Urgent Call for Marine Protection: The Nature Conservancy Urges Stronger Safeguards and Restoration of Hong Kong's Endangered Oyster Reefs in Upcoming Biodiversity Policy Update
Despite Hong Kong's rich marine biodiversity – home to over 5,900 species, or more than one-quarter of all marine species recorded in mainland China – marine conservation efforts have lagged far behind those on land. Only about 6% of Hong Kong's marine waters are protected, well below the global target of 30%. Many ecologically important habitats, including oyster reefs, remain outside of protected areas and face persistent threats, particularly in western waters.
Oyster reefs and other shellfish reefs deliver vital benefits to people and the planet, including providing habitat for marine life, supporting fish production, regulating water quality and protecting coastlines. Yet, over the past two centuries, more than 85% of the world's shellfish ecosystems have been lost. Hong Kong is no exception. Historical dredging, reclamation, and urban development have decimated once-abundant oyster habitats across the territory. Today, any remaining oyster reefs are not officially recognised as ecologically important, are unprotected and therefore highly vulnerable to ongoing harvesting, degradation and reclamation projects, including the proposed Kau Yi Chau Artificial Islands, which do not take shellfish reefs into account when conducting the Environmental Impact Assessment.
"Ecological restoration presents a huge opportunity for nature and people. However, ecological restoration is not without its challenges, that's why it cannot replace nature conservation, and should never be used to justify the destruction or degradation of ecosystems", said Marine Thomas, Associate Director of Conservation, The Nature Conservancy Hong Kong (TNC).
"The health of our marine ecosystems is crucial for a sustainable future," said Professor Bayden Russell, from the Swire Institute of Marine Science (SWIMS), The University of Hong Kong. "We must act now to restore our oyster reefs and protect our biodiversity."
With the BSAP now under review, the public has a once-in-a-decade opportunity to advocate for stronger marine conservation policies and the health of Hong Kong waters. TNC will be submitting formal recommendations to AFCD and encourages the public to take part by submitting their views before the deadline on July 11, 2025.
TNC's Key Recommendations for the BSAP
To reverse biodiversity loss and strengthen coastal resilience, TNC recommends that the updated BSAP prioritize the following:
Expand Marine Protected Areas (MPAs) to Safeguard Coastal Ecosystems
Scale up protection in line with the global "30x30" target by designating new MPAs and implementing other effective area-based conservation measures (OECMs).
Prioritize the inclusion of biodiversity hotspots and underrepresented habitat types, notably areas such as South Lantau, Tung Chung, Port Shelter, and the coastal area of Deep Bay.
Initiate Large-Scale Restoration of Degraded Oyster Ecosystems to reverse biodiversity loss and improve water qualityThe 2030 Global Biodiversity Framework recognises that conservation alone is not enough—restoration must be scaled up to reverse biodiversity loss. TNC and the University of Hong Kong have conducted territory-wide feasibility assessments, showing that oyster reef restoration is both scientifically sound and technically feasible. The key barrier is access to suitable seabed areas. To restore these vital ecosystems, we should:
Include targeted restoration strategies in marine park management plans.
Make seabed areas available for restoration efforts outside of protected areas.
Launch reef restoration projects in at least 30% of suitable bays by 2030, to enhance biodiversity, improve water quality, and rebuild ecosystem resilience.
Strengthen Legal Protection for Endangered Species and Ecosystems
Establish and maintain an up-to-date list of locally threatened species and ecosystems to inform conservation priorities. To support this, TNC—together with the University of Hong Kong—is currently conducting an IUCN Red List of Ecosystems assessment for Hong Kong's oyster reefs, providing the scientific foundation needed to formally recognise and protect these endangered habitats.
Update and amend legislation to formalize the list and extend legal protection to currently unprotected but endangered species—including oysters and key marine fishes.
Develop species-specific action plans to recover endangered ecosystems such as oyster reefs, through expanded protected areas and scaled restoration.

