
Wells Fargo CEO goes from fixer to builder as regulators lift punishments
NEW YORK :Wells Fargo CEO Charlie Scharf knows he has a reputation for sternness, but he said that when the bank was finally freed of a $1.95 trillion asset cap by regulators on Tuesday, he became emotional.
"Everyone thinks that I'm this tough, tough person ... but it's been so long in the making, it's impacted so many people so negatively," Scharf said. "All of a sudden, it's like it's all been worth it and everyone's feeling it."
Scharf, 60, took the helm at Wells Fargo in 2019, vowing to repair its deeply entrenched problems from a fake-accounts scandal that erupted in 2016. The bank faced a public outcry, was blasted by lawmakers and slapped with billions of dollars in fines.
The Federal Reserve's decision to lift one of Wells Fargo's last major punishments this week has largely closed that chapter in its history. It also cements Scharf's legacy after a grueling turnaround in which he overhauled management, slashed headcount and shed businesses.
"I feel great," Scharf told Reuters in a wide-ranging interview on Wednesday after being inundated by congratulatory messages from employees and counterparts at other banks.
He is turning his focus to growth after serving almost six years as Wells Fargo's fixer-in-chief. He plans to expand further in credit cards and investment banking, while also investing in wealth and commercial banking.
It will not expand in mortgages, he said. The bank exited many of those operations after they were beset by scandal.
As Wells Fargo aims to increase earnings, it plans to raise its dividend to keep payouts consistent for investors, Scharf said. Share buybacks will continue, but their pace will probably slow as the bank invests in growth, he said.
Scharf, who previously ran BNY and Visa, took over scandal-plagued Wells Fargo after his two predecessors were ousted. He installed new leadership, slashed more than 55,000 jobs, exited unprofitable businesses and reworked the bank's risk management and controls. In an effort to transform its culture, he also reworked the company's performance review process to boost accountability.
Wells Fargo shares were up 0.5 per cent on Wednesday afternoon, having climbed more than 8 per cent so far this year as investors became more optimistic about the bank shedding its regulatory baggage.
"The pressure, by the way, for me - it doesn't go away, it just changes" from focusing on historical problems to future growth, Scharf said. "I'm not going to work any less hard, I'm not going to feel any less pressure, I'll probably have more fun."

REACTIONS
I feel great. I felt a little emotional yesterday. Everyone thinks I'm this tough, tough person, and I'm not actually. It's been so long in the making, it's impacted so many people so negatively. And I started getting notes immediately from everyone, but especially people who work here. I would say 80 per cent of them, 75 per cent of them were about their experience here over a period of time and how proud they are now, and thankful. Twenty percent were about the $2,000 (stock award) we were giving them.
All of a sudden, it's like it's all been worth it and everyone's feeling it. It's everyone, and I really do believe that everyone who is here has been impacted by the work. Some directly, because they had to do it, but even just people having to talk to their family and friends on weekends about Wells Fargo news, and why do they still work here? You put people through a lot.
GROWTH AREAS
I would expect that across all the remaining businesses that we have, with the slight exception of our mortgage business, all have opportunities to grow and produce higher returns.
So it's true of the wealth business through commercial still true of CIB (corporate and investment banking), because even though we're seeing results and significant upside there, it's true in our business, and super importantly, it's true in our consumer and small business banking business, where they were most impacted by the sales practice scandal. We're just introducing disciplines back to be able to serve customers more broadly and grow in ways that we haven't been able to.
People always ask me, "What are the top three priority areas for growth?" And I try not to answer the question, because I really believe every line of business has an opportunity.
ACQUISITIONS
Not on the short list right now. At some time, capabilities around payments, around rewards, around the movement of securities, would we be willing to look at something like that? Sure. But we haven't even begun to think about what that is. And we still have more work to do. We don't want to get ahead of ourselves.
CHANGES AT WELLS FARGO
In some ways, it's a totally different company. The culture is different here, it's not a "me" culture. People want to be treated fairly, they want to be paid fairly, but they come here because they want to work together. That is incredibly important.
Carried to an extreme, it hurt us because we didn't make difficult decisions about people, we didn't confront things. But I do think a culture like that, in a balanced way, is incredible to have. It takes a long time to build.
We have real accountability in the organization, and that's those that's positive, that's negative, but it also brings with it a strong desire to help people get better.
It's much more of a meritocracy. Nothing's perfect. We've still got a ways to go, but it drives performance. Every senior leader is expected to be involved in a detailed way in both the strategy and the execution of their business plan.
HEADCOUNT
We're adding bankers, sales people, relationship managers in the commercial bank, technology resources. We're just funding it through efficiencies that we're getting elsewhere. There's significant opportunities to become more efficient.
BUYBACKS AND DIVIDENDS
We've been buying a lot of stock back, and I anticipate that we'll continue to buy stock back. So on the dividend, what we want to be able to do is increase the earnings capacity of the company (and) increase the dividend to keep a relatively consistent payout ratio. We hope to be able to consistently increase the dividend at a reasonable level.
Hopefully we'll have more opportunities to invest inside the business so we'll likely buy less stock back than we had.
FUTURE PLANS

As hard as I've been working, we find time to do the things that allow us to regenerate.
I'm not going to work any less hard, I'm not going to feel any less pressure. I'll probably have more fun.
INDUSTRY REACTION
I've heard from just about all the big banks' CEOs congratulating us. When you're on the inside of these things, you know how hard they really are and what it takes. Folks have said it's good for the industry. A strong Wells Fargo, without those constraints, allows Wells to be able to support growth. And even though we're all very competitive, a strong U.S. is a good thing.

