Penang's new investment facilitation centre to spur locally driven growth amid global uncertainty, says CM

GEORGE TOWN, May 6 — The establishment of an Invest Malaysia Facilitation Centre (IMFC) in Penang will encourage domestically driven investments, said Penang Chief Minister Chow Kon Yeow.
He said this is especially crucial during this period of global economic uncertainty.
In welcoming the recent announcement by the prime minister that IMFC will also be established in Penang, he said it is a strategic move that can strengthen Malaysia's position as a regional investment destination.
'It also presents an opportunity for Penang to align its own initiatives, particularly the Penang International Financial Centre (PIFC), to ensure cohesive and complementary growth,' he told Malay Mail in a brief response to the announcement.
He said the IMFC could help facilitate more Foreign Direct Investment (FDI) into Malaysia, benefiting multiple states including Penang.
'Such developments can enhance investor confidence in Malaysia's long-term economic stability and governance,' he said.
'For Penang, this underscores the need to strengthen our own investment value proposition, especially in new areas such as digital finance, ESG investments, and fintech,' he said.
Chow said Penang's robust ecosystem in manufacturing and global business services will continue to draw in investors.
'The state government remains committed to fostering an investment climate that supports both international and local economic resilience,' he said.
He said the state will wait for more information from the federal government on the execution of IMFC.
Recently, Prime Minister Datuk Seri Anwar Ibrahim announced that Putrajaya will be establishing IMFC in Sarawak and Penang.
The IMFC was first established in 2023 to enhance the existing advisory service centre at the Malaysian Investment Development Authority (Mida).
Its primary objective was to expedite the process of various approvals for investments.
A second IMFC was established in Johor in February this year at Forest City for the Johor-Singapore Special Economic Zone.

BUSINESS KUALA LUMPUR, May 19 (Bernama) -- Five major investment projects have been fully facilitated through the Invest Malaysia Facilitation Centre Johor (IMFC-J) to date, representing RM16.5 billion in committed investment in the Johor-Singapore Special Economic Zone (JS-SEZ), said Johor Menteri Besar Datuk Onn Hafiz Ghazi. He said the IMFC-J is currently in active engagement with 47 more investors, with potential investments totalling RM40.1 billion, across key sectors such as manufacturing, data centres, and energy from key markets such as Singapore, China, and South Korea. "In just over two months since its launch, IMFC-J has received more than 300 investor enquiries, with 100 focused on the Forest City Special Financial Zone alone. "But as a facilitator, the job of the IMFC-J is also to convert the very real interest into actual investments, and that is exactly what it has been delivering on," he said during his opening address at the 'JS-SEZ Partners Dialogue: Advancing Facilitation' forum today. IMFC-J was launched last February in collaboration with federal partners, jointly operated and led by Iskandar Regional Development Authority (IRDA), Invest Johor, and Malaysian Investment Development Authority (MIDA) to remove bottlenecks and fast-track investor journeys within the JS-SEZ. In the meantime, Onn Hafiz highlighted that Johor has secured RM27.4 billion in total approved investments in the first quarter of 2025 - a record-breaking achievement - as it took the state nine months in 2024 to reach the same milestone. "We currently have an additional RM23 billion in the investment pipeline, expected to materialise by the end of this quarter. If these numbers hold, and we believe they will, Johor will exceed RM50 to RM60 billion in total investments in 2025, surpassing last year's RM48.5 billion - this will position Johor yet again in the top three investment destinations in Malaysia," he added. -- BERNAMA

GEORGE TOWN: The 5% housing discount for first-time homebuyers involving the Indian Muslim community will be reviewed, says Chow Kon Yeow. The Penang Chief Minister said he has instructed state housing and environment committee chairman Datuk Seri S. Sundarajoo to review the policy with developers to expand the discount to all buyers. He said the move will make it more inclusive and beneficial to all segments of society in line with the principle of social justice. 'Some of the views received suggested that such a discount should also be offered to all buyers to revitalise the property sector, especially in relation to the sale of unsold new property units,' he said in a statement yesterday. The state executive council, Chow said, would study the matter and make an appropriate decision in the interest of all parties. On Thursday, Sundarajoo told reporters that from June 1 until May 31 next year, developers would be encouraged to offer Indian Muslims who are first-time homebuyers a 5% discount under the Madani Home Ownership Campaign. On Saturday, he issued a formal statement on the matter but about an hour later, Penang DAP chairman Steven Sim announced that Chow agreed to suspend the discount offer pending the review. The initial policy announced by the state government was criticised by MCA, which described it as racially divisive. State MCA secretary Yeoh Chin Kah questioned why the Penang government could not base its housing policy on economic status rather than race and religion, expressing confusion that DAP, a party advocating for a 'Malaysian Malaysia', would introduce such a racially framed initiative. 'The people of Penang cannot accept this policy and condemn it for dividing the races,' he said.