We stand at a crossroads; if we act now, we can bring back these once abundant ecosystems, securing cleaner water, healthy fisheries, and stronger coastlines for future generations, or we continue to destroy our oceans, possibly to a point of no return", said Marine Thomas, Associate Director of Conservation at TNC.

Butterflies in long term decline across England and UK, official figures show
Butterfly numbers have fallen by nearly a fifth since the 1970s, with species that need specific habitats faring even worse, official figures show. Conservationists warn falls in butterfly numbers are a signal of problems in the wider state of the environment, and reveal what is happening to many other insects that are a key part of ecosystems. The latest annual update on butterfly monitoring published by the Environment Department (Defra) reveal abundance across all species has declined 18% in the UK and 19% in England over the long term. Specialists which need specific habitats such as flower-rich grassland, heathland and woodland clearings to thrive have seen numbers decline by more than a third (39%) across the UK, and 25% in England. And nearly half (46%) of individual species that are restricted to certain habitats have seen declines in the UK, while 50% have seen numbers fall in England. Across the UK heath fritillary has seen the most severe declines since 1976 with an 89% drop in abundance, while other habitat specialists including wood white, small-bordered fritillary, grayling and pearl-bordered fritillary have seen declines of 70% to 80%. Experts said the main causes for the declines in habitat specialist butterflies are the loss, fragmentation and degradation of those landscapes, with more intensive agriculture also contributing to the drop in numbers. Many have not recovered from declines experienced in the late 1970s, which were partly as a result of the knock-on effects of the drought conditions in 1976, but a lack of suitable habitat after that is the main driver for persistent declines and lack of recovery since. Butterflies found on farmland have declined by around a third in both the UK and England, with those that require the specific habitat to thrive seeing falls in abundance of 42% in the UK and 47% in England. Woodland butterflies have fared even worse with declines of more than half (54%) since the 1970s when monitoring began, with woodland specialist species declining by 55% in the UK and 57% in England. Butterflies have also seen short term declines on farmland, with numbers falling 12% across the UK and 11% in England over the past decade, the figures show, while woodland butterflies have shown no significant change over the same period. But the findings also show some specialist species are on the increase, including black hairstreak, silver-spotted skippers, large heath, dark green fritillary, silver-washed fritillary and purple emperor. Officials said some recent increases could be attributed to targeted conservation action, while some species are benefiting from climate change which is allowing them to expand their range. Across more 'generalist' species, which are not restricted to specific habitats, there has been no change over the long or short term, but the fortunes of individual species have differed wildly. Small tortoiseshell butterflies have seen falls of 86% between 1976 and 2024, while wall and white-letter hairstreak butterflies have seen almost as severe declines. But ringlet butterflies have increased by 273%, and holly blue and comma butterflies have also seen some of the largest increases in abundance over five decades, the figures show. Across the 50 species monitored across the UK, 44% have suffered declines since 1976, while 47% of the 49 species assessed in England have seen drops since then. Some 28% of individual species have increased across the UK and 24% have increased in England, the statistics show.

