Penang Identifying Locations For Floating Solar Projects
State Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari said the project is seen as a suitable alternative in efforts to expand the use of renewable energy sources due to land constraints in Penang and the high cost of developing ground-mounted solar farms.
He said presently, his team is considering various strategic locations with potential to implement the project, including dam areas such as the Teluk Bahang Dam and Mengkuang Dam.
'Dams are most suitable for a floating solar project in terms of area and water stability, unlike the sea where there are unique challenges and even the panel installation methods are different.
'However, many matters need to be examined first, considering that the dams are sources of drinking water supply and are under the management of the Penang Water Supply Corporation (PBAPP). So, it requires approval and also more thorough study," he told reporters after attending the Malaysian Photovoltaic Sustainable Energy Association (MPSEA) Solar Roadshow 2025 here today.
Zairil also emphasised the importance of the floating solar project in Silicon Island, considering the area is being actively developed and requires renewable energy sources as an alternative energy supply.
Therefore, he said the state government will try to expedite the implementation of the project, especially to support development on the artificial island as the state's new green technology hub.
"It is really necessary on Silicon Island because the first area to be developed is the technology park. In two years, the factory will start operating, so we need renewable energy, especially solar," he said.
Earlier in his speech, Zairil said the state government is committed to promoting energy efficiency through the Penang Energy Framework adopted in 2024, which sets clear targets of 10 per cent renewable energy and 25 per cent energy efficiency improvements by 2030.

Federal Territories Forge Ties With Singapore, Indonesia To Drive ASEAN Vision 2045
KUALA LUMPUR, Aug 13 (Bernama) -- Close cooperation between the Federal Territories, Singapore, and Indonesia is expected to bring significant benefits to all three parties in realising the ASEAN Vision 2045. Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa said cooperation with both countries was discussed during a courtesy call from Singapore's Senior Minister of State for the Ministry of Culture, Community and Youth, and Ministry of Trade and Industry Low Yen Ling, and Indonesia's Deputy Minister of Home Affairs Bima Arya Sugiarto, today. During her meeting with Low, who is also the Mayor of Singapore's South West district, Dr Zaliha said discussions centred on the experiences and best practices of ASEAN cities, including the CHASE (Clean, Healthy, Advanced, Safe and Eco-Friendly) City concept adopted in the Federal Territories. 'I also shared how this initiative began by listening to the voices of the people and integrating those aspirations into developments such as Kota MADANI,' she said in a Facebook post. Dr Zaliha and Low also exchanged views on women-led urban leadership, the clean energy transition, carbon pricing, strengthening coastal resilience and addressing the challenges of an ageing society. Regarding her meeting with Bima Arya, Dr Zaliha said they spoke about bold ideas for the region's future, including the vision of ASEAN 2045 with easier travel across borders, smarter waste and logistics systems, and stronger digital connections between cities. 'I also shared the Federal Territories' role as a pioneer of the CHASE City concept under Malaysia MADANI and extended an invitation for Jakarta to join this journey,' she said. Additionally, she said the discussion touched on opportunities for cooperation in the digital economy, such as a cashless society, as well as empowering youth and women through flexible work infrastructure, including cloud kitchen initiatives currently being implemented in the Federal Territories. Dr Zaliha also invited Indonesia to join the Visit Malaysia Year 2026 celebration to strengthen ties between the people of both countries and reinforce the network of ASEAN cities towards an inclusive, sustainable, and prosperous shared future.

Senator: Sarawak's O&G rights protected by state laws, not overridden by PDA 1974
Ahmad says the PDA 1974 is 'not a shield of immunity' that overrides existing Sarawak laws such as the OMO 1958 which have been in place before the formation of Malaysia. – Bernama photo KUCHING (Aug 13): Pasir Gudang MP Hassan Abdul Karim's remarks on Sarawak's oil and gas jurisdiction are one-sided and ignore the governing laws that have been in force since the formation of Malaysia, said Senator Datuk Ahmad Ibrahim. Ahmad said the Petroleum Development Act (PDA) 1974 is 'not a shield of immunity' that overrides existing Sarawak laws such as the Oil Mining Ordinance (OMO) 1958 which have been in place before the formation of Malaysia. 'Firstly, Sarawak has been producing oil and gas since the discovery of oil in Miri in 1910—53 years before Malaysia was formed. This industry developed under Sarawak's own laws long before the PDA existed. 'Secondly, the Malaysia Agreement 1963 and the Malaysia Act 1963 preserve state laws. Section 73 of the Malaysia Act 1963 preserves all state laws in force before Malaysia, including the OMO 1958 which remain valid today,' he said in a statement today. In chiding Hassan for saying that Prime Minister Datuk Seri Anwar Ibrahim was wrong to grant Sarawak additional power over the state's oil and gas sector, Ahmad said all MPs need to understand both legal and historical facts before making their remarks public, adding that ignorance of the law is not an excuse. He said the OMO 1958, which was amended in 2018, grants Sarawak full authority over petroleum licensing onshore and on its continental shelf. 'The PDA 1974 applies fully in states that do not have their own petroleum laws like OMO 1958. In those states, Petronas is the sole aggregator of oil and gas. 'In Sarawak, the PDA cannot override the OMO, the Distribution of Gas Ordinance (DGO) 2016, the Sarawak Land Code, or the State Sales Tax (SST),' said Ahmad. He said under the DGO 2016, Sarawak has exclusive authority to license and regulate domestic gas distribution, with state-owned Petroleum Sarawak Berhad (Petros) formally recognised by the federal government as the sole gas aggregator for Sarawak's domestic market, excluding liquefied natural gas (LNG). 'Why exclude LNG? LNG is an international export commodity regulated under PDA 1974 due to long-term sales contracts between Petronas and overseas buyers like Japan, Korea and China. 'The 2020 Commercial Settlement Agreement between Sarawak and Petronas retained LNG under Petronas' management to maintain market stability and avoid breaching export contracts, while granting Sarawak full control over the domestic gas market,' he added. He also pointed out that on March 13, 2020, the High Court upheld Sarawak's right to impose SST on petroleum products, with Petronas withdrawing its appeal and settling the dues. 'To the MP for Pasir Gudang, before politicising on hearsay, acquaint yourself with these legal facts. Sarawak's constitutional, historical, and legal position is not subject to political convenience,' said Ahmad. In a recent parliamentary reply to Hassan, Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said said the PDA 1974 would remain in force in accordance with existing legal provisions. She said Petronas had signed two key agreements to strengthen cooperation, namely a Commercial Collaboration Agreement with Sabah, and a Commercial Settlement Agreement with Sarawak.
