3 years on, Tuem hospital yet to open, locals sick of delay

Mapusa:
The long-delayed construction of the 100-bed Tuem hospital was finally completed in Sep 2021, but there are no signs that it will be commissioned any time soon. Health minister Vishwajit Rane held a meeting on the matter with senior health officials this week, a local said, only after people announced a gathering on Sunday to discuss the hold-up.
Sources said that as soon as the public declared their intention to congregate for the gathering, Rane held a meeting with Mandrem MLA Jit Arolkar, the health secretary, the director of health services, and other officials concerned.
In a social media post, Rane said he has directed officials to expedite the opening of the hospital. But he did not specify a date.
Built by the Goa State Infrastructure Development Corporation (GSIDC), the hospital was proposed to cater to the entire Pernem taluka.
The first announcement about the hospital was made by Manohar Parrikar, the CM at the time, in Aug 2013. The foundation was laid to upgrade the Tuem community health centre into a full-fledged hospital.
According to GSIDC sources, while the structure of the medical facility has been completed, ancillary equipment and machinery required have yet to be purchased and installed. GSIDC has yet to hand over the hospital to the health services.

GSIDC sources said that facilities and equipment for outpatient care are ready.
The procurement of medical equipment is stuck because the handover has yet to be completed and there is uncertainty over the role that the facility will play. This uncertainty has also affected the recruitment of staff.
A meeting has been planned in the coming days to decide on the list of equipment required, the funds needed, and approval for the tender documents.
With no large healthcare facility in the taluka, home to a population of about a lakh, Pernem's people have to either travel to North Goa District Hospital at Peddem or to GMC at Bambolim.
Frustrated over the delay of three years in the opening of the hospital, locals formed a group, Tuem Hospital Kruti Samittee, to pressure govt to open the hospital swiftly.
'We demand that Tuem hospital be commissioned and made fully operational, linked to GMC, and employment be given to locals,' the convener of the committee, Devendra Prabhudesai, told

. 'We have called a mass public meeting on Sunday to press for our demands.'

Health workers accuse RFK Jr of fuelling threats against CDC staff

More than 750 current and former federal health employees on Wednesday accused Health and Human Services Secretary Robert F Kennedy Jr of contributing to harassment and violence directed at public health a letter addressed to Kennedy and Congress, the group cited several of his actions like removing experts from a CDC vaccine advisory committee, questioning the safety of the measles vaccine, and firing senior CDC staff as undermining trust in federal medical argued Kennedy's rhetoric played a role in the August 8 shooting at the Centers for Disease Control and Prevention (CDC) headquarters in Atlanta, where a man opened fire on four CDC buildings, killing a police officer. Authorities said the gunman blamed a COVID-19 vaccine for his depression and suicidal thoughts. In an interview following the incident, Kennedy refused to confirm the shooter's motive, stating that political violence was 'wrong.' Neither he nor former President Donald Trump has publicly addressed the motive, even as law enforcement confirmed the CDC was targeted over vaccine health workers urged Kennedy to 'cease and publicly disavow the ongoing dissemination of false and misleading claims about vaccines, infectious disease transmission, and America's public health institutions.'OFFICIALS DEMAND DISAVOWAL OF MISINFORMATION, LINK KENNEDY TO CDC ATTACKThe letter further accused Kennedy of being 'complicit in dismantling America's public health infrastructure and endangering the nation's health by repeatedly spreading inaccurate health information.'Signatories called on the Health and Human Services Department to reaffirm that the CDC's work is 'rooted in scientific, non-partisan evidence focused on improving the health of every American.' They also requested that HHS guarantee its employees can operate 'in an environment free from imminent threats of harm.'Additionally, the group urged Kennedy to act against online content that targets federal workers, including so-called 'DEI watchlists.' Tailors, weavers, clerks are under construction workers' welfare board, says CAG

Bengaluru: The Comptroller and Auditor General (CAG) Wednesday pulled up Karnataka Building and Other Construction Workers Welfare Board for irregular and unauthorised expenditure of Rs 259 crore during the first wave of Covid-19 in 2020. In a report tabled in the legislature, CAG said the board had initially proposed a preventive health training and check-up programme for five lakh registered construction workers across the state. Its first proposal in July 2020, estimated at Rs 10 crore, was rejected by the finance department, which sought more clarity. A second proposal in Dec 2020 was also blocked after the finance department demanded justification for awarding the project to three agencies directly, without following the tender process, and for seeking 4(g) exemption under the Karnataka Transparency in Public Procurement (KTPP) Act. He also sought administrative approval to implement the scheme on a pilot basis in Dharwad circle for Rs 9 crore. Soon after, the board decided to split the same work into 30 individual projects, thereby avoiding the need for cabinet approval, and proceeded to call for quotations. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is it better to shower in the morning or at night? The CAG noted, "Thus, the award of contracts from Sept 2021 to May 2022 in contravention to the act/rules resulted in irregular expenditure of Rs 258.8 crore." Responding to the audit, the govt said in Aug 2024 that the work was entrusted directly since a 4(a) exemption was accorded and that there was no contravention of rules. However, CAG rejected this defence, stating the reply was "unacceptable" as it was meant to address the Covid-19 emergency and criticised the labour department for approving work by splitting them into 30 sub-works of Rs 10 crore each despite finance department objections and without cabinet approval. The report also flagged irregularities in the registration of members. Of the board's 42.5 lakh registered workers, CAG found a significant number were not actually construction workers. A random survey of 399 applicants who registered through the Seva Sindhu portal revealed beneficiaries included tailors, clerks, weavers, and others from unrelated professions. The audit recommended that the board devise a mechanism to identify and weed out ineligible beneficiaries. Stay updated with the latest local news from your city on Times of India (TOI). Government proposes exempting life & health insurance for individuals from GST

Representative image NEW DELHI: The Centre has proposed exempting life and health insurance policies for individuals from the ambit of GST, the head of a panel of ministers set up by the GST council said on Wednesday, a move that is expected to provide relief to large sections of consumers. Bihar deputy chief minister and convenor of the panel of ministers on health and insurance Samrat Choudhary said the Centre's proposal is clear that individual insurance policies should be exempt from GST. "This has been discussed and the GoM report will be presented to the council," Choudhary was quoted as saying. He also said all members have given their approval for lowering rates and some states have given their own views. He said a final call issue would be taken by the GST council when it meets. Telangana deputy CM Mallu Bhatti Vikramarka, a member of the GoM , said it was made clear that the benefit of GST should go to policyholders and not companies and a mechanism needs to be worked on to ensure this. He also pointed to the fact nearly Rs 9,700 crore annual revenue loss is estimated due to the GST exemption to individual insurance policies. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like This Could Be the Best Time to Trade Gold in 5 Years IC Markets Learn More Undo The 13-member panel on health and insurance was set up in Sept to draw up a roadmap on the issue and it is expected to submit its report by October. The panel includes ministers from UP, Rajasthan, West Bengal, Karnataka, Kerala, Andhra Pradesh, Goa, Gujarat, Meghalaya, Punjab, Tamil Nadu and Telangana. "The proposed reduction of GST on health and life insurance from 18% to nil (exempt) shows how GST has evolved from just a way to collect revenue to a tool for advancing national goals. It can help promote financial inclusion, strengthen healthcare, and support key initiatives like Ayushman Bharat and universal coverage," said Saurabh Agarwal, Tax Partner, EY India. "This change could be very important for both customers and the insurance industry. For individuals, especially senior citizens and low-income families, it could make insurance more affordable."
