Johor MADANI Rakyat Programme 2025 To Be Held From May 23 To 25
The PMR 2025 secretariat said in a statement that the programme, themed 'Belia MADANI, Yakin Boleh', involved strategic collaboration between government agencies, the private sector and non-governmental organisations to empower the youth.
It said that the programme, held in collaboration with the Youth and Sports Ministry and the Johor government, focused on youth and sports empowerment through various initiatives, including mass sports activities, career development, entrepreneurship, social wellbeing, and engagement with the local community.
'The programme will be held alongside the state-level National Youth Day Celebration, providing a double experience for the people and youth of Johor.
'In addition, this time, the organisation of the programme adopts a strategic and targeted approach, placing special emphasis on direct and effective engagement between the government and the people,' the statement said.
According to the secretariat, this method enabled the implementation of more focused programmes that catered to local needs and directly benefitted the target community.
Prime Minister Datuk Seri Anwar Ibrahim is scheduled to officiate the opening ceremony on May 23 (Friday) at 3 pm.
'The programme will run from 10 am to 9 pm on Friday and Saturday, and from 10 am to 6 pm on Sunday.
'The public is invited to attend the event and take advantage of the various services offered, including public service touchpoints, MADANI sales, Royal Malaysia Police summons payment counters, health services, the helmet exchange programme, and corporate social responsibility (CSR) activities by government-linked companies (GLCs),' the secretariat said.

He said he regretted such a perception due to the handful of police officers and personnel when the majority have been performing their duties with integrity and dedication, Bernama reported. Ayob Khan added that corruption-related offences must be dealt with firmly, regardless of the rank of the individuals involved. He said he had never compromised with any officers or personnel involved in such offences during his tenure as Johor police chief, director of the Bukit Aman narcotics criminal investigation department (NCID), and director of the Bukit Aman criminal investigation department (CID). 'In Johor, when I served as police chief, some officers and personnel were subjected to action under the Security Offences (Special Measures) Act 2012 (Sosma). 'At the NCID, officers with the ranks of superintendent, ASP, and inspector were also placed under Special Preventive Measures,' he was quoted as saying after the launch of the book 'Antologi Puisi Makan Suap' at the Dewan Bahasa dan Pustaka (DBP) in Kuala Lumpur last night. He also stressed that attempts to cover up corruption cases involving police officers to protect the reputation of the force would only allow such activities to fester and become harder to prevent. 'I will not compromise. If I detect such cases, the first step is to refer major cases to the Malaysian Anti-Corruption Commission (MACC). 'The second step is to open an investigation paper, and the third is to initiate disciplinary proceedings,' he said. Meanwhile, in his speech at the book launch, Ayob Khan said he would continue to speak out, reprimand, and remind all police officers and personnel about the disgraceful and humiliating nature of corrupt practices. He also reaffirmed his firm stance to tackle this reprehensible culture, despite attempts by a few parties, both within and outside the force, to portray corruption in the police force as difficult to eradicate. He added that Bukit Aman remains committed to upholding integrity, particularly in tackling corruption and abuse of power, and will continue to ensure that national security and public order are maintained while delivering services at the highest standard.

Understanding The Constitutional Effect Of A Royal Pardon - Dr Shad Saleem Faruqi
KUALA LUMPUR, Aug 16 (Bernama) -- Following is an op-ed by Emeritus Prof Datuk Dr Shad Saleem Faruqi of Universiti Malaya regarding the Royal Pardon granted to Prime Minister Datuk Seri Anwar Ibrahim: Now and then, the placid surface of the constitutional lake is buffeted by legal storms. This is the situation now. A few prominent opposition leaders have questioned the constitutional right of Datuk Seri Anwar Ibrahim (PMX) to hold the office of the Prime Minister because of Articles 48(1)(e) and 48(3) of the Federal Constitution. Article 48(1): Article 48(1)(e) of the Federal Constitution provides that a person is disqualified for being a member of Parliament if he has been convicted of an offence and sentenced to imprisonment for a term of not less than one year or to a fine of not less than RM 2,000 and has not received a free pardon. The key words are 'and has not received a free pardon'. The opposition leaders concede that PMX had indeed received a royal pardon from the Yang di-Pertuan Agong (YDPA) under Article 42 in May 2018. However, their argument is that a royal pardon is not enough due to Article 48(3). Article 48(3): Article 48(3) disqualifies a person for being an MP for five years unless the YDPA removes the disqualification. The opposition submission is that in 2018, the YDPA only pardoned PMX and did not remove the disqualification under Article 48(3). They therefore submit that PMX's appointment as PM in November 2022 is still during his 5-year disqualification period. The indirect implication of this allegation is that PMX's by election was a violation of Article 48(1)(e). These are important constitutional issues that require clarification to prevent confusion to the public. First, a royal pardon under Article 42, if free or full, removes all adverse legal consequences of a criminal conviction. As was laid down in the British case of Regina v Foster (1985), the subject of the pardon is freed of all pains, penalties, and punishments that ensued from the conviction. On this view, there was no further need for the YDPA to issue another order for the removal of the Article 48(1)(e) disqualification. Second, it would be different if, instead of a pardon, what was granted was something lesser - a conditional pardon by way of reprieve, respite, suspension, remission or a commutation. A case in point is Dato' Mokhtar Hashim who was sentenced to death for the 1982 murder of fellow politician, Dato' Mohamad Taha Talib, but the death sentence was later commuted to life imprisonment. The commutation did not obliterate the conviction for murder but only reduced the penalty.

JPJ seals 270 luxury vehicles without road tax, insurance coverage through Ops Luxury
The operation is being carried out continuously across all states to take firm action against luxury vehicles being driven without a valid motor vehicle licence (LKM) or insurance. – Bernama photo JOHOR BAHRU (Aug 16): The Road Transport Department (JPJ) has seized 270 luxury vehicles nationwide for not having valid road tax and insurance under Ops Luxury, carried out since July 1. Its director-general, Datuk Aedy Fadly Ramli, said the operation is being carried out continuously across all states to take firm action against luxury vehicles being driven without a valid motor vehicle licence (LKM) or insurance. 'This operation is a stern measure against luxury vehicles that are being driven without paying road tax, with some also without insurance coverage. The vehicles will be detained and seized until the owners settle all outstanding road tax, insurance, and summonses before they are released,' he told a press conference at JPJ Taman Daya recently. Also present were JPJ senior director (Enforcement) Muhammad Kifli Ma Hassan and Johor JPJ director Azmil Zainal Adnan. Aedy said the seized vehicles included a Ferrari in Johor Bahru, which was without road tax and insurance, a Lamborghini Huracán with an annual road tax of RM12,000, and a Rolls-Royce in Kuala Lumpur with unpaid road tax of RM29,000 per year. He revealed that some of the vehicles had not had their road tax renewed for more than a year, with one case in Kuala Lumpur involving a lapse of up to three years, where the owner claimed to have 'forgotten' to renew it. 'Ops Luxury will be expanded nationwide, including to Perlis, Sabah, and Sarawak. This is not a one-off action, but a continuous effort. 'We do not want luxury vehicles on the road without valid road tax and insurance, as the risks to public safety in the event of an accident are extremely high,' he said.
