Reserved seat quota recalculation at belated stage not supported by law: ECP
'The rationale for calculation of quota for the reserved seats on the basis of party position on 22-02-2025 was to avoid unending controversies. For example, if a political party succeeds in getting more seats as a result of recounting or by-election or decision of the tribunal, the quota will be revised again and again and it will be an unending process which is against the spirit of Constitution and Law…', reads the written order in the reserved seats case, issued by a five-member ECP full bench on Tuesday.
The bench rejected the petitions of Awami National Party (ANP) and Pakistan Tehreek-e-Insaf Parliamentarians (PTIP) for the reallocation of reserved seats for women and non-Muslims in the Khyber Pakhtunkhwa Assembly (KPA).
The bench also directed that the name of one Malik Tariq Awan be included for the 'purpose of calculation of quota and allocation of reserved seats for women and non-Muslims to the political party (PML-N) joined by him in the Provincial Assembly of KP within prescribed period.'
In connection with the reserved seats case, Jamiat Ulema-e-Islam Fazal (JUI-F) submitted 21 nominations for KPA. Pakistan Muslim League Nawaz (PML-N) submitted 15 nominations, Pakistan Peoples Party (PPP) 14 nominations, ANP 11 nominations and PTIP has submitted 10 nominations to the ECP for KPA reserved seats.
The allocation of reserved seats on the part of ECP on 2 July, in pursuance of the apex court's 27 June order, suggested that PML-N received the largest chunk of 43 reserved seats, followed by 15 reserved seats having gone to PPP, and 12 seats to JUI-F, as the poll body has allotted a total of 74 of 77 reserved seats to other political parties in four Assemblies.
In KPA, of the 25 allotted seats, comprising 21 women and four non-Muslim seats, JUI-F received 10 seats (eight women, two non-Muslims), PML-N got seven reserved seats (six women and a non-Muslim), PPP also got seven reserved seats (six women and a non-Muslim), and ANP received a woman seat.
Apart from that, Senate elections are taking place on seven general seats, two women seats and two technocrats' seats of KP on 21st July.
In addition, the election on a Senate woman seat from KP, that fell vacant following the resignation of Sania Nishtar from PTI, would be held on 31 July.

'Modern' women's college opens in Rawat

Governor rules out talks with terrorists
Khyber-Pakhtunkhwa Governor, Faisal Karim Kundi, has declared that there will be no negotiations with those who defy the Constitution or challenge the writ of the state. He urged individuals supporting terrorists to cease providing them shelter, warning that intelligence-based operations will be conducted against them. Addressing the Qaumi Istehkam-e-Pakistan Conference in Peshawar and speaking to the media, the Governor emphasized that Pakistan's armed forces are capable of responding to any threat. "If our military can respond to our eternal enemy within 72 hours, a handful of terrorists hold no significance. They can be neutralized in minutes," he said. He added that while a large-scale military operation is not underway, intelligence-based actions are ongoing because locals do not want to be displaced again. Criticizing the provincial government, he said, "The K-P government is playing Jirga-Jirga while refusing to act decisively. We cannot hold talks with those who reject the Constitution." Addressing propaganda claims that the situation in certain areas is being worsened to exploit mineral resources, he countered, "If that's true, where are the mines in DI Khan, Tank, Lakki Marwat, and Bannu? This narrative is being used to undermine the army." On PTI's protests, Governor Kundi remarked that the party has been reduced to a "neighborhood group" and will soon be unable to hold rallies even in alleyways. He criticized CM Gandapur, calling him a "good boy" who has compromised on major issues. "It's unfortunate that the province's chief executive doesn't have time for Kashmiris," he added. Taking aim at PTI leader Omar Ayub, he said, "The grandson of a dictator should not lecture us on democracy. These are the same people who stood with Nawaz Sharif and General Musharraf, and are now aligned with Imran Khan. While we visit Garhi Khuda Bakhsh, they head to Corps Commander House." He recalled that PTI was handed a peaceful province in 2013 but failed to maintain law and order. Paying tribute to the armed forces, police, and security personnel, the Governor said, "It is the duty of every citizen to stand against terrorism. We want peace and prosperity in the province, which is rich in natural resources. Development, be it roads, schools, or hospitals, can only happen once peace is ensured." He stressed the need for better relations with neighboring countries but said Pakistan must rely on itself. "No savior will come from abroad," he said. Referring to past military victories, he stated, "The world called for peace when our army responded to Indian aggression. Even today, the Indian prime minister remains stunned by that response. The nation stood with the military then and continues to do so now." "We salute the martyrs of our armed forces, as well as the police and other officers who have sacrificed for the nation," he concluded.

