‘Raze illegal structures, prevent fires'

Time of India2 days ago

Mumbai: Several fire incidents over the past decade have exposed a recurring pattern—many of the affected structures were unauthorised or had illegal alterations. Citizens and activists argue that the BMC must proactively act against such violations to prevent tragedies.
The Oct 2015 blaze at Hotel City Kinara in Kurla revealed glaring fire safety lapses: Gas pipes crisscrossed the eatery, cylinders were stored on a mezzanine balcony, staircases were dangerously narrow, and the mezzanine itself was illegal. Similarly, the Dec 2017 fire at Kamala Mills that claimed 14 lives at the 1 Above restaurant spread rapidly due to a highly combustible, unauthorised thatched roof—an addition for which no permissions was granted.
The BMC had suspended 5 officials after the blaze.
Niranjan Shetty, chairman of Ahar (Association of Hotels and Restaurants), said, "Authorised eateries largely comply with fire safety norms, as they know non-compliance invites strict action. But there's a clear trend—most fire incidents involve unauthorised structures or illegal extensions. That's where enforcement needs to tighten."
The inquiry into the recent fire at a Bandra mall pointed out that the firefighting system was manual, not automatic, highlighting gaps in safety infrastructure in commercial spaces.
Nicholas Almeida of Watchdog Foundation said after the Kinara fire, the BMC cracked down on illegal eateries and roadside cooking. "But a decade later, open cooking continues. Ward level officials can act against this."tnn

Actor Dino Morea appears before ED over Mithi river desilting case

Bollywood actor Dino Morea on Thursday appeared before the Enforcement Directorate (ED) here in connection with a money laundering probe linked to an alleged Rs 65 crore Mithi river desilting scam, officials said. Morea, who had been summoned by the ED for questioning, reached the federal agency's office at Ballard Estate in south Mumbai at around 10.30 am, an official said. The ED on June 6 conducted searches at more than 15 locations in Mumbai, and Kochi in Kerala, including the premises of Dino Morea in Bandra (West) area here, those linked to his brother Santino, some Brihanmumbai Municipal Corporation (BMC) officials, and contractors among others, official sources earlier said. The searches were conducted in Kochi as one of the companies that provided desilting equipment to the BMC -- Matprop Technical Services Pvt Ltd -- is based in this city, they said. The investigation is being conducted under the Prevention of Money Laundering Act (PMLA), the sources had said. The ED case stems from a Mumbai Police Economic Offences Wing (EOW) FIR filed in May against 13 persons, including contractors and civic officials, for an alleged Rs 65.54 crore scam in tenders awarded from 2017-2023 for desilting of the Mithi river which flows through Mumbai and acts as a stormwater drainage channel for the metro city. The Uddhav Thackeray-led undivided Shiv Sena controlled the cash-rich BMC from 1997 till the party's split in 2022. After the expiry of the general body in 2022, the civic body was controlled by the state government, which was then headed by Eknath Shinde. It was alleged by the police in its complaint that BMC officials tailored the tender for the desilting contract in such a way that it benefited a particular supplier of machinery, and the contractors reportedly generated fraudulent bills for transporting the sludge out of Mumbai. The 49-year-old actor and his brother were questioned by the Mumbai Police EOW in this case last month also. The Morea brothers, it is understood, were questioned by the police about their alleged links with alleged middleman Ketan Kadam, arrested in the case along with another accused, Jai Joshi, apart from some financial transactions made in a company linked to Santino. Kadam and Joshi, according to police, were involved in the renting out of 'silt pusher' machines and multi-purpose amphibious pontoon machines to contractors who were carrying out Mithi river desilting work. In 2021, the ED had attached Morea's assets as part of a money laundering investigation linked to an alleged bank fraud case against Gujarat-based pharmaceutical company Sterling Biotech and its promoters. The plan to desilt the river was planned by the Mumbai civic authorities following the 2005 floods, which brought the city to a grinding halt.

Dino Morea Smiles, Looks Unfazed As He Reaches ED Office In Rs 65 Crore Scam Probe

