Vimal Negi was humiliated, threatened by senior officials: ACS report
The fact-finding report filed by additional chief secretary (home) Onkar Chand Sharma has pointed out that Himachal Pradesh Power Corporation Limited chief engineer-cum-general manager Vimal Negi was humiliated and threatened by his senior officials.
The report, submitted to the state government on April 8, claims that HPPCL director (electrical) Desh Raj had sent a threatening message -- 'aap problem mein aa jaoge (you will land in trouble)' to Negi in February this year.
HT has accessed a copy of the report.
The report says Negi was pressured to reduce the delay period in the Pekhubella Solar Power Project in Una from 45 days to 23 days. The report vindicates allegations made by the chief engineer's wife, Kiran Negi, that her husband was subjected to 'humiliation, ill treatment and harassment' for six months and was 'made to stand for hours with files and was not even offered a chair'.
Desh Raj is named as an accused in the case.
Vimal Negi joined the HPPCL corporate office on June 15, 2024, after promotion as chief engineer/general manager.
The report said, 'There is evidence on record that Desh Raj used to humiliate and use unparliamentary and foul language towards late Vimal Negi. Almost all witnesses said Desh Raj's behaviour created a toxic environment.'
In contradiction to Desh Raj's claim, in his statement to the ACS, that he had a friendly relationship with Negi, the report said, 'the conduct of Desh Raj was not appreciable under the circumstances.'
In a press conference on Monday, chief minister Sukvinder Singh Sukhu said, 'A prescription slip shows Negi had sought treatment on July 1, 2024, for depressive illness.'
Justice Ajay Mohan Goel, while handing over the probe to Central Bureau of Investigation (CBI) on May 23, had said 'This court is of the view that the mode and manner in which the government dealt with the report of the additional chief secretary (home) raises serious questions.'

Shongtong-Karcham hydro project to be commissioned by Nov 2026: Himachal CM Sukhu
Himachal Pradesh Chief Minister Sukhvinder Sukhu on Monday visited the Shongtong-Karcham hydroelectric project in Kinnaur district to inspect the ongoing developmental works and announced its completion by November 2026. Chief Minister Sukhu inspected the powerhouse at Karcham town and visited the barrage site at Powari, where he interacted with engineers and workers of the project. Chief Minister Sukhu directed completion of this 450 MW capacity hydroelectric project in a time-bound manner by November 2026 and said that after the commissioning of the Shongtong-Karcham hydroelectric project, Himachal Pradesh would earn annual revenue of about Rs 1,000 crore. Chief Minister Sukhu said that work on the Shongtong-Karcham hydroelectric project was underway for the last 13 years, but his government accelerated its construction and the project would be dedicated to the nation in a stipulated time period. He added the government was taking concrete steps to ensure proper exploitation of its river water, to strengthen the economy of Himachal. Chief Minister Sukhu said the Himachal government was working to take over the Dhaulasidh, Luhri and Sunni hydropower projects and the total amount spent on these projects so far was being evaluated. He stated that henceforth, the Himachal government would take forward the construction work of hydropower projects on its own terms so that the interests of the state could be protected, which were completely sidelined by the previous BJP government. Chief Minister Sukhu said the Himachal government was also moving towards setting up a geo-thermal power project at Tapri in Kinnaur district and making advancement in the field of electricity by producing solar and green hydrogen energy. He said despite being a surplus energy state, 'we are purchasing electricity in winters i.e. from October to March at Rs 5 to Rs 6 per unit from neighbouring states. Solar energy production is being promoted as much as possible during this time period so that the government does not require to buy electricity.' Chief Minister Sukhu said solar projects of about 626 MW capacity were at various stages of construction through HPPCL.

