The driver was later found to have been shot, according to police, who were searching for a suspected gunman who fled the scene along Santa Monica Boulevard in East Hollywood.
It was not immediately clear if the driver was shot before or after the crash or why he drove into the crowd, a police spokesperson said.
Twenty-three victims were taken to hospitals and trauma centers, according to police. Seven were in critical condition, the Los Angeles Fire Department said in a statement.
Fire Captain Adam VanGerpen said a line of people - mostly female - were waiting to enter Vermont Hollywood when they were struck by a Nissan Versa that also hit a food vending cart and valet stand. "This was a very chaotic scene," said VanGerpen, a public information officer.
People inside came out to help victims in the minutes before emergency crews arrived, he said.
The driver, whose gunshot wound was found by paramedics, was also taken to a hospital. Police did not identify him or disclose his condition.
The person suspected of shooting him was described as a man in a blue jersey with a silver revolver.
"This is under police investigation," VanGerpen said. "This will be a large investigation with the LAPD."
Vermont Hollywood was hosting a reggae-hip hop event from 10 p.m. to 2 a.m., according to its online calendar. There was no immediate response to a phone message left with the business.
A fight broke out outside the venue beforehand, according to Maria Medrano, who with her husband was there selling hot dogs. Shortly afterward, she said, the car hit the people, and the couple narrowly escaped when it crushed their stand.
"The car stopped once it hit the hot dog stand, it got stuck there," Medrano told The Associated Press from the hospital. "If not, I wouldn't be here to tell" the story.
After the crash she heard what sounded like gunshots.
"Everyone started running," Medrano said.

A man whose 9-year-old daughter was found dead in a wooded pond after he reported that she had been abducted while they were they were vacationing in upstate New York was charged Monday with murder. Luciano Frattolin, 45, of Montreal is charged with murdering and concealing the corpse of his daughter, Melina Frattolin, according to New York State Police. A not guilty plea was entered on his behalf at his arraignment Monday, according to court officials. The public defender's office assigned to defend Frattolin did not immediately respond to phone and email requests for comment from The Associated Press. Luciano Frattolin called 911 Saturday night and later told authorities his daughter had been abducted from a parking lot near Lake George, a resort town in the Adirondack region, authorities said. That led officials to issue an Amber Alert overnight to enlist the public's help in finding her. But authorities said there were inconsistencies in the father's account, and that they concluded there was no evidence she had been taken. Frattolin initially said he could not find his child after he stepped out of a wooded area at a parking lot near Lake George. 'During a subsequent interview, he then reports two unknown males forced her into a white van,' New York State Police Capt. Robert McConnell said. 'That lead was thoroughly investigated and disproven.' Surveillance video shows the father and daughter in another nearby resort town, Saratoga Springs, at about 5:30 p.m. Saturday. The girl spoke on the phone with her mother about an hour later and did not indicate she was under duress, police said. Police believe Frattolin killed the girl after the phone call and before he made the 911 call. Forest rangers found the girl's body on Sunday afternoon in the shallows of a pond about 30 miles (48 kilometers) north of Lake George, in Ticonderoga, authorities said. The criminal complaint said Frattolin concealed her body under a log. An autopsy has been scheduled. Police said the father and daughter had been vacationing since July 11 in the US and were expected back in Montreal that weekend. The girl lived in Montreal with her mother, who has been estranged from Luciano Frattolin since 2019, police said. Frattolin did not respond to requests for comment sent via LinkedIn, Instagram and his company website over the weekend. He described himself as a 'loving father' on his Instagram profile, and on the website of a coffee company said to be founded by him, a post says that his daughter Melina is 'the light of his life.' Police said Frattolin had no prior criminal or domestic violence history.

Russia Strikes Kyiv Hours Before High-Level Talks On Support For Ukraine
Russia unleashed one of its largest aerial assaults on Ukraine in recent months, only hours before the UK and Germany are to chair a meeting to discuss US President Donald Trump's plans for NATO allies to provide Ukraine with weapons. The attack killed two people and wounded 15, including a 12-year-old, Ukrainian President Volodymyr Zelenskyy said. In Kyiv's Shevchenkivskyi district, a drone struck the entrance to a subway station where people had taken cover. Videos posted on social media showed the station platform engulfed by smoke, with dozens of people inside. Kyiv Mayor Vitalii Klitschko said the station had to be ventilated in what he called an 'enhanced mode.' The heaviest strikes hit Kyiv's Darnytskyi district, where a kindergarten, supermarket, and warehouse facilities caught fire. French Foreign Minister Jean-Noel Barrot arrived in Kyiv on Monday and visited some of the damage. Trump's arms plan, announced a week ago, involves European nations sending American weapons to Ukraine via NATO — either from existing stockpiles or buying and donating new ones. The US president indicated discussions were partly focused on advanced Patriot air defense systems and said a week ago that deliveries would begin 'within days.' But last week, various senior officials suggested no transfers had yet taken place. NATO's Grynkewich told The Associated Press on Thursday that 'preparations are underway' for weapons transfers to Ukraine, while US Ambassador to NATO Matthew Whitaker said he couldn't give a time frame. Germany has said it offered to finance two new Patriot systems for Ukraine and raised the possibility of supplying systems it already owns and having them replaced by the US. Russian state media on Sunday reported that no date has yet been set for the negotiations, but said that Istanbul would likely remain the host city. The Kremlin spokesman said Sunday that Russia is open to peace with Ukraine, but achieving its goals remains a priority. The overnight Russian barrage of Kyiv began shortly after midnight and continued until around 6 a.m. Residents of the capital were kept awake by machine-gun fire, buzzing drone engines, and multiple loud explosions. It was the first major attack on Kyiv since Trump's special envoy to Ukraine, Keith Kellogg, arrived in the city last Monday. Russia halted strikes on Kyiv during its visit. Russia's Ministry of Defense said its attack used drones and Kinzhal hypersonic missiles.