Last Updated: Dino Morea appears before ED for questioning in ₹65 crore Mithi river scam. Actor seen smiling, unfazed. Watch video and get full details of the case. Bollywood actor Dino Morea appeared before the Enforcement Directorate (ED) on Thursday morning in connection with a multi-crore money laundering probe related to the alleged ₹65.54 crore Mithi river desilting scam. The actor, whose name surfaced during the ED's expanding investigation, looked relaxed and composed as he walked into the agency's Mumbai office, drawing attention for his seemingly unfazed demeanor despite the gravity of the allegations. Dino arrived at the ED's Ballard Estate office around 10:30 AM. Dressed in a crisp white shirt, jeans, and carrying a backpack, the actor greeted paparazzi with a confident smile. In videos now circulating online, he can be seen momentarily heading in the wrong direction before being gently redirected by photographers. The casual air stood in stark contrast to his last public appearance in May, where he had notably avoided cameras following reports of the ED's interest in his alleged financial dealings. The ED's investigation is linked to irregularities in desilting tenders issued by the Brihanmumbai Municipal Corporation (BMC) between 2017 and 2023. The Mithi river, which runs through Mumbai, plays a critical role in stormwater drainage, especially during the monsoon season. The alleged scam revolves around inflated tenders and substandard work that ultimately endangered flood management in India's financial capital. #WATCH | Mumbai: Bollywood actor Dino Morea arrives at the office of the Enforcement Directorate (ED) in MumbaiThe agency has summoned him in connection with the alleged Rs 65 crore Mithi river desilting case. — ANI (@ANI) June 12, 2025 On June 6, the federal agency conducted widespread raids across Mumbai, Kerala, and Kochi — covering more than 15 locations — including properties associated with Dino and his brother Santino Morea. Sources have also confirmed that the ED searched locations linked to BMC officials and contractors named in the FIR. These searches followed a May FIR filed by the Economic Offences Wing (EOW) of the Mumbai Police, which booked 13 individuals, including government officials and private contractors, for criminal conspiracy and fraud. Reports suggest that Dino Morea and his brother were questioned by police earlier for their alleged links with accused Jai Joshi and middleman Ketan Kadam — two names central to the scam's financial chain. Authorities are currently probing whether the Moreas had any monetary gains or roles in facilitating tenders or laundering funds tied to the civic project. This is not Dino's first encounter with financial scrutiny. In 2021, the ED had provisionally attached assets linked to the actor as part of its investigation into a separate money laundering case involving Sterling Biotech — a Gujarat-based pharmaceutical firm accused of massive bank fraud. While no direct charges were made against Dino at the time, his name surfaced due to business associations under the scanner. Despite the increasing pressure, the 48-year-old actor has chosen to remain composed in public, even as speculation around his involvement grows. Known for his early 2000s roles in films like Raaz, Gunaah, and Aksar, Dino has in recent years stayed away from mainstream cinema, instead venturing into business and production. Meanwhile, officials close to the investigation say more summons and questioning rounds are likely in the coming weeks, as financial trails are analyzed and digital records are examined. Actor Dino Morea appears before ED for questioning in Mithi River desilting case

Actor Dino Morea Thursday appeared before the Enforcement Directorate (ED) and joined the money laundering investigation the agency is carrying out in connection with the multi-crore Mithi River desilting scam. Morea, a close friend of Shiv Sena (UBT) leader Aaditya Thackeray, arrived at the agency's Ballard Estate office with his brother. Morea is reportedly closely linked to Ketan Kadam, the alleged middleman of Vodar India Ltd., with whom he has been reportedly acquainted for the past 25 years. Officers with the Mumbai police Economic Offences Wing (EOW) suspect that Morea may have helped the accused influence contractors. EOW sources said there are five to seven monetary transactions worth Rs 14-18 lakh between Morea and Kadam, one of the two middlemen and a key accused in the scam. The SIT's probe is revolving around these transactions, prompting investigators to question the actor. The EOW booked the 13 people for allegedly causing wrongful loss to the civic body worth more than Rs 65.54 crore. Based on the EOW's predicate offence, the ED last month registered an enforcement case information report (ECIR) and began a money laundering investigation. The ED last week conducted a massive search in Mumbai and Kochi in Kerala. The searches were held at more than 15 locations, including the houses and offices of 13 Brihanmumbai Corporation (BMC) officers, contractors, and middlemen named as accused in the FIR the EOW filed last month. Searches were also held at the Bandra (West) residence of Morea. After the searches, the agency summoned Morea and his brother to join the probe. Sources said the central agency, before initiating any major action, has already begun investigating the properties acquired by the accused during the scam period and the source of the money used to acquire those properties. During the initial inquiry, crucial findings emerged, prompting the agency to conduct search operations. Desilting work contracts worth nearly Rs 1,100 crore are under the scanner. The Mithi River is an 18.64-km seasonal river that runs alongside residential slum pockets and industrial areas. It serves as a natural stormwater drainage channel for Mumbai, carrying excess water during the monsoon season. But, over the years, it has been used by residents to dump garbage, sewage, and industrial waste, polluting it to a significant level. After the 2005 Mumbai floods, the authorities realised the issues with the Mithi River, and the government put in efforts to clean the sludge from the riverbed to ensure uninterrupted water flow. It has been alleged that massive corruption occurred in the desilting work sanctioned and carried out by the BMC. An initial inquiry by the police revealed that various financial irregularities occurred in contracts for desilting the river between 2021-22 and 2022-23. These irregularities were related to the transportation of sludge and its dumping on the ground. Later, the EOW found that the contractors had submitted nine fake memoranda of understanding (MoUs). The accused BMC officers allegedly misused their positions for wrongful financial gain. The SIT under EOW has already arrested two middlemen – Ketan Kadam and Jay Joshi – in the case. Joshi is the owner of Virgo Specialties Pvt Ltd, and Kadam is from Vodar India LLP. Joshi has secured bail in the matter, while two named serving BMC officers and one retired civic official have moved the court seeking anticipatory bail.
