Auto mutation of properties in Andhra Pradesh from August 1
From August 1, the system will be rolled out in 17 Municipal Corporations to eliminate bureaucratic hurdles and bring speed, transparency, and efficiency to property transactions.
Developed jointly by the Municipal Administration & Urban Development Department and the Registrations & Stamps Department, the system integrates property registration with mutation, requiring no separate application by property owners.
Once the buyer clears applicable dues and mutation fee, ownership records are automatically updated in the municipal databases.
The initiative replaces the previously cumbersome manual process that involved multiple office visits, delays, and document duplication. The system supports residential and vacant land transactions, including part ownership transfers.
'Citizen-first reform'
Principal Secretary S. Suresh Kumar on Friday called it a 'citizen-first reform,' noting the system's potential to enhance data accuracy, tax compliance, and urban planning. Aadhaar verification, PAN integration, geo-tagging, and electricity data syncing were among the digital features supporting the transformation.
Public awareness campaigns and staff training programmes were already underway, positioning Andhra Pradesh as a national leader in urban digital governance, he added.

Airtel, Jio perform Aadhaar face verification without consent for SIM cards
Taslima Begam*, a resident of TNHB Colony in Anna Nagar, said staff at the Airtel and Reliance Jio showrooms in Anna Nagar asked for her Aadhaar number when she approached for a new SIM. 'They then began clicking my pictures. A few minutes later, they told my husband that I needed to update my Aadhaar to proceed with the SIM purchase. At no point did they ask for fingerprint authentication, which I had used two years ago.' She also pointed out that she has been regularly using biometric verification of Aadhaar for purchases at fair price shops. S Chandran*, a lecturer from Mogappair, shared a similar experience. 'While buying a new SIM for my cousin, the staff held a phone in front of her face and asked her to blink. The screen displayed a tick mark. I assumed they were taking her photograph. When I asked the Airtel staff why fingerprint verification was not done, they said the process was over. No one mentioned that face authentication was done.' A union government employee from Padi recounted, 'At the Airtel showroom in Korattur, the staff who captured a photo of my friend asked him to unlock his Aadhaar on his mobile app. Only then did I realise it was face authentication and not clicking of a picture' An Airtel spokesperson acknowledged that there had been a 'communication gap' among showroom staff and said that, effective July 30 (Wednesday), fingerprint authentication has been implemented in Chennai. 'The staff concerned had been instructed not to deny SIM cards to anyone because of failed face authentication,' the spokesperson added. A Reliance Jio spokesperson, however, said face authentication is 'mandatory' for SIM replacements, while it is merely advisory for new connections. However, the spokesperson did not clarify why face authentications were being done without seeking consent. Official sources in the DoT confirmed to TNIE that Aadhaar authentication has been made mandatory for issuing new SIM cards from January this year. However, a SIM card cannot be denied solely on the basis of failed face authentication. 'Aadhaar authentication includes OTP, fingerprint, and iris scan. If any specific complaints are received, they will be looked into,' an official said. Violates UIDAI guidelines The practice, followed by Airtel and jio for the past one year, is in violation of UIDAI's guidelines, which say face authentication is 'consent based' and it is one among the many modes of authentication, which includes fingerprints, iris, and OTP. Odisha seeks Rs 3K cr under RDSS
Bhubaneswar: The Odisha government on Tuesday urged the Centre for early sanction of Rs 3,069 crore under the Revamped Distribution Sector Scheme (RDSS). Deputy Chief Minister K V Singh Deo has raised this demand before Union Power Minister Manohar Lal during his meeting in New Delhi, an official statement said. The Centre had launched the RDSS with an aim to reduce the aggregate technical and commercial (AT&C) losses to pan-India levels. Under the scheme, financial assistance to power distribution companies is provided for upgradation of the distribution infrastructure and for prepaid smart consumer metering and system metering based on meeting pre-qualifying criteria and achieving basic minimum benchmark in reforms. As Odisha frequently faces natural disasters like cyclones and floods, the Coalition for Disaster Resilient Infrastructure (CDRI) has proposed the creation of disaster-resilient power infrastructure with selective underground cabling, especially 30 km from the coastline. Therefore, Odisha urgently needs Central financial assistance for disaster-resilient power infrastructure, Singh Deo said. Considering the rising demand for power, he urged Lal for the allocation of 800 megawatt (MW) power from NLC Talabira Phase-II project in addition to the 400 MW already allocated in Phase-I to Odisha. It would bring the total share to 1,200 MW from 3,200 MW total project capacity, the statement said.

AP identifies 30 urban projects to drive revenue growth
Vijayawada: In a transformative move to catalyse urban development across the state, the municipal administration department has intensified its focus on implementing revenue-generating urban infrastructure projects. The projects will be taken up through financing mechanisms such as Public-Private Partnership (PPP), Hybrid Annuity Model (HAM), and Viability Gap Funding (VGF). The govt identified a portfolio of 30 revenue-generating projects across Urban Local Bodies (ULBs) in Andhra Pradesh. The municipal administration department aims to position cities as economic engines driving inclusive growth, sustainability, and future-ready infrastructure. Ahead of readying the blueprint, the Principal Secretary Suresh Kumar held a brainstorming session with senior officials, including Director of Municipal Administration Sampath Kumar.
