ASEAN, Dialogue Partners Reaffirm Commitment To Climate Action And Disaster Resilience

KUALA LUMPUR, July 15 (Bernama) -- ASEAN and its Dialogue Partners have reaffirmed their strong commitment to advancing regional cooperation on climate action, environmental sustainability and disaster resilience, in line with Malaysia's Chairmanship theme of 'Inclusivity and Sustainability.'
This shared commitment was underscored in the ASEAN Chairman's Statement issued following the ASEAN Post-Ministerial Conference (PMC) 10+1 Sessions held in Kuala Lumpur from July 10 to 11, 2025.
ASEAN's Dialogue Partners are Australia, Canada, China, the European Union (EU), India, Japan, New Zealand, South Korea, Russia, the United Kingdom, and the United States of America (US).

ASEAN welcomed the continued support from its Dialogue Partners in advancing regional efforts on climate action and environmental sustainability, which remain among the region's most pressing issues.
The meetings also looked forward to enhanced cooperation in key areas such as green growth, transboundary haze pollution, marine pollution, climate change, biodiversity conservation, water resources management, waste management, environmental education, sustainable consumption and production, and the development of sustainable cities.
ASEAN also encouraged collaboration through its centres of excellence, such as the ASEAN Centre for Climate Change (ACCC), the ASEAN Coordinating Centre for Transboundary Haze Pollution Control (ACCTHPC), the ASEAN Centre for Biodiversity (ACB), the ASEAN Centre for Sustainable Development Studies and Dialogue (ACSDSD), and the ASEAN Specialised Meteorological Centre (ASMC), in supporting regional cooperation and promoting sustainable development.
In light of growing concerns over natural disasters, particularly earthquakes, typhoons and floods, ASEAN underscored the importance of strengthened disaster management cooperation with its Dialogue Partners.
ASEAN expressed appreciation for the continued support towards the implementation of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme (AWP) 2021–2025, particularly in strengthening the capacity of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) and enhancing regional emergency response mechanisms.
The Meetings welcomed ongoing collaboration in key areas such as early warning systems, disaster prevention and mitigation, risk assessment and monitoring, response, and recovery efforts.

