Lucknow: UP ATS on Thursday arrested a key aide of alleged religious conversion syndicate mastermind Chhangur Baba. He is accused of acting as a middleman to lure and convert individuals through fraudulent means.
The accused, Rashid Shah (40), is a resident of Madhpur village in Balrampur.
He was wanted in a 2024 case connected to the state's biggest conversion racket. Officials said he was traced and apprehended during a focused operation in Balrampur and is being produced before court for further legal action.
The arrest is linked to a case lodged at ATS Police Station, Lucknow, under Sections 121 (waging war), 417 (cheating), 420 (fraud), 153A (promoting enmity) of IPC, and Sections 3, 5(1), 5(2), 5(3), and 8(1) of the UP Prohibition of Unlawful Religious Conversion Act, 2021.
According to ATS sources, Rashid Shah acted as a recruiter and facilitator, introducing vulnerable individuals to the conversion network and coordinating with handlers. He allegedly arranged safe meeting spots, influenced targets with monetary benefits, and ensured logistics for conversion rituals orchestrated by Chhangur Baba's syndicate.
ATS officials believe Rashid played a pivotal role in expanding the network's reach in Balrampur and adjoining districts, often under the guise of offering financial aid and spiritual counselling. His arrest is expected to provide crucial leads about funding patterns, local accomplices, and foreign links.
ATS plans to seek custodial remand to extract details of his links with hawala-funded activities, property deals, and possible cross-border connections exposed during recent ED raids tied to the same racket.

The right to personal liberty is 'not a casual right which can be tampered with without serious considerations', the Delhi High Court said on Wednesday as it granted anticipatory bail to NewsClick founder and editor-in-chief Prabir Purkayastha in two cases. The bench of Justice Neena Bansal Krishna granted protection from arrest to Purkayastha in the two cases from 2020 — a money laundering case by the Enforcement Directorate (ED) filed in September 2020, and another case registered by the Delhi Police's Economic Offences Wing (EOW), alleging violation of the Foreign Direct Investment (FDI) norms by NewsClick, in August 2020. Emphasising that 'bail cannot be withheld as a punishment', Justice Krishna referred to the jurisprudence laid down by the Supreme Court. 'Personal liberty is a precious Constitutional value and cannot be tampered with casually. The objective behind depriving an individual of his personal liberty must be founded on serious considerations. An accused, as a presumed innocent person, is entitled to present his case and establish his innocence,' the order underlined. While granting anticipatory bail in the EOW case, the court took into account that the probe in the case is still ongoing even as the offence was lodged in 2020. The HC also considered that Purkayastha had joined the probe whenever he was summoned and that the nature of evidence in the case is documentary in nature, leaving little likelihood of tampering of evidence. It also reasoned that he is 75, and there is little likelihood of him absconding. In the ED case, the High Court took into account that the probe in the predicate offence registered by the EOW remains pending till date and that there is also nothing on record to suggest that he had been called since 2023 ever to join the investigation. The HC also granted anticipatory bail to NewsClick editor Pranjal Pandey, booked in the EOW case, on similar grounds as Purkayastha. On August 26, 2020, an FIR was filed by the EOW under IPC sections 406 (punishment for criminal breach of trust), 420 (cheating and dishonestly inducing delivery of property), and 120B (punishment of criminal conspiracy) of the Indian Penal Code (IPC). As per the allegations in the FIR, foreign direct investment was received by PPK NewsClick Studio Private Limited, which owns the digital portal, from Worldwide Media Holdings LLC, US, during 2018-19, in violation of the FDI norms and other laws of the country. Based on the FIR, the ED initiated its probe in September 2021. Notably Purkayastha or Pandey were named in the EOW FIR. The two had moved the High Court for anticipatory bail after they apprehended arrest following CRPC section 41 (where police may arrest without warrant) notices issued to them in June 2021. In February 2021, separate ED teams had launched search operations at the portal's office at Saidulajab in South Delhi and at the homes of Purkayastha and Pande. In July 2021, the HC granted Purkayastha interim protection from arrest.

