Chandigarh: Three days after three people died due to a snag in the oxygen plant of Jalandhar civil hospital, Punjab health minister Dr Balbir Singh on Tuesday issued strict directives to ensure uninterrupted oxygen supply and power backup in all critical care units, including ICUs, operation theatres (OTs), and emergency wards across all govt health facilities in the state.

Presiding over a high-level meeting with civil surgeons from all districts, Dr Balbir Singh emphasised the need for round-the-clock oxygen supply, functional UPS systems, and operational generator sets to prevent any disruption in life-saving medical services.
The minister also issued stringent directives regarding medicine supply, instructing civil surgeons to maintain at least one month's buffer stock of all 368 types of essential medicines and warned against any shortage of essential medicines.
"No patient should be prescribed any medicines from outside the hospital," he declared.
He said senior medical officers (SMOs) have been empowered to purchase any non-essential medicine as per their requirement, warning that strict disciplinary action would be taken against any non-complying medical officer. To bolster the medicine-dispensing system and overall patient experience, civil surgeons and SMOs were also directed to daily visit OPDs and collect patient feedback.
To enhance patient satisfaction, Dr Balbir Singh directed civil surgeons to ensure that outpatient department (OPD) services must be delivered within an hour of the registration.
In another move to enhance critical care capabilities, Dr Balbir Singh announced that every doctor and paramedic, including staff nurses, will undergo training in critical care and advanced life support. He also tasked each civil surgeon with submitting their district's health status in comparison to the Millennium Development Goals, enabling the department to set targets for better progress.

1 2 Chandigarh: Punjab health minister Dr Balbir Singh on Wednesday exhorted the public to make maximum use of the 'Food Safety on Wheels' initiative, which has been expanded in all the districts. Notably, 'Food Safety on Wheels' are mobile food testing vans, which are equipped for screening adulteration among major categories of food, including milk, paneer, water, and other daily consumables. "These vans are a crucial tool in our fight against food adulteration. I urge every individual to get their food tested," said the health minister, while addressing a press conference at Punjab Bhawan here. He was accompanied by principal secretary (health) Kumar Rahul, commissioner Food and Drug Administration (FDA) Punjab Dilraj Singh, director (Labs) Ravneet Kaur, and joint commissioner (food safety) Dr Amit Joshi. He informed that since the AAP govt came to power, a total of 18,559 enforcement samples, along with 12,178 surveillance samples, were taken by the department. Additionally, over 13,000 samples were screened for adulteration on Food Safety on Wheels so far, he said, while adding that the major categories include paneer, ghee, milk, spices, fruits and vegetables, sweets and khoya. Health minister Singh directed FDA officials to utilise these food safety vans to their full potential, and create awareness among the masses, specifically students, while asking them to act in a transparent manner and implement all the policies of the department in true letter and spirit. He also emphasised that only "Shudh Ann" would lead to "Shudh Mann and Swasth Tann". He reiterated that food adulteration will not be tolerated at any cost, and strict action will be initiated against anyone found indulging in such activities. The health minister also highlighted that to date, a total of 3.17 lakh licences and registrations were issued to the food business operators. He also emphasised the need for balanced diets and informed dietary choices, urging the FDA to intensify public education campaigns on nutrition and govt health initiatives. Agency: PTI Last Updated: Chandigarh, Jul 30 (PTI) The Punjab government, in partnership with WHO, has launched a pilot cancer care project each in Bathinda, Mohali, and Gurdaspur, Health Minister Balbir Singh said on Wednesday. This initiative is aimed at early detection, diagnosis, and treatment of oral, breast, and cervical cancers – three of the most prevalent and preventable cancers in India, he said. The move aligns with the National Programme for Prevention and Control of Non-Communicable Diseases, and strives to integrate cancer care across Punjab's public health system, right from Ayushman Arogya Kendras at the grassroots to advanced hospitals. In Punjab, at present, over 60 per cent of cancer cases are diagnosed at advanced stages, leaving limited scope for effective intervention, the minister said. 'Cancer does not mean death. It is very much curable if diagnosed in time. Early detection is the keystone of cancer care. This initiative is a reflection of our belief in health as a fundamental right and our resolve to build a resilient and inclusive health system for all," he said. Balbir Singh also claimed unhealthy lifestyles and poor dietary habits were critical contributors to rising cancer incidents, advised against leading a sedentary lifestyle. Dr Roderico H Ofrin, the WHO representative to India, praised the initiative, Mission Umeed, and said that it stands out as a leader in cancer care in the country. 'WHO is proud to be a partner in this important initiative, and will continue offering its full technical support to make this model a replicable success across India," he said. The pilot adopts a three-tier model and offers a wide range of interventions, such as universal screening of individuals aged 30 and above, bolstering frontline workers and clinical staff, follow-up and referral systems, and digital monitoring via the NP-NCD portal. The project was jointly unveiled by Punjab health minister Dr Balbir Singh and WHO representative Dr Roderico Ofrin on Wednesday. The initiative is designed to enhance early detection, timely diagnosis, and prompt treatment of oral, breast, and cervical cancers — three of the most prevalent and preventable cancers in India — through a decentralised, systems-based approach.
