Elderly couple ‘abandoned' in their Gurgaon flat for 3 years, community steps in

Gurgaon: Behind the closed doors of an apartment at Ridgewood Estate, the muffled cries of a nonagenarian man and his octogenarian wife have stirred neighbours into action, making it a rare case of a community seeking the state's intervention to guarantee care, safety and dignity for the allegedly abandoned couple.
Left in the care of two untrained attendants by their son who is abroad, residents of the society, also members of Ridgewood Estate Condominium Association (RECA), said they repeatedly tried to contact the son, but their appeals fell on deaf ears. The association then approached Haryana Human Rights Commission (HHRC), which took cognisance immediately and ordered a comprehensive medical, psychological, and social assessment of the couple by govt.
The couple has been living here for three years, when the son purchased the flat and moved them, transferring power of attorney to his father, according to RECA. However, two caregivers working in day and night shifts became the couple's only connection with the outside world soon after. Concerned neighbours visited, making inquiries and offering assistance, but were turned away at the door.
Residents said the son regularly made online payments for maintenance charges for the flat, but the association had no information about his whereabouts except his phone number and email ID in the society's records.
None recollected having seen him in the compound either.
"All we know is that he lives somewhere abroad. Earlier, a lady would visit the elderly couple, but she stopped coming a few months ago. We requested the son to visit his parents or arrange some help for them, but to no avail. The woman is bedridden, and the man's cries of distress echo in the corridor. It's deeply distressing," said Kittu Mathur, the association secretary.
Mathur said they had no information about the couple, not even their names. The couple have never attended any society event. Last month, an elderly neighbour ventured in seeing the door ajar and discovered the house to be in a complete mess, according to RECA members. A few days later, the son allegedly responded with a threat to lodge a police complaint against the neighbour for trespass.
Lalit Batra, the HHRC chairperson, expressed deep concern over the couple's prolonged mental and physical suffering, calling it a blatant violation of Article 21 of the Constitution, which guarantees the right to live with dignity.
The rights panel emphasised that such situations were not merely "private family matters" but public human rights concerns. "Failure to ensure essential medical care, emotional support, and regular supervision reflects gross negligence.
It amounts to a breach of not only the basic human rights of the senior citizens themselves but also of the larger community that has been involuntarily subjected to such trauma," the rights panel observed.
Describing the situation as "alarmingly tragic", HHRC noted that the elderly should receive full family support, especially when they require love, care, and medical intervention the most. "Society and the state have a shared responsibility to intervene when the elderly are deprived of due care and dignity," the commission said.
Batra ordered immediate intervention in the case, asking the deputy commissioner to form a multi-disciplinary medical and welfare committee. This team, comprising the police commissioner, sub-divisional magistrate, civil surgeon, and district social welfare officer, must now assess the couple's condition and submit a comprehensive care plan before the next hearing on July 3. Puneet Arora, the commission's protocol officer, assured strict compliance by all authorities.

In a strong message to criminals, Haryana Chief Minister Nayab Singh Saini on Saturday reiterated his government's zero tolerance towards any lapse of law and order. Interacting with reporters in Chandigarh, Saini underscored that 'ensuring a safe and secure environment for the people is government's top priority. I would like to make it clear that any individual attempting to disrupt peace or create disorder will face stern action, regardless of their influence or position'. To curb drug-trafficking in Haryana, Saini said, the government will be taking strict measures against offenders. He urged residents to file a complaint on the government portal if they get any information on drugs being sold in their village, locality, or city ward. The identity of the informers will be concealed, he added. CM Saini asserted his government's commitment to the health and well-being of the people of the state. 'State-of-the-art infrastructure is being ensured in government hospitals so that people do not rely on private hospitals. Soon, 10 new district hospitals will be inaugurated,' he said. Chief Minister Nayab Singh Saini on Saturday digitally disbursed financial assistance of Rs 76 crore for 2,020 families under the Deen Dayal Upadhyay Antyodaya Parivar Suraksha Yojana (DAYALU). The relief amount was directly credited into the bank accounts of the beneficiaries. 'A sensitive government must act as the head of the family, offering support in times of adversity. While life itself can not be restored, families can be given the strength to endure their loss through financial security,' he said. Launched on April 1, 2023, the Dayalu scheme provides financial security to families with an annual income of up to Rs 1.80 lakh. It extends coverage to individuals aged between six and 60 years, ensuring up to Rs 5 lakh in assistance in the case of an untimely death or permanent disability of a family member. 'Since its inception, the scheme has become a crucial safety net for the state's poorest households. As of today, 36,651 families have collectively received assistance worth Rs 1,380 crore,' Saini said. Prime Minister Narendra Modi will inaugurate two major highway projects that will accelerate connectivity for Sonipat and Bahadurgarh on Sunday. 'In all, six road projects worth Rs 11,000 crore shall be inaugurated by the Prime Minister. Two of these, costing about Rs. 2,000 crore, are connected to Haryana. These are part of the Urban Extension Road-2 initiative and shall free the NCR from traffic jams and connectivity challenges,' Saini said. Giving details about the two projects, Saini added, 'These two projects will serve as vital four-lane link roads connecting the Delhi–NCR region with Haryana's industrial clusters. A 29.6-km road built at a cost of Rs 1,490 crore will provide direct connectivity to Sonipat and relieve the heavy congestion on NH-44. This road will also connect the Bawana Industrial Area directly with NH-352A (Jind–Gohana Road), giving a new push to trade and industry. A 7.3-km stretch costing Rs 487 crore will link Dichaon Kalan in Delhi directly to Bahadurgarh and the KMP Expressway, ensuring easy access to both'.

