Modi to inaugurate Bairabi-Sairang railway on request of Mizoram CM

Aizawl: Prime Minister Narendra Modi, on the request of Mizoram chief minister Lalduhoma on Monday, said he will personally undertake inauguration of the newly constructed 51.38km-long Bairabi-Sairang railway at the Sairang station at a convenient time, an official statement said.
Lalduhoma met Modi at the latter's official residence in Delhi and asked him to inaugurate the Bairabi-Sairang road and the Sairang Rail station in the outskirts of Aizawl.
Sources in the Northeastern Frontier Railway (NFR) said the PM is likely to inaugurate the newly constructed railway line by the end of July as safety inspection by the commissioner of railway safety (CRS) and trial run along the entire railway had already been completed.
During the meeting, the two leaders discussed wide ranging issues, including fallout of the recent conflict in the Chin state effecting Mizoram. They also discussed the proposed Thenzawl Peace City Project, 'Hand-holding scheme' — the flagship programme of the present Zoram People's Movement (ZPM) govt and upgrading the World Bank-funded Aizawl to Thenzawl road into a national highway.
Lalduhoma also raised the issue of the Rs 9,265 crore northeast grid national gas pipeline project being undertaken by the Indradhanush Gas Grid Limited (IGGL). The completion of this project will revolutionise cooking gas usage with the people of Aizawl city availing piped gas connection. The PM in turn said he wanted the deputy commissioner of Mamit district bordering Tripura to speed up the construction of the pipeline as it will be going through the district.

Vijayawada: In a new twist to the Andhra Pradesh liquor scam case, the Special Investigation Team (SIT) has recovered Rs 11 crore cash from a guesthouse near Hyderabad. The currency notes were kept in 12 cardboard boxes at Sulochana Farm Guesthouse at Kacharam in Shamshabad mandal of Rangareddy district, said sources here. The SIT seized the cash during the searches at the houses and offices of the accused in the scam, which allegedly took place during the previous government of the YSR Congress Party. The investigating officials also seized liquor hidden at the same premises. The SIT sources said, "Cash and liquor were hidden at the direction of Kesireddy Rajashekar Reddy, the prime accused in the case." The SIT officials searched the guesthouse on the basis of the information revealed by Varun Purshottam, who is accused number 40 in the case. The investigation team is also probing the role of Chanikya and Vinay, both accused in the case, in concealing the cash. On the direction of Kesireddy and Chanikya, Varun had hidden the cash in 12 boxes, the sources said. During the questioning by SIT officials, Varun reportedly confessed to the crime and revealed information about cash and liquor. The alleged scam had occurred during the YSRCP rule between 2019 and 2024. After TDP-led NDA came to power last year, a case was registered at CID Police Station in Mangalagiri under sections 409, 420, 120 (B), r/w 34 and 37 of IPC and section 7, 7A, 8, 12, 13 (1), (b), 13 (2) of Prevention of Corruption Act 1988. The Crime Investigation Department (CID) initially conducted an investigation following a complaint by an official of the Excise Department. Later, the government constituted an SIT, headed by NTR District Commissioner of Police S.V. Rajashekhar Babu, to probe the case. The SIT found large-scale irregularities and fund misappropriation in the liquor policy implemented during 2019-24. Investigators reportedly uncovered a kickback network involving nearly Rs 3,500 crore siphoned off over five years. There are allegations that the YSR Congress Party leaders encouraged the new liquor policy, floated new brands, received kickbacks from the distillery companies, causing a huge loss to the government. The SIT has already arrested 12 accused, including YSRCP MP P. V. Midhun Reddy. The key accused include Kesireddy Rajashekar Reddy, former IT Adviser to former Chief Minister Y.S. Jagan Mohan Reddy; K. Dhanunjaya Reddy, Secretary in the Chief Minister's Office; Krishna Mohan Reddy, Officer on Special Duty (OSD) to then Chief Minister; director of Bharati Cements Balaji Govindappa; former MLA Chevireddy Bhaskar Reddy; Rajashekar Reddy's personal assistant Dilip Kumar, Chanikya, and Sajjala Sridhar Reddy. The SIT filed a preliminary charge sheet in the case on July 19. It mentions former Chief Minister Y.S. Jagan Mohan Reddy as one of the recipients of kickbacks. He, however, has not been named as an accused in the case. The charge sheet alleges that between 2019 and 2024, an average of Rs 50 to 60 crore was collected every month from distilleries and routed through a network of aides and shell companies.

According to SIT sources, Varun admitted to having hidden the cash in June 2024 following the instructions of Raj Kessireddy (A1) and Booneti Chanakya (A8), both of whom are under arrest for their alleged key roles in the scam. The money, totalling Rs 11 crore, was packed into 12 cardboard boxes and labeled as office files to avoid suspicion. The operation was reportedly carried out with the assistance of another individual named Vinay. Acting on Varun's statement, SIT officials conducted a search at the specified location—Sulochana Farms Guest House in Kacharam village. The property, officially registered under the name of Teegala Bal Reddy, was used as a cover for storing the illicit cash. When asked about Varun Purushottam's status in the case, the SIT sources clarified, 'We have not arrested him. We examined him and recorded his confession.' This statement confirms that Varun's cooperation came during examination and not under arrest or through formal surrender as of Wednesday morning. SIT is likely to take Chanakya into custody one more time for further interrogation to examine the role of Vinay in assisting with the concealment of the cash and other related activities. NEW DELHI: The Delhi government has directed the Public Works Department (PWD), water department, irrigation, and flood control department to submit detailed records of all arbitration cases involving claims above Rs 1 crore from the last 20 years. In a statement issued on Tuesday, the government said that this comprehensive audit is aimed at assessing the extent of financial losses arising from legal disputes and bringing transparency to how public funds were spent or lost during the past two decades. 'The departments are instructed to provide year-wise and award-wise data covering the total number of arbitration cases exceeding Rs 1 crore and matters decided against the government, along with brief descriptions,' the statement read. 'The amount paid or losses incurred in such cases, and the number of appeals filed before making payments,' it added. This audit comes amid mounting concerns over repeated legal setbacks in infrastructure and civil works. Furthermore, government has issued a binding directive that no payments shall be made in arbitration cases where the award is against the government, unless all legal remedies are exhausted and formal clearance is obtained from the law department. In a significant reform, the PWD removes the arbitration clause officially from all new contracts. Contractors from now onwards will have to approach the courts in the event of disputes. 'Public funds must be treated as sacred. For years, departments have settled claims through arbitration without exhausting legal options—this won't continue,' said PWD Minister Parvesh Verma. 'We are auditing two decades of history to identify who was responsible and why legal battles were surrendered. Importantly, I have now removed the arbitration clause from PWD contracts. If there's a dispute, let it go to court. No easy money through arbitration anymore,' he added.
