
Labour Ministry unveils vocational plan for governorates
Speaking at the 11th Annual Human Development Conference in Salalah, al Busaidi announced that customised training initiatives will be introduced for each governorate, focusing on building local leadership and technical specialisations that directly address regional development requirements. He described the initiative as a strategic step towards decentralised, results-oriented training.
He further noted that the Ministry is working to establish clear vocational pathways beginning at the intermediate school level. These pathways will enable Omani youth to pursue professional education aligned with their individual aptitudes and the economic priorities of their local communities. Each governorate will benefit from a unique comparative advantage, with vocational colleges and training centres delivering programmes tailored to those needs.
'We are currently piloting two models to establish a comprehensive vocational track that links education with employment and improves the job readiness of our youth,' said Al Busaidi. He emphasised that these initiatives build upon previous achievements, with renewed focus on enhancing training quality and expanding developmental impact.
Al Busaidi concluded by reaffirming the Ministry's commitment to empowering Omanis across all governorates, stating that these targeted programmes represent a transformative phase in national workforce development, built on principles of specialisation, decentralisation, and future-readiness.

MUSCAT: A specialised training programme on the "Harmonised System and Customs Tariffs" began on Sunday, 27 July 2025, at the Liwa Centre for Science and Innovation. Organised by the Ministry of Commerce, Industry, and Investment Promotion in cooperation with Credit Oman — the government-owned firm specialising in commercial credit insurance — the four-day event runs from July 27 to 30 and is attended by a number of exporters and representatives from Omani exporting companies. The initiative aims to equip participants with the knowledge needed to navigate modern customs systems effectively and avoid procedural errors that could disrupt trade operations or result in shipment delays and financial penalties. Ali bin Khamis al Fazari, an expert and trainer in customs procedures, delivered the programme's introductory lecture. He explained the stages and steps involved in customs clearance, offering a comprehensive overview of various types of customs data, taxes applied to goods, and the different categories of approved customs exemptions. Ahmed bin Hamdan al Farsi, Media and Marketing Specialist at Credit Oman, gave a visual presentation outlining the company's role in supporting Oman's national export ecosystem. He highlighted the importance of credit insurance as a strategic tool for Omani exporters to reduce commercial risks, allowing them to sell goods both locally and internationally with greater assurance and protection against buyer defaults or non-payment. Al Farsi also elaborated on the primary categories of risks covered by Credit Oman, including commercial risks such as non-payment by buyers or financial insolvency, as well as non-commercial risks resulting from government-imposed restrictions in importing countries or sudden political and economic events. Further, the programme addressed ways to access international markets and showcased Credit Oman's range of insurance products. These include local credit insurance for domestic sales, export credit insurance for overseas markets, and the "Multiple Buyers" policy, which offers comprehensive coverage for a group of clients under a single contract. This training initiative reflects the Ministry's ongoing efforts to boost exporters' awareness of customs regulations and procedural requirements. It aims to streamline export and import activities, enhance compliance with both local and international standards, and strengthen the capacity of Omani companies to handle customs-related challenges and adapt to changes in the global trading environment.

These are not just business decisions—they are statements of intent to show what Oman can offer the world.' Managing growth, however, was not without its challenges. Al Balushi recounted the difficulty of scaling operations while preserving quality and internal cohesion. 'As we expanded into new sectors and countries, the pressure to maintain control was immense,' he noted. 'The solution came down to three things: clear communication, the right people, and a well-grounded strategy. Those principles helped us navigate through complexity.' Health insurance claims management firm established in Oman
The first company specializing in health insurance claims management company, was established today. Green Line Health Insurance Claims Management Company is the first Omani company licensed for this activity, supported by a national vision consistent with the directives of Oman Vision 2040, aiming to provide services with global standards using the latest technologies, and to enhance and empower national competencies to undertake a key role in this new field. Faisal Hamad Al Rashdi, Co-founder and CEO of Green Line Insurance Services, stated that, due to his long experience in the health insurance sector, he observed the operational challenges facing this sector, whether at the level of insurance companies, healthcare providers, or even policyholders. Given a clear gap in claims management, Al Rashdi decided to establish this company, especially with the Financial Services Authority (FSA) announcing the opening for applications to practice health insurance claims management as an independent and regulated activity. This presented a national opportunity to establish a specialized local company that contributes to building this vital sector. He explained that the market lacked a specialized company in health insurance claims management, with a greater reliance on foreign companies managing operations from outside Oman. This affected the speed and quality of services, in addition to the possibility of health data, which is highly sensitive, being leaked through external systems. The Financial Services Authority had taken the initiative to issue clear legislation to ensure the protection of this data within Oman. He noted that the company represents a reliable source managed by national competencies, meeting market needs through its proximity to clients, which directly reflects on work quality and the speed of transaction completion. Faisal Al Rashdi said that it is natural for any sector to face some challenges when entering a phase of change, especially when there are long-standing working relationships between the market and external parties that have managed this activity for decades. However, he stressed the necessity of redoubling efforts to build trust and confirm readiness to provide high-standard services that meet the needs and aspirations of target groups, in addition to full compliance with national regulations. As for the project's nature, he mentioned that the company offers a comprehensive package of services in health insurance claims management that meets international standards. These include accurate and prompt medical claims management, medical and administrative verification using smart systems to detect duplication and errors, as a step towards time management. It also covers medical network management, from contracting with hospitals and clinics to ensuring the quality of service provided to policyholders, in addition to data analysis and smart reporting that helps insurance companies make decisions based on accurate data. He emphasized that the company relies heavily on digital solutions and modern technologies, including artificial intelligence, for faster data analysis and the automation of routine operations using robotic process automation (RPA), which reduces manual errors and saves time and effort. Furthermore, it is fully integrated with the national platform developed by the Financial Services Authority ("Dhamani" platform), which has been approved for fully electronic operations. He clarified that the company handles data confidentially, storing client data on company-owned servers only, without relying on external servers, to ensure complete control over information security. It applies best cybersecurity standards, such as advanced data encryption during transmission and storage, firewalls, and intrusion detection and prevention systems. Additionally, access permissions are granted on a limited and well-considered basis according to the employees' job roles, along with adherence to all local and international laws and regulations related to data protection and periodic reviews to ensure continuous compliance.