HK scientist puts hope in nest boxes to save endangered cockatoos
Above the teeming shopping streets of Hong Kong's Causeway Bay district, a fight to save one of the world's most endangered species is unfolding high in the branches of a decades-old cotton tree. Nestled among its sprawling boughs is a nest box designed for the yellow-crested cockatoo, of which only 1,200 to 2,000 remain in the world. Although the birds are native to East Timor and Indonesia, one-tenth of those left are found in Hong Kong -- the "largest cohesive remaining wild population" globally, according to Astrid Andersson, a postdoctoral researcher at the University of Hong Kong. Their future now hangs in the balance, due to habitat loss and, some suspect, a black market for the rare birds. The cockatoos' numbers have stagnated, with far fewer juveniles than when Andersson began monitoring almost 10 years ago. The birds don't make their own nests but depend on natural cavities in trees -- about 80 percent of which have vanished in recent years, because of typhoon damage and government pruning. The nest boxes set up by Andersson are an attempt to rectify this, designed to resemble the hollows sought out by the birds. She plans to place about 50 around the city. "Without the nest boxes, I believe that the cockatoos will have fewer and fewer opportunities to increase or replace individuals that die in their population," she said. The boxes will also allow observation of their reproductive behaviour, which has never been comprehensively studied. - Human-wildlife coexistence - The cockatoos' existence in Hong Kong has been "a very positive story about human-wildlife coexistence", said Andersson. The population in Hong Kong is an introduced one, with one urban legend recounting they originated from an aviary set free by the British governor of Hong Kong before surrendering to the Japanese in 1941. There is no evidence to support that story, however -- the modern flock's ancestors are in fact believed to be escaped pets. Hong Kong's urban parks, full of mature trees bearing fruit, nuts and other food, became a "sanctuary" for them, Andersson said. The cockatoos are now part of the city's fabric, their loud squawks echoing through the sky at nightfall. Perched on streetlights, they sit calmly observing the humming traffic along city flyovers. Many people don't realise they are looking at an endangered species in their neighbourhood. "We genuinely thought they were just like an average parakeet," resident Erfan, who lives near a flyover, told AFP. Yellow-crested cockatoos are often mistaken for sulphur-crested cockatoos, commonly found in Australia rummaging through bins. The two are genetically distinct though, and the Australian species is not endangered. - Black market? - Merchants at Hong Kong's bird market certainly know the difference. When AFP visited, sulphur-crested cockatoos were openly displayed, while yellow-crested ones were only shown upon request. A one-year-old bird was being sold for a whopping HK$56,000 ($7,000), while a two-month-old chick could sell for HK$14,000. It has been illegal since 2005 to trade wild-caught yellow-crested cockatoos. Selling ones bred in captivity is allowed, but the breeders must have valid licences under the Convention on International Trade in Endangered Species (CITES). There are no such registered breeders in Hong Kong. Sharon Kwok Pong, founder of Hong Kong Parrot Rescue, believes there may be a "black market". "There have been people that find out where these birds are, they raid them," she told AFP. Captive-bred cockatoos should have a ring on their leg and documentation proving their origin, but these can be falsified. "I think we need a crackdown," Kwok said. "If you want to protect a species, so unique in this environment, I think a lot of things need to fall into place." -'A backup population' - Andersson has developed a forensic test that analyses a cockatoo's diet to determine whether it was recently taken from the wild. She hopes this will help enforce the ban on illegal sales. In their native habitats, poaching, rapid habitat loss and climate change have devastated the cockatoos' numbers. The financial hub's birds may one day be able to help revive them. "Hong Kong's population could have genetic lineages that are now gone," she said. Op-Ed: How long can China's new Great Wall stand?
