Calgary still 42,000 housing units short of what's needed: chief housing officer

'We've laid a foundation of sound planning principles over the last decade-plus that, when coupled with the Home is Here strategy, has resulted in Calgary being Canada's housing engine,' Hendry said.
Article content
One of the most noteworthy achievements, he argued, was the city's approval last year of 893 below-market housing development permit approvals. But while that represents an 850 per cent year-over-year growth from 2023, he noted it still falls well short of the city's 3,000-unit target.

Another area the strategy has fallen short is closing Calgary's housing supply gap. Hendry showed a graph highlighting that, despite the ongoing housing boom, the city is on track to have a shortage of roughly 42,000 housing units by the end of this year.

Although the strategy has fallen short of some targets in its first year and a half, the plan is nevertheless working and the city needs to 'stay the course,' according to Hendry. He encouraged committee members to consider the housing gap whenever housing-related initiatives and projects come before council.

As for the strategy's next steps, Hendry hinted at a 'by Indigenous, for Indigenous' housing program called Maa'too'maa'taapii Aoko'iyii'piaya, which aims to meet the housing needs of Calgary's First Nation communities.

While the committee accepted Hendry's update for the corporate record, the item still saw dozens of public presenters, mostly representatives from housing and below-market housing organizations, who spoke to the strategy's merits and shortcomings.

Michelle James, policy director with Vibrant Communities Calgary — the non-profit organization that oversees the city's poverty reduction strategy — told the committee the charity strongly supports Home is Here, but urged council to put more focus on non-market housing.
Article content
Vibrant Communities Calgary estimates there are 40,000 households in Calgary that are exhausting all avenues to retain their housing, such as using resources like food banks or other charities, James said. There are also more than 3,000 unhoused Calgarians and more than 7,000 households on Calgary Housing's affordable housing waitlist.

Legal challenge against blanket rezoning taken to Alberta Court of Appeal

Article content Roughly 70 per cent of speakers were against blanket rezoning, with opponents criticizing how densification of established communities would alter their neighbourhood's character, increase traffic and parking congestion, and strain civic infrastructure. Article content Critics also argued the move would stifle the opportunity for neighbourly input on land-use decisions, by removing the public hearing that would typically accompany a rezoning application. Article content Supporters of blanket rezoning argued it would help with Calgary's overall housing supply and affordability by easing and accelerating the approval of more attainable housing types in communities that were previously zoned for single-family detached homes. Article content Another benefit, proponents argued, is that densifying older neighbourhoods is a cheaper alternative to boost housing than continuing Calgary's urban sprawl. Article content Article content Miller disputed the affordability argument, adding blanket zoning has only served the development sector. Article content 'This whole upzoning was premised on the fact it would bring about affordable housing, and the anecdotal evidence is that it's not creating more affordable homes,' he said. 'It's simply allowing developers to profit significantly by speculating on the land.' Article content Council ultimately supported citywide R-CG zoning, albeit with a suite of amendments related to public feedback and privacy requirements, and listing rowhouses as a 'discretionary use' rather than a permitted use. Article content In June 2024, Calgarians for Thoughtful Growth and its then-300 members sought its initial judicial review by filing its legal challenge to the Court of King's Bench. Article content 'We sought a court review of the bylaw because we believe it exceeds the city's legal authority, was adopted through a process lacking fairness and impartiality and disregarded the overwhelming majority of public input received during the hearing process,' the group's release stated. Article content Article content Justice Michael Lema issued a 39-page ruling siding with the city in late January. He argued council and the city were within their legal right under the Municipal Government Act to implement blanket rezoning, and did so in a procedurally fair manner while providing sufficient notice to the public. Article content A city spokesperson said Thursday that the municipality does not typically comment on matters that are before the courts. Article content The city previously stated that blanket R-CG zoning 'supports increased housing supply and housing choices for Calgarians' by speeding up the redevelopment process and removing cost barriers and political uncertainty.

Chorney-Booth: Kondattam is a pan-Indian dream come true

Article content While many Asian restaurants in Calgary are opting to go more regional these days, Thangavel and Senniappan decided to make Kondattam a pan-Indian affair or, as Sennaippan likes to say, 'from Kashmir to Kanyakumari' or 'K to K,' referencing a popular north-to-south Indian road trip route. The menu is quite large — though, Sennaippan notes, significantly more curated than a typical curry house menu — with selections representing the best of Indian cuisine. You've got snacks like pani puri ($10) balls stuffed with potatoes and green peas; a fried squid appetizer with house masala ($18); ultra-crisp dosas ($10) with plenty of filling options; and five flavours of naan ($3 to $7). Article content Everything on the menu is prepared with great skill and care, but there are some must-try standouts. While Senniappan did put the obligatory butter chicken on the menu, he's pleased that the most popular curry has been the fragrant Kondattam signature curry, made with a blend of 16 spices from the Karaikudi region of Tamil Nadu. The tandoor section of the menu also has some interesting choices, including fresh Atlantic salmon cooked in the charcoal tandoor ($24) and an Alberta sirloin steak ($26) prepared in the tandoor and served in a tomato butter curry. Article content Article content Thangavel and Senniappan aimed high, bringing their dream and spices from halfway around the world. Already almost constantly full of customers, it's turning out to be a dream come true for Calgarians, too. Article content Kondattam is located at 1006 1st St. S.E. in the Upten Apartments building. The restaurant is open Tuesday through Sunday for lunch and dinner and can be reached at 403-453-0078 or through Article content In other food news, knowing where our food comes from is important, which is why agri-tourism is so popular. The annual Open Farm Days takes place this weekend (Aug. 16 and 17), with farms throughout the province welcoming the public to tour their properties and see how the food we enjoy is produced. Pay a visit to well-known operations like Edgar Farms near Innisfail or Spirit Hills flower winery in Millarville, or take a chance and try a new-to-you greenhouse, honey producer, cattle ranch or fresh flower grower.