Bombay High Court orders SIT probe into custodial death of Dalit law student

In the custodial death case of Somnath Suryawanshi, the Aurangabad Bench of the Bombay High Court has directed the Maharashtra Director General of Police (DGP) to set up a Special Investigation Team (SIT) within one week. The court orally passed the order on August 14, 2025. A Division Bench comprising Justice Vibha Kankanwadi and Justice Sanjay A. Deshmukh observed that the Inquiry Committee earlier appointed by the Maharashtra Government will be dissolved, and all documents related to the 35-year-old Dalit law student Suryawanshi's custodial death will now be handed over to the new SIT. 'If the petitioner, Vijayabai Venkata Suryawanshi, has any objections to the members of the SIT, she may register them before the court,' the Bench observed. Advocate Hitendra Gandhi representing Ms. Suryawanshi, told The Hindu, 'The High Court's direction to constitute a SIT in the custodial death case of Somnath Suryawanshi is a significant step forward, we hope the SIT will conduct a fair and thorough investigation to deliver justice that has long been denied. This order restores faith that the truth cannot be buried, and accountability will have to follow.' On July 4, 2025, the court directed the Parbhani police to register a First Information Report (FIR) within a week, noting prima facie evidence of custodial torture and violation of fundamental rights. The Bench passed the interim order in response to a petition filed by Mr. Suryawanshi's 61-year-old mother, Vijayabai Vyankat Suryawanshi. The petitioner alleged that her son was subjected to brutal torture during his illegal detention following a protest in Parbhani on December 11, 2024, and that authorities subsequently attempted to cover up his death as a cardiac incident. Mr. Suryawanshi, a final-year law student and a member of a Scheduled Caste family from Latur, was reportedly arrested while filming a protest against the desecration of a replica of the Constitution near a statue of Dr. B.R. Ambedkar. The petition alleged that despite the peaceful nature of the demonstration, he and several others were picked up during an indiscriminate police crackdown, subjected to custodial assault, and denied timely medical attention. On July 30, 2025, the Supreme Court dismissed a petition filed by the Maharashtra government challenging a Bombay High Court order directing the police to register a FIR. Mr. Suryawanshi, a final-year law student and a member of a Scheduled Caste family from Latur, was reportedly arrested while filming a protest against the desecration of a replica of the Constitution near a statue of Dr. B.R. Ambedkar. The petition alleged that despite the peaceful nature of the demonstration, he and several others were picked up during an indiscriminate police crackdown, subjected to custodial assault, and denied timely medical attention. The petition stated, 'In the videos, it could be seen that Somnath was carrying the book of the Constitution of India and recording the incident in the protest. His arrest was illegal and then he was subjected to inhuman atrocities. He as well as other persons were produced before the Magistrate on 12.12.2024. The others were also subjected to brutality and their injuries were visible, swollen, however, they were afraid to speak to the Magistrate due to the threats those were given.' It further said that the Court had granted police custody of two days. 'Further brutal assault was given to Somnath. His situation worsened when he was again produced before the Magistrate on 14.12.2024. Thereafter, his custody was transferred to Magisterial custody. Around 6.49 a.m. suddenly Somnath died on 15.12.2024, while in judicial custody,' the petition read. It was further submitted that police claimed Mr. Suryawanshi had complained of chest pain prior to his death. The petitioner also alleged that on reaching Parbhani, she was taken by Police Officer Ashok Ghorband to the Inspector General of Police, where she was informed that Somnath's brothers could be offered police jobs and was advised to perform the last rites in Latur instead of Parbhani. She further claimed she was offered ₹50 lakh to refrain from filing a complaint. She declined, demanding that her son's death be acknowledged as custodial murder and not classified as death by natural causes. The court noted that the post-mortem, conducted by a seven-member medical team, had recorded 24 visible injuries and concluded that the cause of death was 'shock following multiple injuries'. A judicial inquiry under Section 196 of the Bhartiya Nagrik Suraksha Sanhita (BNSS) also reportedly found gross human rights violations and directly linked the death to custodial assault. 'This Court cannot remain a mute spectator when constitutional rights of a person in custody are prima facie violated,' the Bench observed, criticising the State for failing to register a cognisable offence despite substantial evidence from the post-mortem, inquest report, and the magistrate's findings. The Bench further questioned the delay by the CID in acting on the findings and expressed concern over the credibility of the internal inquiry, which bypassed the autopsy doctors and instead sought a second opinion from J.J. Hospital, Mumbai. The court directed that an FIR be registered based on the petitioner's complaint dated December 18, 2024, and that the investigation be handed over to a Deputy Superintendent of Police. The prior order restraining CID officer D.B. Talpe from submitting a final report has been vacated following this direction.
