Johor secures RM164bil in data centre investments, moves to alternative water sources
Johor Menteri Besar Datuk Onn Hafiz Ghazi said the projects, expected to create more than 6,000 jobs, form the backbone of Johor's digital economy and are critical to the Johor–Singapore Special Economic Zone and the Johor Digital Plan.
More than 50 applications have been received to date, with seven new proposals seeking up to 76 million litres of water daily now under review.
"To ensure long-term sustainability, we are prioritising renewable energy use and optimising water resources," he said at a ceremony to recognise the use of alternative water in Johor's data centre industry here today.
The state, through Johor Special Water Sdn Bhd (JSW) and in partnership with Indah Water Konsortium Sdn Bhd (IWK), will supply raw water, reclaimed water and desalinated water to data centres.
JSW has received requests totalling 136 million litres a day in alternative water supply, Onn Hafiz added.
Key agreements signed today include treated effluent supply deals between JSW, IWK, Bridge Data Centres (BDC) and Computility Technology Malaysia, as well as a raw water supply pact with DayOne Data Centres.
BDC has begun producing reclaimed water at its Ulu Tiram facility, while Computility's system in Iskandar Puteri is set for completion by year-end.
Johor will also be the first state to deploy Tier 4 data centre technology with advanced cooling and wastewater recycling systems, reducing dependence on potable water and positioning the state as a competitive, green digital hub.

The investment bank sees the stockholding firm above the RM4.64 support level, with upside potential towards RM4.84, RM5.00, RM5.15, and RM5.32.

Johor highlights fire safety compliance

That figure was also expected to rise with the state's development, said Johor housing and local government committee chairman Datuk Mohd Jafni Md Shukor. Designated premises are listed under categories that include data centres, hotels, factories, shopping centres, libraries, dormitories, places of assembly, and warehouses. 'The state government has received 42 data centre applications so far – 13 are currently in operation and there are strict safety guidelines in place, which includes fire safety compliance,' he said after launching a fire safety seminar in Johor Baru. On the surge in demand for data centres, which also raises fire safety concerns because of their heavy electricity and water usage, Mohd Jafni said those operating in Johor were mostly in the tier four category, meaning their water usage was at a 'minimum level' but with slightly higher electricity usage due to their water-cooling systems. He added that as the state continued to receive investment and develop, including under the Johor-Singapore Special Economic Zone, the number of designated premises requiring an FC was expected to rise. Meanwhile, Fire and Rescue Department deputy director-general (operations) Datuk Ahmad Izram Osman said once FC enforcement starts in the first quarter of 2026, errant owners would be taken to court. 'Upon conviction, they could be fined up to RM50,000, jailed for five years or both, under Fire Services Act 1988 (Act 341).' There were currently 9,321 designated premises nationwide requiring an FC but only 5,881 had done so, he said. Ahmad Izram said his department was working to ensure compliance by end-2025, and would continue engaging with stakeholders to raise awareness and ensure compliance. Under Fire Services (Desig-nated Premises) (Amendment) Order 2020, premises requiring the fire certificate include office buildings with a height of 30m, congregation areas with a size of 2,000sq m and above, and hostels or dormitories that are 10 storeys or taller. To qualify, the premises must appoint a fire safety manager and officers who will undergo a certain amount of training and inspections by the department. The certificate must be renewed annually.

Menteri besar Onn Hafiz Ghazi said these projects are expected to create more than 6,000 quality job opportunities and contribute 78.6% of the country's operational IT capacity. He also said Johor is targeting to house 6% of Malaysia's data centre capacity by 2030. 'In line with this development, the state government aspires to position Johor as a leader in artificial intelligence (AI) and the nation's digital economy,' he said in a Facebook post. 'This will be achieved through the integration of smart technologies in public services, enhancing the competitiveness of industries, and building an inclusive and sustainable digital ecosystem so that the benefits of technology can be enjoyed by all levels of society.' Onn Hafiz said the combination of large-scale data centre infrastructure, advances in AI technology, and progressive government policies will further position Johor as a potential regional digital innovation hub. He said this will not only drive economic growth, but will also improve the quality of life of Johoreans through high-skilled job opportunities and the development of new industries. He also said he met digital minister Gobind Singh Deo today to discuss the direction of the state's digital development. The meeting served as an important platform to strengthen Johor's role in the data centre industry and to ensure that data centre development is carried out sustainably.
