Tshwane investigates allegations of illicit sales of service stands in Zithobeni Heights

The City of Tshwane's allocation of service stands to Zithobeni Heights residents has been rocked by allegations of illicit sales of sites intended for beneficiaries in need.
Tshwane's Member of the Mayoral Committee (MMC) for Human Settlements, Aaron Maluleka, expressed concern that some beneficiaries are selling their allocated stands shortly after receiving them.
He made this revelation during a visit to the area on Friday, accompanied by Deputy Executive Mayor Eugene Modise.
The visit was aimed to address allegations that threatened to deny deserving residents their rightful allocation of sites.
Maluleka called for an investigation into the matter, with the City's Group Audit and Risk division tasked with determining the full extent of these unlawful activities.
"We adopt a zero-tolerance stance towards corruption and malfeasance. Any City officials found to be involved in these unlawful acts will face severe consequences, including disciplinary action, criminal prosecution, and the termination of their careers,' he said.
The investigation follows a meeting between Maluleka, Modise, and councillors for wards 102 and 105 to discuss the Zithobeni Heights Serviced Stands Project's progress.
Maluleka said that the City recognises certain vulnerable groups, such as child-headed families, backyard dwellers, and emergency cases, are not being adequately addressed through the current initiative.
To address this issue, a new housing project is set to commence shortly, providing an additional 3,000 housing opportunities specifically for these categories.
The development includes strategically reserved open spaces for essential community facilities, which will be protected from unlawful occupation.
Maluleka urged members of the public with information on the illegal sale of stands or other corrupt activities to report such malfeasance to the nearest SAPS station or the City of Tshwane Fraud Hotline.
He said a ward 102 councillor has been directed to collaborate with City officials to finalise the relocation of remaining beneficiaries from his ward.
'The development includes strategically reserved open spaces designated for essential community facilities, including churches, sports facilities, schools, and parks. These spaces are critical for future community development and will be protected from unlawful occupation. The Metro Police Department has been instructed to remove any individuals who illegally occupy these reserved areas, as they are vital for the long-term social and recreational needs of the community,' he said.

The DA also wants Morero to reveal the contents of an investigation into the matter, which The Citizen first reported on in June. According to the letter, the investigation has been carried out by the Group Forensic Investigation Services (GFIS). Speaking to The Citizen on Friday, DA caucus leader Belinda Kayser-Echeozonjoku described the MMC's actions as 'criminal'. 'We condemn this criminal contempt of the High Court order in the strongest terms,' she said. Kayser-Echeozonjoku said Morero is compelled by his oath of office to act against the MMC. 'The myor is to blame because he is the head of the mayoral committee and all MMCs serve at his pleasure as per section 60 of the Municipal Structures Act,' she said. The Citizen has approached Johannesburg and the MMC in question for comment. They had not responded by the time of publicatiion and their responses will be included once received. Member of the mayoral committee (MMC) for Social Development, Pastor Mary Crockett, is scheduled to apply for bail on Wednesday after being arrested over the weekend for fraud, following accusations that she has been selling government houses and vacant sites in the area. On Monday, Crockett made a brief appearance, but the case of fraud against the Ward 28 councillor was remanded to Wednesday, August 6, and she remains behind bars. 'Only the MEC (Free State Cooperative Governance and Traditional Affairs MEC Saki Mokoena) can remove her as a councillor, which he won't do until there is a court finding. 'But the mayor (of Maluti-A-Phofung, Malekula Melato) has the power to replace her as MMC,' she explained. Motaung added that the mayor appointed her, and she can remove her. 'The DA will commit to monitoring the court proceedings until the matter is fully resolved.' Image: Supplied / City of Tshwane Shack dwellers at the Marry Me Informal Settlement in Soshanguve, where six patrollers were fatally shot in March, are set to benefit from a new housing development, expected to commence before December. Ward 89 councillor, Tshepo Malefane, said a community meeting was held on Saturday to update residents on the development plans for the area. He said during the meeting, it was explained that the City of Tshwane has already put aside a budget for the development of the area in the current financial year. 'This means that before December, we would have started with auditing of the area,' he said. According to Malefane, the development will start with the installation of bulk infrastructure, including water and sewerage pipes, to mark the beginning of the actual work on the project. He said the new development will prioritise housing for South African citizens. 'No one will remain there because remember we are cleaning Marry Me, and we don't want anyone there,' he said. Member of the Mayoral Committee for Housing and Human Settlements, Aaron Maluleka, advised residents against constructing new shacks outside the existing informal settlement boundaries, warning that it would hinder the formalisation process. 'The new shacks have been built outside the boundaries of portion 15 of the farm Wentzelrust 223 JR, owned by the city,' he said. He said residents were informed that 3,208 households were identified and registered during the shack-marking process. Maluleka said: 'Those who qualify for housing will be relocated to a new area, Kopanong, where walk-up houses will be constructed. Other residents will be allocated stands in the area.' He said 3,000 stands will be allocated and registered to qualifying residents through the decanting and formalisation process.
