
NGT directs Gujarat CS to submit detailed progress report on waste management
National Green Tribunal
(NGT) has directed Gujarat's chief secretary to submit an affidavit detailing the status of waste generation, collection, disposal, and processing for each urban local body (ULB) in the state.
The Gujarat govt was expected to submit a six-monthly report on solid and liquid waste management to the NGT by July 22, in accordance with a previous order issued by the tribunal, following directions from the Supreme Court.
During a hearing on Tuesday, the tribunal noted that the Gujarat govt failed to file the required report. It observed that "the chief secretary, state of Gujarat has not made any request for seeking further time disclosing any cogent reason."
The state's counsel requested a four-week extension to file the progress report, which the tribunal granted.
However, the NGT emphasized that the chief secretary must submit the report in the format prescribed in its earlier order. "Let the progress report be filed by the chief secretary, state of Gujarat in the form of an affidavit, enclosing therewith the status of compliance of solid and liquid waste management (ULB-wise) in the state," the tribunal stated.

The prescribed format requires the report to include detailed information on solid waste management — including the quantity of waste generated by each municipality and municipal corporation, the amount collected, its destination, and the methods of processing such as composting, RDF (refuse derived fuel), and energy generation.
Additionally, the report must cover legacy waste and its disposal, sewer systems and sewage management — including data on wastewater flowing into drains and the volume treated — as well as the capacity and performance of sewage treatment plants (STPs).

All three main opposition parties in Punjab, the Congress, the Shiromani Akali Dal (SAD), and the BJP, have been opposing the scheme, calling it a "land grabbing" scheme. Punjab BJP chief Sunil Jakhar even termed it a "Ponzi scheme," even as the ruling AAP claimed it to be aimed at planned urbanisation in the state. Facing criticism over the policy, the AAP-led govt, after a cabinet meeting on Tuesday, approved a number of amendments to the policy. These amendments included annual compensation to the landowners, extending residential and commercial plot allotments to farmers with smaller landholdings, and issuing letters offering residential and commercial plots in a time-bound manner. The United States and the European Union have reached a last-minute trade agreement that will impose a 15% tariff on EU goods entering the US, replacing the previously threatened 30% rate.