Stories of terrorism
Listen to article I was once a graduate student in a Texas university and later for a brief period of time a PhD candidate here at the University of Houston. During lectures and discussion sessions in class, every time the issue of terrorism would come up, people sort of paid attention to what I had to say because the killing of Osama bin Laden had just happened a few years ago. And everyone knew that I was from Pakistan. The leading newspapers at the time dedicated an enormous amount of space to stories of terrorism, Taliban, Al Qaeda, and so forth mostly having a connection with Pakistan. While that reporting has died down with time, what has rather emerged recently is the most bizarre and direct connection that terrorism always has had with either the CIA or the FBI. I have written in this space back in March that the cult leader Charles Manson and the notorious Manson family murders had a CIA connection. The CIA wanted to understand the extent of how much a human being could be converted into a human robot, where it would follow the command to go and kill innocent people without thought or remorse. Theodore John Kaczynski aka Ted Kaczynski aka Unabomber went from being a Harvard genius to a terrorist that killed innocent people because of the extreme methods his mind was subjected to by the CIA as part of what was called Project MKUltra. We all know who the makers of Al Qaeda are and how Bin Laden was treated as a hero while he was fighting against the Soviets in Afghanistan. The 90s decade is very interesting. Sheikh Omar Abdul Rehman, the blind cleric who ran away from Egypt, indoctrinated young Muslims in New York and New Jersey areas, to attack America. Ramzi Yousaf and his friends executed a bomb attack targeting the World Trade Center on February 26, 1993. Two days later, in Texas, the FBI unleashed an attack against a religious cult known as Branch Davidians. At the end of the 51-day siege, the FBI ended up killing innocent people, including 21 children. This Waco siege made one former US soldier, a Gulf War veteran, extremely angry at the federal government for its tyrannical tendencies and actions against private citizens. His name was Timothy McVeigh. He decided to take revenge. Two years after the Waco debacle, McVeigh bombed a federal building in Oklahoma city, killing 168 people. This remains the deadliest act of domestic terror in US history. McVeigh was arrested, tried, and killed by lethal injection on June 11, 2001. That was three months before the most famous terrorist attack of our time. McVeigh's case was handled with sheer alacrity and the case was ended creating a foul smell of a cover-up. There was an accomplice of him, which was never identified or found. It has been 30 years since that deadly terrorist attack and no effort has resulted in unmasking his identity. There is a video of the actual bomb delivery when McVeigh and his accomplice were carrying out the attack. That video has never been shown. It wasn't even shown at the trial of McVeigh. It only makes common sense for an investigative agency to get to the bottom of the story and find all those involved in the most deadly domestic terrorist attack of the nation's history. And that is when it all starts to smell of a cover-up. The Epstein story smells of the same cover-up. The man is said to have killed himself in a jail cell and everything just was accepted on its face. Epstein's brother, however, hired a private investigation, which disagrees with the findings of the government that Epstein hanged himself in his jail cell awaiting trial. I guess we will never know the truth of so many of these things. But in every story of terrorism, people should only look at the CIA and FBI, not just to find the truth and safeguard the nation but also to ask, "Do you have something to do with this one too?"
