City in Kyoto Pref. calls for probe into Japan-US military drill held without prior notice

The Mainichi18 hours ago
KYOTANGO, Kyoto -- The Kyoto Prefecture city of Kyotango on July 31 called for confirmation of the facts surrounding a joint Japan-U.S. military exercise that went ahead at a U.S. base in the city without prior notification to local officials.
The Kinki-Chubu Defense Bureau of the Ministry of Defense admitted that it was also unaware of the joint exercise and stated, "We will investigate the facts and provide a response."
The Kyotango Municipal Government raised the issue at a Defense Ministry-hosted liaison conference on safety and security measures related to the Kyogamisaki Communications Site in Kyotango, which is equipped with an X-band radar for detecting and tracking ballistic missiles.
One local resident voiced concerns about the failure to notify the city, stating, "Civilian control is being ignored. Japanese and U.S. military organizations are acting independently on the front lines, which is extremely dangerous."
Joint Japan-U.S. training exercises have often been held at the Kyoto Prefecture site in the past, but the Ministry of Defense has usually informed the city and local districts about the content of the drills in advance. This time however, even the Kinki-Chubu Defense Bureau, which has jurisdiction over the area, was unaware of the exercise -- an unusual state of affairs.
Kyotango Deputy Mayor Kazuyoshi Nakanishi pointed out during the meeting that a post on the communications site's Facebook page on July 16 showcased the joint training between the Japan Ground Self-Defense Force's 7th Infantry Regiment from the Kyoto Prefecture city of Fukuchiyama and the U.S. military. He urged the Defense Ministry to "properly inform the city and local residents about training exercises without fail."
In response, the Kinki-Chubu Defense Bureau apologized, stating, "We deeply regret the inconvenience caused. We will ensure that information is provided to the city and local districts in the future." However, it also stated, "We do not have any information that we can explain."
The Facebook post stated that U.S. soldiers and SDF members "conducted a comprehensive exercise as a part of a FTX (Field Training Exercise)," which "consisted of various scenarios, which contributes to our bilateral success as a combined military force."
One resident near the communications site expressed their concerns, stating, "The most serious issue is that the joint Japan-U.S. exercise was conducted on the front lines without (Japanese) defense authorities being informed. This is a grave situation. Conducting drills without defense authorities' knowledge is unacceptable under civilian control. I want the facts to be thoroughly investigated and publicly released."
According to a resident who witnessed the training near the site, the exercise was conducted July 10.

China, Russia begin maritime phase of naval exercise in Sea of Japan

China and Russia have begun the maritime phase of their joint naval exercise in the Sea of Japan. The move is widely seen as part of their apparent effort to deepen bilateral military cooperation to counter the United States. China's state-run media report that the maritime exercise began on Sunday after the start of a chart-based rehearsal on Friday. The two countries have conducted almost annual joint exercises in recent years. Vessels participating in the exercise include China's missile destroyers and Russia's large anti-submarine ship. They confirmed communication links in waters near Vladivostok in Russia's Far East on the first day of the exercise. The exercise will continue through Tuesday, covering such drills as anti-submarine and air defense training. Chinese media add that the two nations will hold a maritime joint patrol in the Pacific Ocean after the exercise. Chinese President Xi Jinping and Russian President Vladimir Putin met in Moscow in May, confirming that their militaries would expand the size and scope of their joint exercises.

80 Years On: Thai Man Wants to Return Soldiers' Remains to Japan

Long, Thailand, Aug. 3 (Jiji Press)--A Thai man who built a memorial to Japanese soldiers killed by members of a Thai resistance group during World War II hopes that their remains will be returned to their home country. The memorial in the Long district in Phrae Province, northern Thailand, was built by Puchong, 83, a local man whose father was a member of the Free Thai resistance group, which fought against Imperial Japan. During World War II, Japan allied with Thailand, using the Southeast Asian country as a base for operations in India and Burma, now Myanmar. Thais dissatisfied with the alliance formed the anti-Japanese group, which expanded its presence in the country with support from the Allied forces. According to Puchong, whose father was a senior member of the group in the province, the two Japanese soldiers died in a gunfight with Free Thai fighters in the Wiang Ta subdistrict in Long about two years before the end of the war. Japan's agriculture minister vows to tackle drought impact on rice crop

Japan's Agriculture Minister Koizumi Shinjiro has visited Niigata Prefecture, a major rice-producing region, amid growing concerns about the impact of scarce rainfall on crops. Low levels of rainfall in parts of Japan, including the Hokuriku and Tohoku regions, are worrying farmers. Koizumi visited the Ohyachi Dam in the Niigata town of Tsunan on Sunday to observe the situation. The dam's water level is down to 6 percent of its full capacity, prompting operators to suspend outflows of water from Thursday. Local rice farmers told the minister that the critical time for rice growth is approaching so they are worried about the dam's water supply suspension. Koizumi replied that the ministry is working to address the situation in response to local calls, by such means as deploying water trucks. He told reporters that the public is paying keen attention to this year's rice yields. Koizumi vowed to grasp the situation on the ground and promptly implement necessary measures.