Prayagraj: The Allahabad High Court on Wednesday dismissed two petitions filed by ex-MLA Mohammad Abdullah Azam Khan, son of senior Samajwadi Party leader Azam Khan, challenging the proceedings of criminal cases against him in the matter of alleged fake passport as well as PAN cards. The court directed the Rampur's MP/MLA Court to proceed with the trial in accordance with law. "Considering the facts and circumstances of the case, in my considered view, the instant application is devoid of merits and is liable to be dismissed," Justice Sameer Jain said. Justice Jain had reserved this judgment after hearing both sides on July 1. Abdullah had filed two petitions in the high court. The first was related to Abdullah's alleged fake passport while second concerned two PAN cards. In first case, the BJP MLA Akash Saxena had filed a criminal case against Abdullah at the Civil Lines police station in Rampur on July 30, 2019, concerning fraud and violations of the Passport Act for allegedly obtaining a passport using an incorrect date of birth. He accused Abdullah of obtaining a passport using false documents. The passport lists Abdullah Azam's date of birth as Sep 30, 1990, whereas his educational certificates show it as Jan 1, 1993. Regarding the dual PAN cards case, Saxena had filed an FIR against Abdullah and his father senior SP leader Azam Khan at the Civil Lines police station in Rampur on Dec 6, 2019, concerning the possession of two PAN cards. The case was registered under IPC sections 120B (criminal conspiracy), 471 (using forged documents), 468 (forgery for cheating), 467 (forgery of valuable security) and 420 (cheating). Saxena alleged that Abdullah had furnished an incorrect PAN number in his election affidavit during the 2017 assembly elections. He claimed Azam Khan got two PAN cards made for his son through fraud to enable him to contest elections. According to him, Abdullah allegedly concealed this fact in the affidavit submitted to the election commission. He showed one PAN number in the affidavit but used another PAN number in his income tax return (ITR) documents.

1 2 Chandigarh: The Directorate of Enforcement (ED), Gurugram Zonal Office, on Wednesday claimed to have arrested Raman Puri, Varun Puri and Vikram Puri – promoters and former directors of M/s Universal Buildwell Pvt Ltd – under the prevention of Money Laundering Act in a case related to alleged real estate fraud. The arrested accused, apprehended Tuesday night, were absconding for more than seven years and were declared proclaimed offenders by various courts in predicate matters. They were apprehended by the Delhi Police. The special PMLA court in Gurugram on Wednesday remanded the trio into ED custody until July 29. The ED had initiated an investigation into the case based on more than 30 FIRs registered under various sections of the IPC across Delhi NCR against M/s Universal Buildwell Pvt Ltd, Raman Puri, Vikram Puri, and Varun Puri for failing to complete real estate projects on time and cheating the homebuyers/investors of their hard-earned money. The company was taken to the CIRP (Corporate Insolvency Resolution Process), which resulted in a resolution plan for homebuyers/other financial contributors being accepted and NCLT (National Company Law Tribunal) ordering some assets to be delivered to the homebuyers, who were the financial creditors, and the remaining assets to be liquidated. Most of the homebuyers had invested in the project before 2010. The case stems from the fraudulent mobilisation of homebuyers/investors' funds by the accused persons through Universal Buildwell Pvt Ltd, based on false promises of completing the project by 2010 and also promising assured returns in commercial projects. The arrested persons are also accused of cheating various financial institutions through forgery and fraud. They reportedly transferred some assets at negligible rates, oversold existing inventory, and executed forged agreements for their personal benefits. In this matter, data collected from the resolution professional revealed that the company, through their accused promoters, collected more than Rs 1,000 crore over 12 years on eight different projects in Gurugram and Faridabad, namely Universal Trade Tower, Universal Greens, Universal Business Park, Aura, Universal Square, Market Square, The Pavilion, and Universal Prime. They allegedly utilised only part of the funds for development and siphoned off the funds to acquire lands and other assets for their personal gains through criminal misappropriation, cheating, forgery, and fraud.
