Shop & Factories Act amended, women can work in night shifts

Madhya Pradesh assembly
on Tuesday passed an amendment Bill in the Shop & Factories Act thereby allowing women to work in the night shift also at their workplace. The Bill said that the Bill aims at ensuring gender inclusivity at the workplace and said the employer will be responsible for safety of women at workplace and during transportation.
The state cabinet has already passed the Bill.
After the Bill comes into effect, women workers will be allowed to work night shifts (9.00 pm to 7.00 am) in factories and commercial establishments. A written consent of the woman worker concerned would be mandatory.
Minister for labour Prahlad Patel said the bill aims at gender inclusivity at the workplace and at the same time ensuring safety of women.

PORVORIM : The House passed the crucial Goa NonBiodegradable Garbage (Control) (Amendment) Bill, which has provision to penalise people caught littering not just public spaces, but private ones too. The bill facilitates a fine of Rs 300 for the first offence, with subsequent offences attracting fines of up to Rs 3 lakh. Opposition leader Yuri Alemao asked why imprisonment as a deterrent was not included in the amendment bill. It was passed after a brief discussion on provisions, and with amendments suggested by Curchorem MLA Nilesh Cabral. The House also passed the Goa Tax on Infrastructure (Amendment) Bill, introduced by TCP minister Vishwajit Rane, which aims to make payment of infrastructure tax by builders and developers easier. Opposition MLAs questioned govt's intent in allowing payments in two installments. To the point raised by Fatorda MLA Vijai Sardesai on whether similar benefits will be extended to Goans for constructing their houses, the CM said such a law is in the pipeline. Passing of the Goa Public Universities Bill, with a provision to facilitate setting up of multi-disciplinary universities was deferred till Friday following Opposition members' demands that the bill be sent to the select committee.

Leaders of the opposition coalition will convene at 10 am at the Parliament Library Building, in the office of the Leader of Opposition in the Rajya Sabha. Shortly after the meeting, at 10:30 am, alliance MPs are expected to stage a protest in front of the Makar Dwar entrance of Parliament under the slogan: "Our vote, our right, our fight." NDA responds with its own meet In a clear show of counterweight, the National Democratic Alliance (NDA) is also holding a crucial meeting today at the same venue — the Parliament Library Building. The gathering will include NDA MPs from both Lok Sabha and Rajya Sabha. The parallel meetings come amid a deepening deadlock in Parliament, with the opposition relentlessly pressing for a full debate on the SIR issue, leading to repeated adjournments in both Houses since the Monsoon Session began. Legislative business paralysed On Monday, the logjam prevented the Lok Sabha from discussing key legislation, including the National Sports Governance Bill, 2025 and the National Anti-Doping (Amendment) Bill, 2025. The bills, which were listed for discussion, remained untouched due to opposition protests. Union parliamentary affairs minister Kiren Rijiju expressed frustration, stating that time had been allotted for these discussions after an all-party meeting and a subsequent BAC (Business Advisory Committee) decision. "Important bills are being stalled. This is a waste of the House's time," Rijiju said, calling the opposition's actions "undemocratic." Union sports minister Mansukh Mandaviya echoed the sentiment, urging MPs to cooperate in the national interest and allow the Sports and Anti-Doping Bills to move forward. Presiding over the Lok Sabha proceedings, BJP MP Jagdambika Pal also appealed for calm, pointing out that no legislation has been passed so far in the ongoing Monsoon Session due to the constant disruption. Opposition holds ground Despite these appeals, opposition leaders remain firm. Their central demand — that the government withdraw the Special Intensive Revision in Bihar — continues to block legislative proceedings.

The meeting comes amid a stalemate in Parliament over the opposition demand for discussion on Special Intensive Revision (SIR) of electoral rolls in Bihar. The opposition parties are demanding the withdrawal of SIR. The Lok Sabha could not take up the National Sports Governance Bill, 2025 and the National Anti-Doping (Amendment) Bill, 2025, for discussion amid opposition opposition protests, Parliamentary Affairs Minister Kiren Rijiju said that following an all-party meeting, time had been allotted in the BAC meeting to discuss the National Sports Bill and the Anti-doping Bill. He urged members not to waste the time of the House and condemned their Sports Minister Mansukh Mandaivya said that bills are important and urged opposition members to allow MP Jagdambika Pal, who was in the Chair, also urged members to allow discussion to proceed.
