Apple announces App Store policy changes in the EU

Apple announced major updates to its App Store policies in the European Union yesterday under the Digital Markets Act (DMA) including new app distribution for EU-based developers and a new two-tier system for Store Services fees on purchases made outside of apps.
EU devs are now free to advertise in-app offers for digital goods and services via external websites, other apps, and alternative app marketplaces. Developers can also include multiple URL destinations inside their apps with redirects and tracking.
Apple's notorious scare screens, which users see when they tap an external link, can now be turned off after the first interaction within apps. Developers can also design their own interfaces for links to outside payments and promotions.
Apple is also bringing a new Core Technology Commission which mandates 5% commission on outside App Store purchases made for apps distributed on the App Store. Apple is also retaining its Core Technology Fee (CTF), which charges €0.50 per download for each annual install over 1 million. There's also a new initial acquisition fee which adds a 2% fee on digital goods and services purchases outside of the App Store by new users in the first six months following an app download.
Alongside those changes, Apple is introducing a new two-tier system for Store Services fees. Developers will be able to move between the two tiers on a per-app basis once per quarter.
Tier 1 offers developers a lowered 5% commission on in-app purchases but severely limits key features like automatic app updates, automatic app downloads, search suggestions, ratings and performance metrics.
Tier 2 asks for a higher 13% commission (10% for Small Business Program members) with developers getting access to all key features provided by the App Store for their apps

So, how did we get here?
Back in April, the European Commission (EC) issued a preliminary fine worth €500 million over Apple's continued anti-competitive App Store practices including steering and preventing users from using alternative payment platforms all of which were in violation of the DMA. Apple later appealed the decision on a privacy basis, but that was not enough for the EC. The Commission will now evaluate Apple's new policies affect consumers under the DMA.

A report out of Korea says that mass production of the tablet's OLED panels by Samsung and LG has started. The device could end up being unveiled in October or November and released in time for the 2025 holiday shopping season. Last year, Samsung supplied Apple with the OLED displays for the 11-inch M4 iPad Pro while fellow South Korean company LG produced the 13-inch OLED panel for the 2024 iPad Pro. This year, reports suggest that both LG and Samsung will each deliver 11-inch and 13-inch displays used on the iPad Pro (2025) models. Last year's iPad Pro (2024) tablets were the first from Apple to replace the LCD panels with OLED. OLED displays offer users a screen with better contrast, darker blacks, and wider viewing angles. Because OLED pixels generate their own light, no backlight is needed for OLED displays. Thus, such screens are thinner and are more flexible than LCD displays. Devices using an OLED panel can save battery life by going into Dark mode. That's because creating the color black on OLED is a matter of turning off a pixel and pixels that are turned off do not need to draw power from the battery. Apple is expected to convert the display on the iPad mini to OLED next year and do the same with the iPad Air in 2027. A couple of weeks ago, a hint found in iOS 26 code referenced the AirPods Pro 3. Now, another little hint found about them has surfaced, in a database. Apparently, the folks at MacRumors have discovered a new Bluetooth ID in an Apple database related to device syncing. It's possible this Bluetooth ID is referencing the AirPods Pro 3. The earbuds are expected to potentially be unveiled in the fall or towards the end of this year. Apple is quite good with keeping things under wraps and preventing leaks. However, even the Cupertino tech giant can make a mistake, one referencing the AirPods Pro 3 directly in the beta code of iOS 26, and another stating "AirPods Pro 2 or later" (from a software update text). Now, this Bluetooth ID has appeared in an undisclosed codebase. Reportedly, the codebase was updated and would normally contain a list of Bluetooth IDs for accessories like AirPods and headphones by Beats. Well, there's now this one extra value that was added with the latest it doesn't correspond to a known product.
