Moosic man charged after investigation into child sexual abuse materials

A Moosic man faces hundreds of charges for possessing child sexual abuse material after investigators discovered children engaging in prohibited acts on his computer and other electronic devices, according to a criminal complaint.
Lucas Kelsey, 3603 Springer St., is charged with 201 counts of child sexual abuse material possession and one count of criminal use of a communication facility.
On Feb. 12, the National Center for Missing and Exploited Children received a report from Microsoft that one file of apparent child pornography was uploaded or provided as a URL by someone using Bing Image, according to a criminal complaint filed by Caitlin Smith, a special agent with the Child Predator Section of the Pennsylvania attorney general's office.
According to the cyber tip, the image included a nude female, approximately 6 to 8 years old, and an adult male performing a sexual act.
After sending an administrative subpoena to Comcast for subscriber information related to the IP address used to upload or scan the image to Bing, the company informed Smith it pertained to Kelsey at the Moosic address, according to the criminal complaint.
Additionally, an intelligence analyst with the attorney general's office conducted an online records search for the address and found Kelsey had public records associated with the address, investigators said.
On May 8, law enforcement officials executed a search warrant at Kelsey's residence on electronics and other evidence related to the investigation, according to the criminal complaint. Kelsey told officials he was the only person living at the address and had been for the last five years, but refused to answer any other questions, investigators said.

While on scene, computer forensics special agents found approximately 201 files depicting minor children engaged in prohibited sexual acts and/or indecent contact on several devices, including a laptop and several USB drives, according to the criminal complaint.
As of Monday, Kelsey, 43, remained in Lackawanna County Prison in lieu of $100,000 bail. A preliminary hearing is scheduled for May 23 at 11:30 a.m.

This led to detectives arresting and charging Michael Vann-Torres, 35, of Bethel, N.C. with four counts of Second-Degree Sexual Exploitation of a Minor on May 16, 2025. A man who got probation on child pornography charges is now headed to prison, court records show. Seventy-eighth District Court Judge Meredith Kennedy on Friday sentenced Joshua Duane Lyford to two years in prison for failing to comply with a sex offender's duty to register, according to court documents. Lyford, 42, pleaded guilty to the failure to comply charge on Friday. Lyford was arrested in March after the Wichita County District Attorney's Office asked the court to revoke his probation on 10 counts of possession of child pornography. Court records show that Lyford pleaded guilty to the original possession charges in December 2022 in exchange for 10 years on probation. A March 6, 2020, Times Record News article reported Lyford was first arrested by Wichita Falls police as a result of tips from the National Center for Missing and Exploited Children that he possessed pornographic images of children ranging in age from toddlers to about 11 years. A Local Amber Alert has been issued for an 11-year-old girl last seen in Grand Prairie Sunday afternoon. Jeana Rodriguez Grand Prairie Police The Texas Department of Public Safety said Jeana Rodriguez, 11, was last seen at 1410 State Hwy 161 in Grand Prairie at 3 p.m. She is described as a Black female, 4'11", 95 lbs, with brown hair and brown eyes. She was last seen wearing a yellow shirt, pink shorts and brown boots, according to TxDPS. Amber Alerts in Texas The National Center for Missing & Exploited Children's latest data points to the most Amber Alerts being issued in Texas. Between January 1, 2023, and December 31, 2023, 185 Amber Alerts were issued across 36 states. Data from the 2023 Annual Amber Alert Report shows that 26%, or 49 of those alerts, were issued in Texas. North Carolina had the second-most alerts issued, 17, and Ohio came in third with 13 alerts issued. The history of the Amber Alert The first Amber Alert was issued on January 13, 1996, after 9-year-old Amber Hagerman was reported missing. The body of the little girl who lived in Arlington was found four days later in a creek. The National Center for Missing & Exploited Children shares the story of a woman in the community who called for a public Emergency Alert System. Diane Simone wanted community members to be alerted when there's a child missing so they could help in the search. She requested it be named after Amber Hagerman and hence, Amber's Plan was created in her memory.