In a statement today, MACC Chief Commissioner Tan Sri Azam Baki said the commission had drawn lessons from the tragic death of Teoh Beng Hock 16 years ago and remains firmly committed to addressing past failings and restoring public trust. "Although recent investigations did not uncover sufficient evidence to charge any individual under the law, the MACC takes seriously the fact that the late Teoh was found dead at the Selangor MACC premises on July 16, 2009. "It was a dark chapter that had a profound impact not only on Teoh's family but also on MACC personnel and the nation. As Chief Commissioner, I wish to express my sympathy and offer my sincerest apologies to the family for the suffering they have endured over the years,' said Azam. Teoh, who served as political secretary to then-Seri Kembangan assemblyman Ean Yong Hian Wah, was found dead on July 16, 2009, at Plaza Masalam, after giving a statement at the MACC office on the 14th floor of the building. Bernama FILE PIX Among the improvements introduced are the establishment of Video Interviewing Rooms to record statements from witnesses, detainees and suspects, as well as the setting up of ground-floor interview rooms to ensure easier access and greater transparency. Azam said the number of closed-circuit television cameras at MACC premises has been increased, with high-tech features and strategic placements to monitor and record the movements and conduct of every individual who enters the building. "All MACC buildings are now equipped with iron grilles in line with official safety guidelines. Body-worn cameras are used during every investigation operation to capture activities on the ground and safeguard the integrity of our officers. "We have also adopted the PEACE (Planning, Engage, Account, Closure, Evaluation) interview technique, used in the United Kingdom. This method, which prioritises both effectiveness and safety, has been adapted as the MACC PEACE model,' he said. Azam added that the commission acknowledges the findings of multiple investigations into Teoh's death over the past 16 years, including the Royal Commission of Inquiry in 2011, Court of Appeal ruling in 2014, and most recent police investigation, which was classified as No Further Action by the Attorney General's Chambers. He said MACC is also aware that on May 12, 2015, the government paid RM600,000 in compensation to Teoh's family, along with an additional RM60,000 in legal costs, as a full and final settlement under Sections 7 and 8 of the Civil Law Act 1956. "Nonetheless, as a gesture of compassion, MACC is prepared to offer a goodwill contribution to the family, with the amount to be determined later, to support the welfare and education needs of Teoh's child,' he said. Gan KOTA KIKNABALU (July 16): The Sabah public is advised to be wary of half-truths and outward lies in social media in the run up to the Sabah state elections. 'Much is at stake and understandably there are intensifying pitches by many hiding behind anonymity in the informal media spaces. 'While we see the expression of dissenting views as an indicator of our healthy democracy, we need to be on guard against lies and conjectures,' said Datuk Fredian Gan, the Group Chief Executive Officer of state-owned POIC Sabah Sdn Bhd, the developer of the POIC Lahad Datu industrial park. He was responding to a recent CGA-generated video that generalised a list of state-backed economic initiatives and billion-ringgit projects as mere 'stage acts' (pentas wayang) and 'white elephants'. The clip, among others, referred to POIC Sabah's intention to grow POIC Lahad Datu into a logistics hub, dismissing it as 'still remains just a signboard'. Describing this as 'unfair, premature conclusion', Gan said: We are looking to leverage POIC Lahad Datu's outstanding harbour, location and port infrastructure to make it into a logistics hub primarily for the BIMP-EAGA territories. 'A hub evolves slowly as economies in EAGA recognise our advantages and our usefulness for growth, which every EAGA territory aspires to. 'EAGA covers territories of four Asean countries each with their uniqueness and command of different sources and strengths. 'We at POIC Sabah have been promoting BIMP-EAGA's economic relevance to the global scene is best when we are viewed as one, combining our market (80 million people), resources (palm oil, oil and gas, timber, cocoa, minerals) and our collective influence, and our aim is to make POIC Lahad Datu the centre of a conversation,' he said in a statement on Wednesday. Gan clarified that he was in no position to comment on the video clip made about several other state initiatives, but he cautioned Sabah people to be alert to spins and conjectures aimed purely at putting the state government and its agencies in a bad place. He stressed that POIC Lahad Datu was created 20 years ago to lead the deepening of Sabah's massive oil palm industry via value adding industries. The industrial park has attracted investments totalling over RM13 billion. When fully operational, more than 3,200 people will be directly employed by these investors with thousands more benefiting from the spillover effects. POIC has successfully secured principal approval from the Ministry of Finance to establish a free zone spanning 3,000 acres in a newly earmarked area in Lahad Datu. In addition, the park has been awarded Halmas status, positioning it as a certified halal hub and enhancing its appeal to investors in the halal industry. Both initiatives are currently progressing and are key components of POIC's strategic growth plan. 'We are also involved in the plans for the relocation of Lahad Datu airport. We are in the move. But there is unfortunately no quick fixes. It is rhetorical to say that development and progress take time, but there's no other way of putting it,' said Gan.

PUTRAJAYA, July 16 (Bernama) -- The National Border Security Index (IKSN), an annual benchmark to assess the security of Malaysia's borders, was officially launched today, said Home Minister Datuk Seri Saifuddin Nasution Ismail. Developed by the Malaysian Institute of Public Safety (IPSOM) in collaboration with Universiti Teknologi MARA (UiTM), the index provides a comprehensive, data-driven evaluation of the performance, effectiveness and readiness of the country's border enforcement agencies. 'What makes this index unique is that it draws on credible data from 31 agencies responsible for border security, not just the police and immigration,' Saifuddin told reporters after the Home Ministry's monthly assembly here today. Also present were Home Ministry Secretary-General Datuk Awang Alik Jeman and Deputy Inspector-General of Police Tan Sri Ayob Khan Mydin Pitchay. Saifuddin said the system operates on a centralised cloud platform, allowing agencies to submit data twice a year based on 58 specific indicators, with the aggregated data forming the basis of the IKSN's annual assessment. The index uses a five-tier scoring scale to rate security levels, with a score of 0.0 - 1.0 indicating it is Very Safe, 1.1 - 2.0 (Safe), 2.1 - 3.0 (Moderately Safe), 3.1 - 4.0 (Less Safe) and 4.1 - 5.0 (Unsafe). To date, 12 cross-border threats have been identified under the index, including illegal immigration, human trafficking, drug and firearms smuggling and kidnapping for ransom (KFR). 'Kidnapping for ransom and sea robbery currently score 0.00, indicating very high security, while firearms smuggling is at 0.22, still within the 'Very Safe' range,' he said. Saifuddin added that the IKSN would support more strategic decision-making for asset and personnel deployment, identifying high-risk zones and strengthening annual budget justifications for border security.