After Sonam Raghuvanshi's arrest for husband's murder, Indore couple's wedding video goes viral
After the shocking arrest of Sonam, wife of Indore's Raja Raghuvanshi, who was killed while on his honeymoon in Meghalaya, a video from their wedding has emerged and gone viral on social media. The footage shows Raja Raghuvanshi applying sindoor (vermillion) to forehead of Sonam, who can be seen dressed in a traditional red Banarasi saree. Just weeks after the couple tied the knot on May 11, their fairytale honeymoon took a deadly turn when Raja's body was discovered in a gorge in Meghalaya. Their rented scooter was later found abandoned near a café on the Shillong-Sohra road, triggering a frantic search. Since then, Sonam had remained missing while his family said she was 'abducted.' However, on Monday, Sonam Raghuvanshi surrendered in Uttar Pradesh's Ghazipur. Her arrest led to the revelation of her alleged involvement in Raja Raghuvanshi's murder. For this purpose, she allegedly hired three assassins to kill her late husband. On Monday, after an over two-week-long search, Sonam Raghuvanshi was found at a dhaba in Uttar Pradesh's Ghazipur, over 1,200 kilometres away from Meghalaya. As per HT, Sonam Raghuvanshi reportedly 'surrendered' to killing her husband, Raja Raghuvanshi, police said, adding that a man she was allegedly in an affair with - Raj Kushwaha - was also involved and is now under arrest. SP East Khasi Hills Vivek Syiem said that Sonam had surrendered due to the raids and arrests of the alleged assassins by the police. "It is a fact that she called her relatives, but this happened after all the raids were conducted. If you see the logical series of events, all these days she hadn't come out, but last night the rest of the people were caught, she also surfaced," he told the media. So far, five people have been arrested in the Raja Raghuvanshi murder case, including Sonam Raghuvanshi. The Meghalaya police on Monday indicated that the motive behind tourist Raja Raghuvanshi's murder could stem from the alleged affair of his wife, Sonam Raghuvanshi, with Raj Kushwaha. Asked if there was a love affair between Kushwaha and Sonam Raghuvanshi, Vivek Syiem, superintendent of police, East Khasi Hills, said: 'Once the team reaches there, they will arrest her and take transit remand. Yes, it appears so (Sonam had a boyfriend). Two teams of Meghalaya Police are there in MP, and one team is going to UP to arrest Sonam. It is a fact that she called up her relatives, but all this happened after the raids were conducted. If you look at it logically, all these days she hadn't come out, but last night, when Raj Kushwaha and others were caught, suddenly she surfaced. That speaks for itself.'

Ghaziabad restaurant vandalised over late service; 3 held
Ghaziabad: Three people were arrested and a search was launched for others after a video clip showing a group of men vandalising a restaurant in Rajnagar Extension, Ghaziabad, with wooden sticks surfaced on social media on Sunday, police said, adding that a delay in serving food sparked the dispute. The 50-second CCTV footage clip purportedly shows the men attacking the restaurant when people are having dinner. HT, however, could not independently confirm the video's authenticity. 'On Friday night, suspects Minto Tyagi, Rajdeep Kumar, and Ravi Sharma — all in their 30s and residents of Modinagar and Sihani in Ghaziabad — had gone to have dinner at a restaurant in Rajnagar Extension. Due to delay in food service, a dispute broke out between the suspects and the restaurant owner, Akshit Tyagi,' said a police officer requesting anonymity. The matter was initially pacified by a mutual acquaintance, making the suspects leave the scene. However, on Saturday around 11.30pm, the suspects returned with seven to eight friends on motorcycles and in a car, and started vandalising the restaurant, the officer added. 'They attacked the hotel while customers were having dinner and later threatened Tyagi before fleeing the spot,' said Nandgram assistant commissioner of police (ACP) Poonam Mishra. Following Tyagi's complaint, police have registered a case under Bharatiya Nyaya Sanhita sections for assault or use of criminal force, abetment of offence punishable with death or imprisonment, voluntarily causing hurt by dangerous weapons, criminal intimidation, and robbery, at Nandgram police station against three identified and seven unidentified suspects, the ACP added. Tyagi alleged that the suspects broke two laptops, one LED, a billing machine, and the counter. 'They also stole ₹1,760 from the counter and assaulted customers,' the FIR stated. 'All three prime suspects were arrested on Sunday, and efforts are underway to identify the remaining accused,' the ACP said, adding that further probe is on.