Last week, rival Marvell Technology forecast second-quarter revenue above Wall Street estimate, betting on strong demand for its custom chips powering AI workload in data centers. Broadcom's valuation had crossed $1 trillion for the first time in December after it forecast massive expansion in demand for chips that power AI. Its shares have risen about 12 per cent so far this year. It has a 12-month forward price-to-earnings ratio of 35.36, compared with Marvell's 20.63, according to data compiled by LSEG.

US President Donald Trump on Thursday (Jun 6) threatened to cut off government contracts with Elon Musk's companies, as the once-close relationship between the world's most powerful man and its richest unravelled publicly on their rival social media platforms. Trump said in a televised Oval Office diatribe that he was "very disappointed" after his former aide and top donor criticised his "big, beautiful" spending Bill before Congress. The pair then hurled insults at each other on social media – with Musk even posting, without proof, that Trump was referenced in government documents on disgraced financier and sex offender Jeffrey Epstein. The row could have major political and economic fallout, as shares in Musk's Tesla car company plunged and the South African-born tech tycoon vowed that he would end a critical US spaceship program. Speculation had long swirled that a relationship between the world's richest person and its most powerful could not last long – but the speed of the meltdown took Washington by surprise. MAY 22 House Republicans on May 22, took a major step forward on President Donald Trump's agenda, approving a legislative package that combines tax breaks, spending cuts, border security funding and other priorities. House committees laboured for months on the Bill, which underwent late changes to win over holdouts in the Republican conference. It exceeds 1,000 pages and is titled the One Big Beautiful Bill Act, a nod to Trump himself. Republicans made one last round of revisions before the Bill reached the House floor, boosting the state and local tax deduction to win over centrists and speeding up the work requirements in Medicaid to win over those who did not believe the Bill did enough to curb spending. This massive, outrageous, pork-filled Congressional spending Bill is a disgusting abomination. Shame on those who voted for it: you know you did wrong. You know it," Musk wrote on his X platform. "It will massively increase the already gigantic budget deficit to US$2.5 trillion and burden American citizens with crushingly unsustainable debt." JUN 4 On Wednesday, Musk made several posts on X about the Bill, writing that "a new spending Bill should be drafted that doesn't massively grow the deficit and increase the debt ceiling by 5 trillion dollars". In another post later in the day, he wrote: "Call your Senator, Call your Congressmen, Bankrupting America is NOT ok! KILL the BILL." He also called the spending Bill the "Debt Slavery Bill", as, according to him, the Bill contains the largest increase in the debt ceiling in US history. JUN 5, 12PM EASTERN TIME (JUN 6, 12AM, SINGAPORE TIME) Trump, after he met with German Chancellor Friedrich Merz, addressed Musk's criticisms and added that he anticipated Musk criticising him personally. Musk then replied to this post on X at 12.13PM, writing: "Keep the good, remove the bad." Musk appeared to respond in real time to Trump's claims from the Oval Office about the EV mandate. "Keep the EV/solar incentive cuts in the Bill, even though no oil& gas subsidies are touched (very unfair!!), but ditch the mountain of disgusting pork in the Bill," he said. "In the entire history of civilisation, there has never been legislation that is both big and beautiful. Everyone knows this! "Either you get a big and ugly Bill or a slim and beautiful Bill. Slim and beautiful is the way." JUN 5, 12.25PM Musk then responded to a clip of Trump from the Oval Office that said Musk knew the inner workings of the bill. "False. This Bill was never shown to me even once and was passed in the dead of night so fast that almost no one in Congress could even read it!" Musk wrote on X. At 12.44pm, Musk, in a repost of X user Jesse Paltan's post, who compiled a number of Trump's old tweets in a picture, wrote: "Where is this guy today?" JUN 5, 1.57PM At 1.57pm, Musk launched a poll on X with the question: "Is it time to create a new political party in America that actually represents the 80 per cent in the middle?" The poll is now pinned to his X account. More than four million people have voted. JUN 5, 2.37PM Trump hit back on his social media platform, Truth Social: "Elon was 'wearing thin,' I asked him to leave, I took away his EV Mandate that forced everyone to buy Electric Cars that nobody else wanted (that he knew for months I was going to do!), and he just went CRAZY!" Trump, in another Truth Social post, also said that he did not mind Musk turning against him, but "he should have done so months ago". "This is one of the Greatest Bills ever presented to Congress. It's a Record Cut in Expenses, US$1.6 Trillion Dollars, and the Biggest Tax Cut ever given. If this Bill doesn't pass, there will be a 68 per cent Tax Increase, and things far worse than that," Trump said. "I didn't create this mess, I'm just here to FIX IT. This puts our Country on a Path of Greatness. MAKE AMERICA GREAT AGAIN!" He added that the easiest way to save "billions and billions of dollars" was to "terminate Elon's Governmental Subsidies and Contracts. I was always surprised that Biden didn't do it!" JUN 5, 3.10PM Musk then alleged that Trump is featured in secret government files on rich and powerful former Epstein associates. "Time to drop the really big bomb: (Trump) is in the Epstein files," Musk posted on X. "That is the real reason they have not been made public." Supporters on the conspiratorial end of Trump's base allege that Epstein's associates had their roles in his crimes covered up by government officials and others. They point the finger at Democrats and Hollywood celebrities, however, not at Trump himself, and no official source has ever confirmed that the president appears in any of the material. Musk did not reveal which files he was talking about, and offered no evidence for his claim. Musk, in a later post, responded to Trump's statements about the cancellation of his government contracts and said that "SpaceX will begin decommissioning its Dragon spacecraft immediately".