"This fear factor, this war driver is a very strong one and it's been with this species ever since the beginning and it motivated the Great Wall of China."- Neil deGrasse Tyson The Great Wall of China is actually a series of independent fortifications built in segments at various times in ancient China. They were built across the historical northern borders of ancient Chinese states and Imperial China as protection against various nomadic groups from the Eurasian Steppe. The first walls date to the 7th century BC; these were joined together in the Qin dynasty. They were constructed to project China from invasions from nomadic invasions from Inner Asia. The Great Wall began when fortifications built by various states during the Spring and Autumn (771–476 BC) and Warring States periods (475–221 BC) that were eventually connected by the first emperor of China, Qin Shi Huang, to protect his newly founded Qin dynasty (221–206 BC). By 212 BC, they ran from Gansu connecting to the coast of southern Manchuria; 13,170.70 miles long. Although a useful deterrent at several points throughout its history, the Great Wall failed to stop enemies, including in 1644 when the Qing troops marched through the gates of the Shanhai Pass and replaced the most ardent of the wall-building dynasties, the Ming, as rulers of China proper. The portion of China's Great Wall that is visible today dates from the Ming dynasty, since they built much of the wall using stone and brick. These sections remain in relatively good condition or have been renovated, while others have been damaged or deconstructed for their building materials and lost due to the ravages of time. The wall is a revered national symbol of ancient Chinese ingenuity. China is noted for building walls to prevent people from escaping the restrictions of their tyrannical communist regime and using walls to stop intruders from entering their country. But all of the walls in the world, virtual or physical, cannot prevent negative information leaking out about the reality of living under the world's most secretive, and restrictive government, the Chinese Communist Party. In typical Chinese cultism, when the internet became embedded in our global culture, China saw this as a major threat to their security. Beijing panicked and went to work immediately to close the gap before any sensitive information about China's Communist Party slipped through cyberspace. China's Internet czar, Lu Wei, proudly said, "We took control of it before it took total control of us." China has made all the right moves to bridle the internet. It controls the world's e-commerce, with a retail sales volume double that of the U.S. It has a 40% global market share according to eMarketer. Looking at data from Statista internet monitor, China's dominion constrains four of the top 10 internet companies ranked by market capitalization. That is set to improve this year. What China calls it's 'Golden Shield' is a giant chain of censorship and surveillance devises that block tens of thousands of websites deemed inimical to the Communist Party's narrative and its strict by-laws. It's unbelievable that the world community has allowed one rapscallion nation to block content from social media like YouTube, Twitter, Instagram and all outside news broadcasts. Trumpeting its vision of 'Internet sovereignty,' beyond a doubt, China has the world's most effective internet "firewall." They can censor everything that travels along their space age internet highway. After two decades of evolution, China claims it created the perfect vehicle to control the internet. Who says you can't have your cake and eat it too? China's firewall is far more sophisticated than that of any country. It bridges the country's most fundamental contradictions. It has an economy openly connected to the outside world, with a political culture completely closed and protected from conspicuous Western values including free speech, democracy, personal freedom and liberty. China has successfully blocked eight of the 25 most trafficked global internet sites from free trade. The American Chamber of Commerce in China says that four out of five of its companies have reported a negative impact on their business because of China's outrageous internet censorship policies. When President Donald Trump took office, he classified China's internet censorship and outright secrecy a barrier to international free trade that he would correct by evoking higher tariffs on Chinese imports. Later this year, China is expected to approve a new set of laws on cyber-security that will codify, organize and strengthen its control of the internet. These rules will restrict foreign companies from publishing online content and propose much tougher rules requiring websites to register domain names with the Chinese government if they intend to do business with them now and in the future. But China and its Communist Party's greatest fear is free speech. They are fully aware that once people are exposed to the many benefits of democratic government, they will begin questioning their own government for answers. China does not want another Tiananmen Square massacre. In June 1989, after three weeks of trying to stop student free speech demonstrations in Beijing's Tiananmen Square, the Chinese government invaded the square and brutally ended the protests. This is historically noted as the Tiananmen Square massacre. China claims it wanted to show the world it would not tolerate any attempt at free speech under the Communist Party's leadership. The increased system of censorship and strict retaliation against any country or company that dares to defy China's internet polices will be blocked until they "mend their ways." But China is also aware it can't stop everything. And China is willing to tolerate a certain amount of faults in its Great Firewall, such as third party hacking, as long as it feels it has not lost total control. Just as The Great Wall of China was not impenetrable, those intent on seeking out and exploiting the cracks in China's virtual censorship wall will prevail if the case and intentions are for the right reason. While The Communist Party is most concerned with what ordinary people read than what the global community reads, it feels its propaganda machine can cover up most anything. Google is still blocked in China, and local search engine Baidu has its results heavily censored. But the Chinese searches yield no links to the 1989 Tiananmen pro-democracy protests. The question is, how long can China keep hiding the truth? Just as the Great Wall fell, all others will too once truth reaches the people. Because no wall can forever stop the transmission of truth.
