report.
The report says Negi was pressured to reduce the delay period in the Pekhubella Solar Power Project in Una from 45 days to 23 days. The report vindicates allegations made by the chief engineer's wife, Kiran Negi, that her husband was subjected to 'humiliation, ill treatment and harassment' for six months and was 'made to stand for hours with files and was not even offered a chair'.
Desh Raj is named as an accused in the case.
Vimal Negi joined the HPPCL corporate office on June 15, 2024, after promotion as chief engineer/general manager.
The report said, 'There is evidence on record that Desh Raj used to humiliate and use unparliamentary and foul language towards late Vimal Negi. Almost all witnesses said Desh Raj's behaviour created a toxic environment.'
In contradiction to Desh Raj's claim, in his statement to the ACS, that he had a friendly relationship with Negi, the report said, 'the conduct of Desh Raj was not appreciable under the circumstances.'
In a press conference on Monday, chief minister Sukvinder Singh Sukhu said, 'A prescription slip shows Negi had sought treatment on July 1, 2024, for depressive illness.'
Justice Ajay Mohan Goel, while handing over the probe to Central Bureau of Investigation (CBI) on May 23, had said 'This court is of the view that the mode and manner in which the government dealt with the report of the additional chief secretary (home) raises serious questions.'

QRT to address grievances of Hajis from next year: Ansari
In view of complaints from Haj pilgrims regarding accommodation in Mina, Saudi Arabia, Uttar Pradesh minister of state for minority welfare, Muslim waqf and Haj Danish Azad Ansari said a quick response team (QRT) would be formed from next year to address such issues promptly. 'This year during Haj, I received some complaints about the accommodation in tents in Mina. I ensured all the issues were resolved within hours even as I personally monitored the situation round the clock. However, from next year, we will form a QRT that will oversee the arrangements and provide prompt solutions to any problems faced by Hajis,' said Ansari, who also serves as the chairman of the State Haj Committee, while speaking to HT. Ansari, who will receive the first batch of U.P's Haj pilgrims arriving from Jeddah to Lucknow at around 12:35 am on Thursday via Air India flight (SV3106), said, 'It's a matter of joy that Hajis will start returning on the intervening night of Wednesday and Thursday. I will also seek their suggestions to improve the process from next year.' This year, over 5,000 Haj pilgrims departed from the Chaudhary Charan Singh International Airport in Lucknow, while others left from Delhi Airport. Earlier, on April 29, a bus ferrying Haj pilgrims was flagged off by cabinet minister OP Rajbhar and Ansari at the Haj House in Lucknow. A total of 15,513 people from U.P. had applied for Haj this year, and all were granted approval.

Bengal Pocso court sentences man to death for raping, killing 11-year-old in 2023
Siliguri: A court in north Bengal's Jalpaiguri district sentenced a man to death on Wednesday for raping and murdering an 11 -year-old girl in 2023, police officials who probed the crime, said. The victim was his neighbour. The 31-year-old man was convicted under Sections 363, 376 ( A and B), 302, 201 of the Indian Penal Code and Section 6 of the Protection of Children from Sexual Offences Act (Pocso), Debasis Dutta, special public prosecutor of the Pocso court, said. The victim, who lived in the Dhupguri region, went missing on September 29, 2023. Her body was found floating in the Dudwa river, 20 km away from her home, on October 1. It was dumped in a plastic bag. 'The convict was arrested on October 2. The child went to his home to watch television when the crime took place' a police officer said, requesting anonymity. 'The victim's younger sister and brother told the police that they saw the girl entering the convict's home. A woman from the neighbourhood gave a similar statement. The victim's mother said she saw the convict carrying a plastic bag on his bicycle, ' Dutta told HT. 'A security camera footage showed the convict cycling towards the river with the bag,' Dutta added. The trial started after police submitted the chargesheet on November 18, 2023.

Rahul Gandhi writes to PM over delays in scholarships for students from marginalised communities
Congress MP Rahul Gandhi has urged Prime Minister Narendra Modi to address the 'deplorable' conditions students from the Dalit, Scheduled Tribe (ST), Economically Backward Class (EBC), Other Backward Class (OBC), and minority sections of the society have to deal with at residential hostels, along with the delays in post-matric scholarship disbursements. In a letter dated June 10, the Congress leader detailed a crisis in scholarships programmes, citing Bihar as an example where the scholarship portal allegedly remained non-functional for three years, resulting in no scholarships being disbursed during the 2021-22 academic year. He noted a sharp decline in beneficiaries, and said, 'The number of Dalit students receiving scholarships fell by nearly half, from 1.36 lakh in FY23 to 69,000 in FY24,' while adding that 'students further complain that the scholarship amounts are insultingly low'. The Lok Sabha leader of opposition cited his visit to the Ambedkar Hostel in Darbhanga, Bihar, where students reported severe overcrowding, with '6-7 students forced to share' single rooms, coupled with unhygienic toilets, unsafe drinking water, absent mess facilities, and no access to libraries or the internet. Gandhi claimed that these issues were not isolated to Bihar but 'represent a nationwide failure', hindering education for the vast majority of students from marginalised backgrounds. He called for immediate government action, a comprehensive audit of all hostels serving these communities to ensure basic infrastructure, sanitation, food, and academic facilities, backed by adequate funding; and systemic reforms to ensure timely scholarship disbursement, increased amounts, and improved execution in coordination with state governments. 'India cannot progress unless youth from marginalised communities progress,' Gandhi said. HT had reported in February that the Union Budget 2025 slashed funding for several scholarships. Funding for the National Fellowship and Scholarship for ST students was slashed by 99.99% (from ₹240 crore in 2024 RE to ₹0.02 crore in 2025 BE). The Pre-Matric Scholarship for Minorities saw a 72.4% reduction, and the Post-Matric Scholarship for Minorities was cut by 69.9%. The National Overseas Scholarship Scheme faced a 99.8% cut. HT had also reported last week that over 1,400 PhD scholars under the Maulana Azad National Fellowship (MANF) face severe financial hardships as stipend payments have been stalled since January 2025 due to administrative hurdles following a change in nodal agency from UGC to NMDFC. The MANF scholars had also written to Gandhi asking for help regarding the disbursal of stipend. Separately, the National Fellowship for Scheduled Castes (NFSC) selection process for June 2024 is also in troubled waters. After initially releasing a selection list of 865 scholars in March 2025 and issuing award letters, the National Testing Agency published a revised list in April, reducing selections to 805 and removing 487 previously chosen candidates.
